1. Approve the enclosed Rules for apportionment of amounts of special quota between participants of foreign trade activity for import of hot-rolled products.
2. To provide to department of foreign trade activity in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on official Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication and is effective till November 30, 2020.

These rules of distribution of amounts of special quota between participants of foreign trade activity for import of hot-rolled products (further - Rules) articles 4, Item 9 of article 10 of the Law of the Republic of Kazakhstan of June 8, 2005 "About special protective, anti-dumping and countervailing measures in relation to the third countries" and Item 3 of the decision of Board of the Eurasian economic commission of August 6, 2019 No. 137 are drafted according to the subitem 5) and determine procedure for distribution of amounts of special quota between participants of foreign trade activity for import of hot-rolled products.
2. For the purposes of these rules the following concepts are used:
1) amount of special quota - the goods quantity permitted for import to the Republic of Kazakhstan in kind established by the decision of Board of the Eurasian economic commission of August 6, 2019 No. 137;
2) participants of foreign trade activity - the physical persons performing foreign trade activity including registered as individual entrepreneurs according to the legislation of the Republic of Kazakhstan and the legal entities created according to the legislation of the Republic of Kazakhstan, and also the organization not being legal entities;

3. Amounts of special quota for commodity importation are distributed between participants of foreign trade activity during two periods.
The first period from December 1 to December 31, 2019, the second period from January 1 to November 30, 2020 in amounts according to appendix to these rules.
4. Participants of foreign trade activity for receipt of special quota for commodity importation submit the application for receipt of the import license of goods according to the standard of the state service "Licensing for Import and (or) Export of Separate Types of Goods" approved by the order of the Minister of national economy of the Republic of Kazakhstan of April 21, 2015 No. 347 "About approval of standards of the state services rendered by the Ministry of national economy of the Republic of Kazakhstan" and in the terms specified in Item 3 of these rules.
5. Authorized body
1) till November 25, 2019 places on the trade.gov.kz Internet resource (further - Internet resource) information on amounts of special quota for commodity importation and terms of its action;
Monthly, since December 30, 2019, each last working day of month during the period of action of special quota publishes 2) on Internet resource of the data on amounts of special quota for commodity importation on which import licenses of the goods, and amounts of special quota for commodity importation which remained unallotted before exhaustion of amount of special quota for commodity importation are granted.
