About use of funds of the family capital for receipt of medical care

Based on part two of Item 34 and part one of Item 39 of the Regulations on procedure and conditions of appointment, financing (transfer), the order and use of means of the family capital approved by the resolution of Council of Ministers of the Republic of Belarus of February 24, 2015 No. 128 (further - the Provision), and subitem 9.1 of Item 9 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446, the Ministry of Health of the Republic of Belarus DECIDES:

1. Determine that:

1.1. the one-time state support provided in the form of non-cash (further – the family capital), can be used in the Republic of Belarus in full or in parts via bank transfer:

ahead of schedule on receipt of the paid medical services rendered by the organizations of health care (irrespective of time which passed from the date of purpose of the family capital), the specified in paragraphs five and pole of part three of Item 2 of the Regulations on one-time provision to families of non-cash in case of the birth (adoption, adoption) in 2015-2019 third or the subsequent children, No. approved by the Presidential decree of the Republic of Belarus of December 9, 2014 572, paragraphs the fifth and sixth part three of Item 2 of the Regulations on provision of the family capital approved by the Presidential decree of the Republic of Belarus of September 18, 2019 No. 345;

after the expiration of 18 years from birth date of the child, in connection with the birth (adoption, adoption) of which the family acquired the right to purpose of the family capital, to receipt of medical care according to Provision Item 17;

1.2. need for receipt of paid medical services in case of the early order means of the family capital is confirmed by the conclusion of the medical and consulting commission of the state organization of health care about needs in receipt of paid medical services (further – the conclusion of VKK);

1.3. for the conclusion of the services agreement (further – the agreement) citizens (representatives, legal representatives) on whom the decision on the order (the early order) is made by means of the family capital address to the organization of health care in which paid medical services will be rendered to them, and provide:

the copy of the decision (the statement from the decision) about the order (the early order) means of the family capital accepted by local executive and administrative organ;

the conclusion of VKK in case of early use of means of the family capital with indication of types of paid medical services which need to be rendered to the patient;

other documents necessary for the conclusion of the agreement;

1.4. the organization of health care based on the submitted documents specified in subitem 1.3 of this Item signs the contract with the citizen (the representative, the legal representative);

1.5. for use of means of the family capital (including ahead of schedule) on receipt of paid medical services citizens (representatives, legal representatives) address to divisions of open joint stock company "Belarusbank savings bank (further – JSC ASB Belarusbank), the performing transactions on deposits (deposits) "Family capital", with statements for the order funds of the family capital for receipt of paid medical services in form according to appendix and submit the following documents:

identity document;

the document confirming powers of the representative or the legal representative;

the copy of the decision (the statement from the decision) about the order (the early order) means of the family capital accepted by local executive and administrative organ;

agreement;

1.6. JSC ASB Belarusbank transfers money to account of the organization of health care according to the procedure, established by the Provision;

1.7. after transfer of JSC ASB Belarusbank of money the organization of health care:

provides timely and high-quality rendering paid medical services in accordance with the terms of the agreement;

carries out other obligations provided by the agreement.

The organization of health care returns in JSC ASB Belarusbank the unused money listed on obtaining by the citizen (the member (members) of family) of paid medical services, according to the procedure, established by the Provision, during:

three working days from the moment of signing of the document certifying acceptance of the performed works on prosthetics of teeth, dental implantation with the subsequent prosthetics, but no later than 60 calendar days from the moment of their revenues to the settlement account of the organization of health care if they were not spent completely;

three working days from the moment of signing of the document certifying acceptance of the performed works on orthodontic correction of bite, but no later than 360 calendar days from the moment of their revenues to the settlement account of the organization of health care if they were not spent completely.

2. Recognize invalid:

the resolution of the Ministry of Health of the Republic of Belarus of March 6, 2015 No. 24 "About some questions of rendering by the organizations of health care of the paid medical services received by the member (members) of family in case of early use of means of the family capital";

the resolution of the Ministry of Health of the Republic of Belarus of April 28, 2015 No. 62 "About some questions of use of funds of the family capital for receipt of services in health sector".

3. This resolution becomes effective since January 1, 2020.
