1. Approve the enclosed Aviation rules of the organization of objective control of flights of experimental air vehicles of the Republic of Belarus.

Aviation rules of the organization of objective control of flights of experimental air vehicles of the Republic of Belarus

Chapter 1. General provisions

1. These Aviation rules regulate procedure for the organization of objective control of technical condition of aviation engineering, terrestrial facilities of flight servicing, actions of aeronautical personnel under the organization and accomplishment of flights in experimental aircraft of the Republic of Belarus.

2. It is excluded.

3. In these Aviation rules the terms established in the Air code of the Republic of Belarus and also the following are applied:

3.1. main terms and their determinations:

aviation engineering - piloting aircrafts, drone aircrafts in complex with terrestrial facilities of management, communication and ensuring application, aircraft engines, the removable and stationary installed on air vehicles equipment, aviation weapons of destruction established on air vehicles pyrotechnic means, and also aviation exercise machines;

aviation incident - the aviation event connected with flight operation of the air vehicle, caused by emergence of special situation, but which did not end with aviation incident;

air reconnaissance (additional exploration) of weather - special flight for refining of airflow and ornithological conditions in the area (on routes) the forthcoming flights, and also for functional check of communicating device and radio engineering flight servicing;

product of aviation engineering - sample (complex, system) and constituents entering it created (purchased) on tactical technically (technical) task of the state customer (customer) of aviation engineering and (or) according to the documentation coordinated (approved) with it;

aviation engineering support of flights - complex of the actions directed to content of aviation engineering, means of their operation and repair in good repair and LOC ARM to proper use;

aviation engineering service - service (division) of the organization - the owner of the experimental air vehicle which workers perform actions for content of aviation engineering, means of its operation and repair in permanent LOC ARM to use, technical maintenance of operation of products of aviation engineering, aviation engineering support of flights and their technical safety;

technical engineer personnel - aeronautical personnel of aviation engineering service;

person organizing flights - the head of the organization or the face of administrative board authorized by it having flight education and experience of the organization (accomplishment) of flights to which obligations on the organization (the organization and accomplishment) of flights are assigned;

flight of the air vehicle - the special flight which is carried out for the purpose of check on operational conditions and the subsequent admission to operation of the air vehicle, aircraft engines, its systems and the equipment;

the operator of the unmanned aerial vehicle - the face of non-flying aeronautical personnel exercising control of the unmanned aerial vehicle by means of technical means;

the organization - the owner of the experimental air vehicle (further - the organization) - the legal entity performing development, production, upgrade, testing, operation, one of them or other actions concerning the experimental air vehicle belonging to it on the property right, the right of economic maintaining or operational management or other bases, stipulated by the legislation or the agreement;

bodies of management and flight management - bodies (group of management of flights) of airspace users of the Republic of Belarus performing management and flight management in airfields (polygons, platforms) of air vehicles of the state, civil and experimental aviation;

division of objective control - structural division of the organization to which are assigned by the decision of the head of the organization collection, processing, decodifying (decoding) of the tool registered information and the analysis of materials of objective control;
