1. Approve the enclosed Rules of establishment of standards of works (algorithm, rules and requirements to results of activities of employees on the specific site of work) in law-enforcement bodies of the Republic of Kazakhstan.

2. To department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Abdigaliyev A. U.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The Law database for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the First Deputy Minister of Internal Affairs of the Republic of Kazakhstan the police lieutenant general Demeuov M. G. and the Department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Abdigaliyev A. U.).

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of establishment of standards of works (algorithm, rules and requirements to results of activities of employees on the specific site of work) in law-enforcement bodies of the Republic of Kazakhstan

1. General provisions

These rules of establishment of standards of works (algorithm, rules and requirements to results of activities of employees on the specific site of work) in law-enforcement bodies (further - Rules) are developed according to Item 8 of article 29 of the Law of the Republic of Kazakhstan of January 6, 2011 "About law-enforcement service".

2. Rules determine procedure for establishment of standards of works (algorithm, rules and requirements to results of activities of employees on the specific site of work) in law-enforcement bodies (further - Standards of works).

3. Standards of works is algorithm, rules and requirements to results of activities of employees on the specific site of work allowing to reproduce the established technology of works for achievement of objectives, and also to reveal typical mistakes.

2. Procedure for establishment of Standards of works

4. Standards of works consist of the following Sections:

"General provisions" - are included by the exhaustive list of the regulatory legal acts and orders regulating activities on the specific site of work.

6. Departments, independent managements, committees of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry of Internal Affairs) establish Standards of works on positions as a part of their structural divisions, and also standard Standards of works on each name of position taking into account all activities, on each level of management.

The second special Department of MIA establishes Standards of works on position of the Assistant Secretary of internal affairs of the Republic of Kazakhstan.

Establishment of Standards of works on positions of chiefs of Departments of police of areas, the cities of republican value and the capital, on transport, Representative offices of the Ministry of Internal Affairs in the city of Baikonur is assigned to the Headquarters Department of the Ministry of Internal Affairs.

Establishment of Standards of works on positions of deputy chiefs of Departments of police of areas, the cities of republican value and the capital, on transport, Representative offices of the Ministry of Internal Affairs in the city of Baikonur is assigned to the services supervised by them.

Establishment of Standards of works on positions of management of committees, chiefs of territorial authorities, public institutions and their deputies subordinated to them is assigned to the Headquarters of Committee of criminal executive system, and also analytical division of Committee of administrative police.

Establishment of Standards of works on positions of chiefs of city, district divisions and their deputies is assigned to Headquarters of offices of regional Departments of police, Departments of criminal executive system.

On Headquarters of Committees on emergency situations and criminal executive system, and also the analytical division of Committee of administrative police is assigned establishment of Standards of works on positions of management of committees, chiefs of territorial authorities, public institutions and their deputies subordinated to them.

On Headquarters of offices of regional Departments of police, Departments on emergency situations, Departments of criminal executive system establishment of Standards of works on positions of chiefs of city, district divisions and their deputies is assigned.
