1. Approve the enclosed Rules of the organization and carrying out scientific research within the state defense order.

2. To provide to development department of defense industry complex of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and carrying out scientific research within the state defense order

Chapter 1. General provisions

1. These rules of the organization and carrying out scientific research within the state defense order (further - Rules) are developed according to the subitem 31) of article 6 of the Law of the Republic of Kazakhstan of March 18, 2019 "About defense industry and the state defense order" (further - the Law) and determine the procedure connected with the organization and carrying out scientific research within the state defense order.

2. In these rules the following basic concepts are used:

1) subjects of scientific and (or) scientific and technical activities (further - subjects) - the legal entities performing scientific and (or) scientific and technical activities, requirements to which are determined by these rules;

2) the Defense scientific and technical commission on scientific research (further - the commission) - advisory advisory body under the Government of the Republic of Kazakhstan;

3) authorized body in the field of defense industry and the state defense order (further - authorized body) - the state body performing management and cross-industry coordination in the field of defense industry and the state defense order;

4) the register of domestic manufacturers of goods of military (products), goods (products) of dual purpose (application) and domestic suppliers of military works and military services of the state defense order (further - the register) - the list of legal entities irrespective of the patterns of ownership performing activities for production of goods of military (products), goods (products) of dual purpose (application), performing military works and rendering military services, conforming to qualification requirements;

5) scientific research within the state defense order (further - scientific research) - applied and basic researches, research, developmental and technological works in the field of creation of new samples of arms, military equipment, technical and special means, the upgrades of the samples of arms and military equipment consisting on equipment directed to the increase in defense capability and ensuring national security of the state performed by subjects of scientific and (or) scientific and technical activities by proper scientific methods and means for the purpose of achievement of results of scientific and (or) scientific and technical activities within the state defense order;

6) the contractor of scientific research within the state defense order (further - the contractor of scientific research) - the legal entity performing accomplishment of scientific research within the state defense order based on the agreement;

7) the specialized scientific directions within the state defense order (further - SNN) - the directions of scientific research within the state defense order which are developed by authorized body in coordination with the interested central executive bodies by state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan and are approved by the commission.

Chapter 2. Procedure for the organization and carrying out scientific research within the state defense order

3. The interested central executive bodies, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, till August 1 of the current year send to authorized body of the offer on forming of SNN.

The authorized body within 20 (twenty) calendar days from the date of receipt of offers develops SNN.

The advisory advisory body functioning under authorized body (in case of its availability), considers arrived from the interested central executive bodies, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, the offer on forming of SNN.

After development of SNN, the authorized body within 5 (five) working days sends SNN for consideration and approval in the commission.
