About State standard of higher education in the Republic of Tajikistan

1. Approve State standard of higher education in the Republic of Tajikistan it (is applied).

2. To the Ministry of Education and Science of the Republic of Tajikistan, the ministries and departments having institutions of higher professional education in the structures to perform conducting educational activities according to this Standard.

3. Declare invalid the order of the Government of the Republic of Tajikistan of November 2, 2011, No. 552 "About approval of State standard of higher education of the Republic of Tajikistan".

State standard of higher education in the Republic of Tajikistan

1. General provisions

1. The state standard of higher education in the Republic of Tajikistan (further - the Standard) determines and provides single state policy in the field of higher education, establishes complex of requirements of the corresponding step of education.

2. This standard is developed on the basis of the Constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan "About education", the Law of the Republic of Tajikistan "About the higher and postgraduate professional education" and other regulatory legal acts.

3. In this Standard the following basic concepts are used:

- State standard of higher education - set of the regulations determining content of higher education, essence, terms of training and methods of diagnostics of quality of the higher education taking into account universal achievements;

- the educational program of higher education - complex of documents which determine knowledge and content of education in the specialty (direction) of separate step of higher education according to requirements of this Standard;

- higher education - the level (degree) of education which is acquired by person in institution of higher professional education as a result of consecutive, system and purposeful process of assimilation of content of training which is based on complete general secondary education and comes to the end with receipt of certain qualification following the results of the state certification;

- remote education - one of forms of education, purposeful and methodically organized management of educational cognitive activity and development of persons which are in distance from the organizations of education by means of electronic and telecommunication, means;

- the state document on higher education - is issued by institution of higher professional education to his receiver for the purpose of confirmation of complete condition of development of the educational program of higher education, receipt of the right for continuation of training at the next step of higher education, implementation of professional and research activity on the chosen specialty (direction);

- the normative term of training - the period of development by the graduate of educational programs of higher education established by this Standard which is performed based on general secondary education, primary and secondary professional education.

4. This Standard is applied to all institutions of higher professional education of the Republic of Tajikistan, the having state certification and accreditation or applying for its obtaining on specialties (directions) irrespective of type of property and form of business.

5. The institutions of higher professional education of the Republic of Tajikistan having the state certification and accreditation or applying for its obtaining shall observe requirements of this Standard in the course of project development of the state educational standards on specialties (directions).

6. Only those institutions of higher professional education which have the license for conducting educational activities have the right to development and application of educational programs for specialties (directions).

7. State standard of higher education in the Republic of Tajikistan:

- determines structure of higher education and regulatory legal acts about higher education and postgraduate professional education (magistracy);

- establishes general requirements and conditions of their application to educational programs of higher education and postgraduate professional education (magistracy);

- determines general regulations and amount of academic load of students of institution of higher professional education;

- covers the academic freedom of institution of higher professional education in determination of content of the higher and postgraduate professional education (magistracy);

- establishes general requirements to the list of specialties (directions) of higher education;

- establishes procedure for development and approval of the state requirements to obligatory minimum of contents of the main educational programs of higher education and postgraduate professional education (magistracy), extents of training of graduates on specialties (directions) of higher education;

- determines terms of training in educational programs of higher education and postgraduate professional education (magistracy) in institutions of higher professional education.
