1. Approve the enclosed Aviation rules of the organization and accomplishment of flights of the state unmanned aerial vehicles of the Republic of Belarus.
2. This resolution becomes effective from the date of its acceptance.

1. Aviation rules of the organization and accomplishment of flights of the state unmanned aerial vehicles of the Republic of Belarus (further - Aviation rules) are developed according to the Air code of the Republic of Belarus, Aviation rules of flights in airspace of the Republic of Belarus approved by the resolution of the State committee on aircraft of the Republic of Belarus and the Ministry of Defence of the Republic of Belarus of June 1, 2004 No. 7/30 (The national register of legal acts of the Republic of Belarus, 2004, No. 107, 8/11163), the Rules of use of airspace of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of November 4, 2006 No. 1471 (The national register of legal acts of the Republic of Belarus, 2006, No. 190, 5/24224), Aviation rules of the organization and accomplishment of flights of the national air vehicles of the Republic of Belarus, approved by the resolution of the Ministry of Defence of the Republic of Belarus of November 30, 2004 No. 74.
2. The organization and accomplishment of flights of unmanned aerial vehicles are determined in Aviation rules of the organization and accomplishment of flights of the national air vehicles of the Republic of Belarus taking into account the features established in these Aviation rules.
3. Requirements of these Aviation rules are obligatory for accomplishment by aeronautical personnel of the state aircraft.
Violation of requirements of these Aviation rules involves the responsibility established by the legislation of the Republic of Belarus.
4. For the purposes of these Aviation rules the following reducings are applied:
ASP - aviation weapon of destruction;
TANK - pilotless aviation complex;
BLA - the unmanned aerial vehicle;
The runway - landing strip;
AF - the air vehicle;
HOP - group of flight servicing;
GRP - group of management of flights;
DOSAAF - republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";
KBP - rate of combat training;
KDP - command control office;
KP - control center;
NPEK - ground search and evacuation crew;
Department of Internal Affairs - air traffic maintenance;
OK - objective control;
OYaP - the dangerous phenomena of weather;
Air defense - antiaircraft protection;
PRP - the assistant administrator flights;
PU - control center;
RD - taxiway;
Radar station - radar station;
RLE - flight manual of the unmanned aerial vehicle;
RP - the head flights in airfield (polygon, landing site);
RTO - radio engineering providing;
REB - radio-electronic fight;
CC and RTO - communicating device and radio engineering providing.
5. For the purposes of these Aviation rules the following terms and their determinations are applied:
air unit - the military unit or the organization subordinated to republican state body or DOSAAF, having state AF (air vehicles) legally and using him for flights;
air unit of BAK - the air unit having BAK;
aviation division of BAK - calculation of pilotless aviation complex, aviation group, aviation squadron;
airfield of joint operation - airfield of the state aircraft on which the piloted AF (BLA) of air units of two and more republican state bodies in which activities the state aircraft is used (further - republican state body) or DOSAAF are based;
TANK - the set of functionally connected elements which is turning on one or several unmanned aerial vehicles, means of ensuring of take off and landing and control one or several unmanned aerial vehicles;
BLA - the air vehicle intended for unmanned flight execution onboard;
fighting application of BLA - the type of flight training of operators of BLA directed to training in use in flight of arms and the equipment of BLA for defeat of land (sea), air targets or solutions of other combat and special missions;
visibility landing - the maximum distance from which the beginning of strip of exact landing (the place of exact landing) or runway lights (night) is found and identified by the operator of BLA (further - the operator) with use of the means established onboard BLA which is on decrease glide path;
aerial navigation of BLA - complex of the actions of the operator directed to achievement of the largest accuracy, reliability and safety of flight of BLA or the BLA group on the set spatio-temporal trajectory;
time of preparation of BLA for repeated departure - period of time from the moment of landing or engine shutdown (engines) after flight of BLA to readiness for take-off of BLA;
export flight of BLA - flight, management of which are carried out by the trainee with the instructor, for the purpose of training in management of BLA, its equipment and arms according to the flying mission determined in KBP (rate of educational flight training);
test flight of BLA - check (training) flight for the purpose of determination of readiness of the operator to carry out tasks on purpose;
test flight of BLA - the special flight which is carried out for the purpose of testing experienced, experimental, modernized, serial and undergone repair in air repair agencies (manufacturers) of BAK (BLA), arms, aeronautical, radio-electronic and other equipment, engines (power units), and also programmed flight of reliability (under control) field testing;
research flight of BLA - the special flight which is carried out for the purpose of studying (research) of opportunities of BAK, its systems, arms, aeronautical, radio-electronic, special and other equipment, engines (power units) for their more effective use in air units in case of the solution of tasks on purpose;
check flight of BLA - flight, management of which are carried out by the trainee with the instructor, for the purpose of control (check) of training level to management of BLA, its equipment and arms according to the flying mission determined in KBP;
flight training of operators of BLA - process of skills training for the purpose of acquisition, recovery or maintenance of the skills necessary for management of BLA. It consists from navigation, tactical flight training of operators of BLA, fighting application and technology of management of BLA;
