About Regulations on doctoral studies in the specialty and State standard of doctoral studies in the specialty

According to articles 8 and 31 of the Law of the Republic of Tajikistan "About the higher and postgraduate professional education" and article 51 of the Law of the Republic of Tajikistan "About regulatory legal acts" the Government of the Republic of Tajikistan decides:

1. Approve Regulations on doctoral studies in the specialty, its appendix and State standard of doctoral studies in (appendices 1 and 2).

2. To provide to the Ministry of Education of the Republic of Tajikistan together with Public institution "Highest certifying commission in case of the President of the Republic of Tajikistan", Academy of Sciences of the Republic of Tajikistan, industry academies and higher educational professional and scientific institutions of the republic accomplishment of the specified Provisions and the Standard.

3. Recognize equivalent the diploma of scientific degree of the doctor of philosophy (PhD), the doctor in the specialty and the diploma of scientific candidate's degree.

4. Recognize invalid the orders of the Government of the Republic of Tajikistan of April 3, 2012, No. 127 "About approval of the Regulations on doctoral studies in the specialty" and of August 3, 2013, No. 341 "About State standard of postgraduate higher education (doctoral studies)".

Regulations on doctoral studies in the specialty

1. General provisions

1. The regulations on doctoral studies in the specialty (further - the Provision) are developed on the basis of the Law of the Republic of Tajikistan "About education", the Law of the Republic of Tajikistan "About the higher and postgraduate professional education", the Law of the Republic of Tajikistan "About scientific activities and state policy for science and technology" and other regulatory legal acts of education and science.

2. The provision determines structure and contents of educational programs of doctoral studies in the specialty, procedure for acceptance and the rule of training of doctors in the specialty, the requirements to organizations of science and education realizing educational programs of doctoral studies in the specialty, qualification requirements to level of training of the graduate of doctoral studies in the specialty and requirements to final state assessment.

3. In this Provision the following basic concepts are used:

- the educational program of doctoral studies in the specialty - continuously updated educational and research complex of programs by which the trajectory of training of the doctoral candidate in the specialty which is coming to the end with successful defense of a thesis is determined;

- doctoral studies in the specialty - form of preparation scientific and research and educational personnel of the top skills in institutions of higher professional education, postgraduate professional education and scientific institutions with award of academic degree "the doctor of philosophy (PhD), the doctor in the specialty" for the citizens having the academic degree "master" or the ended residencies and clinical internship (for medical specialties);

- the doctoral candidate in the specialty - person studying in doctoral studies in the specialty;

- the doctor of philosophy (PhD), the doctor in the specialty - the academic degree awarded by the Highest certifying commission in case of the President of the Republic of Tajikistan based on the decision of dissertation council made after protection of theses to the doctoral candidate in the specialty who fulfilled requirements of the educational program of doctoral studies in the specialty and successfully passed final complex exam;

- specialty of training of the doctor in the specialty - complex, purposeful development of the educational program of doctoral studies in the specialty, knowledge, abilities, skills of specific industry of science, necessary for certain type of scientific activities;

- credit system of education - system of quantitative assessment of contents of training programs and results of their development by means of the credit or credit hour (the weekly regulation of time spent for training of subject matter in one semester and in case of successful passing an examination on this discipline the student obtains this credit (or the credits);

- dissertation council - the council on consideration of the scientific works represented for degree of the doctor of philosophy (PhD), the doctor in the specialty, created according to established procedure under the organizations of education or science having sales right of educational programs of doctoral studies in the specialty;

- the credit - the unified unit of measure of amount of study of the doctoral candidate which is equal to 24 hours.

4. Training of doctors in the specialty within educational programs of doctoral studies in the specialty is performed by the educational and scientific institutions which are giving postgraduate professional education and having the corresponding licenses for educational activities.

2. Procedure for creation and purpose of doctoral studies in the specialty

Doctoral studies in the specialty are created in institutions of higher professional education, postgraduate professional education and the research establishments having the corresponding educational, scientific and personnel potential in the directions and specialties, the created doctoral studies in the specialty.

6. Doctoral studies in the specialty are created on representation of educational and scientific institution in coordination with the founder from the Ministry of Education and Science of the Republic of Tajikistan.

7. The sample of the state diploma of the doctor of philosophy (PhD), the doctor in the specialty affirms the Government of the Republic of Tajikistan, technical requirements to it, registration and procedure for its issue is determined by the Highest certifying commission in case of the President of the Republic of Tajikistan.

8. The doctoral studies creation purpose in the specialty is:

- the organization on the basis of integration of science and education of effective system of preparation scientific and research and educational personnel of the top skills according to the international standards, and also the timely solution of questions their scientific, methodical, legal, financial and economic, personnel and is material - technical supply;

- realization of educational process according to the principles of the international practice of preparation scientifically - pedagogical personnel of the top skills, competitive in the labor market. For this purpose doctoral candidates in the specialty take course of theoretical training and independently perform the scientific research which is characterized by relevance, novelty and the practical importance.

9. Results of research are drawn up in the form of the doctoral dissertation in the specialty which protection takes place in accordance with the established procedure.

3. Doctoral studies tasks in the specialty

10. Doctoral studies tasks in the following:

- training of domestic doctors in the specialty, competitive within the country and in the international market of work;

- integration of national programs of doctoral studies in the specialty with world educational space;

- implementation in educational process of the modern and urgent technologies, methods and tutorials aimed at the individual development of the personality, its capability to self-development, self-determination and self-education;

- continuous providing training programs of structure of multi-level higher and postgraduate professional education.

11. Educational programs of doctoral studies in the specialty are developed by independently educational and scientific institutions, and affirm the Ministry of Education and Science of the Republic of Tajikistan.

12. The educational programs of doctoral studies in the specialty realized by educational and scientific institutions of the Republic of Tajikistan shall correspond regarding professional training to accredited doctor's programs of the lead foreign educational and scientific institutions for similar specialties.

13. The number of studying (doctoral candidates) in doctoral studies in the specialty in the directions and specialties of educational and scientific institution is specified in appendix to the license.

14. In the educational scientific institutions of pla realizing programs of doctoral studies in the specialty the ratio of the regular teachers having academic degree and rank shall conform to requirements of State standard of doctoral studies in the specialty.

15. The educational or scientific institutions realizing programs of doctoral studies in the specialty for development of components of educational programs of doctoral studies in the specialty or carrying out researches shall provide to doctoral candidates in educational and (or) research training in foreign (or external - others educational or and scientific institutions of the country) educational and scientific institutions for a period of one up to six months.