flight change - the period of time determined in the planned table of flights during which flights of BLA are carried out;
flight operation of BLA - process of operation of BLA in volume of requirements of RLE BLA of this type;
airfield - part of the square of airfield on which runways with side and end bands of safety, RD, stall of BLA, site for landing of helicopters, maintenance areas and platforms for preparation of BLA for departure, and also part of landing site with which (on which) rise (landing) of BLA is performed are located;
tactical flight training of operators of BLA - type of the flight training aiming at training of operators in accomplishment of tasks in purpose odinochno as a part of groups, aviation division and air unit of BAK;
navigation training of operators of BLA - type of the flight training directed to training of operators in conducting orientation in flight, to keeping of parameters of fighting procedure and flight track with exit in the set point at the scheduled time;
general preparation for flights of BLA - acquisition and enhancement by the operators and persons who are part of GRP, knowledge, skills in accomplishment of tasks of flight training and tasks on purpose the forthcoming month;
familiarization flight of BLA - flight for the purpose of acquaintance of the trainee with airfield (landing site) and the flying area, feelings under management of BLA, its stability and controllability, features of this BLA in comparison with earlier mastered, and also training of discretion and orientation in flight;
the danger area - airspace of the established sizes within which during certain period the activities posing safety hazard of flights of AF can be performed;
the operator of BLA - the face of non-flying aeronautical personnel exercising control of BLA by means of technical means;
landing site - the parcel of land or specially prepared artificial site suitable for take off and landing of air vehicles;
the visual flight rules - procedure for accomplishment of flights in the conditions allowing the operator to determine by means of the technical means established on BLA location and the attitude of BLA by ground marks and the natural horizon to visually keep the established intervals between AF (BLA), and also between BLA and other material objects in air and on earth's (water) surface;
the instrument flight rules - procedure for accomplishment of flights in conditions under which the location and the attitude of BLA are determined by flight and navigation instruments;
preliminary preparation to flights of BLA - reduction in readiness of aeronautical personnel, BLA, airfield (landing site), forces and controls and flight servicing to accomplishment of tasks;
preflight action to flights of BLA - reduction in readiness of aeronautical personnel, BLA, airfield (landing site), controls and flight servicing for accomplishment of flights taking into account the airflow, ornithological, air and land conditions which is specifically developing for this time;
run - decelerated motion of BLA from runway contact before achievement of the speed of taxing allowing to change safely driving direction by it or to its full stop;
duration of flight change - time from the moment of start of the takeoff of the first and until the end of landing of the last BLA in flight change;
running start - accelerated motion of BLA from the moment of start of motion from standing start before achievement by it of the unstick speed and department from the runway;
management of flights of BLA - the actions of GRP of the organizations of the state aircraft aimed at providing completeness, timeliness and safety of accomplishment by operators of BLA of flying missions;
starting time - period of time during which the operator has the right to manage BLA;
technology of management of BLA - type of the flight training directed to training of operators in management of take-off, landing and to accomplishment of three-dimensional maneuvers of BLA;
training flight - weeds BLA, management of which is carried out by the operator, for the purpose of fixing of the acquired skills and their further enhancement;
management of BLA - mission control of BLA;
flight management of BLA - purposeful activities of bodies of Department of Internal Affairs (flight management) of BLA for transfer of flight conditions, teams and information to operators for timely and safe accomplishment of flying missions by them.
6. BLA are subject to state registration in the State register of the national air vehicles of the Republic of Belarus according to the procedure determined by Aviation rules of registration of the national air vehicles of the Republic of Belarus.
BLA registered in the State register of the national air vehicles of the Republic of Belarus are the state AF of the Republic of Belarus.
7. The state BLA are to destination subdivided on fighting and special.
Fighting BLA are intended for accomplishment of combat missions, training flights on exercises of KBP, programs of training of operators and special flights.
Special BLA are intended for accomplishment of the tasks connected with use of the special equipment installed on them.
8. Functions of training of operators of BLA for the state aircraft are assigned to the Ministry of Defence of the Republic of Belarus.
9. The operator shall:
prepare for management of BLA according to the flying mission and for actions in particular cases in flight;
know safety requirements of flights according to the planned flying mission;
know procedure for use of documents of aeronautical information, to timely perform reconciliation of working copies of these documents with control;
know procedure for management of BLA in case of limited use (without use) CC and RTO of flights;
know the features of piloting of BLA, navigation and operation of BLA engines ensuring safety of accomplishment of flights;
observe the preflight mode;
inspect, check and accept BLA before flight according to RLE;
make final decision on departure, flight and landing of BLA;
