According to Items 5, 8 Procedures for storage of documentary information and its transfer to the central zaveritelny body in case of the termination of activities of the skilled supplier of electronic confidential services approved by the resolution of the Cabinet of Ministers of Ukraine of October 10, 2018 No. 821 of PRIKAZYVAYU:

1. Approve form of the plan of the termination of activities for provision of qualified electronic confidential services which is applied.

2. Authorize the state company "National Information Systems" as to accept the administrator of information and telecommunication system of the central zaveritelny body on storage and to store documents electronically taking into account requirements of the paragraph of the fourth Item 3 of the Procedure for storage of documentary information and its transfer to the central zaveritelny body in case of the termination of activities of the skilled supplier of electronic confidential services approved by the resolution of the Cabinet of Ministers of Ukraine of October 10, 2018 No. 821.

3. Approve requirements to format of the created registers of qualified certificates of open keys, and also data carriers and procedure for record of documents on them electronically which are applied.

4. To the administrator of information and telecommunication system of the central zaveritelny body - to the state company "National Information Systems" (Lurye S. S.) to post this order on the official website of the central certifying body.

5. This order becomes effective from the date of its official publication.

6. To impose control of execution of this order on the deputy minister concerning state registration Sadovskaya I. A.

Requirements to format of the created registers of qualified certificates of open keys, and also data carriers and procedure for record of documents on them electronically

Before record of qualified certificates of open keys (further - certificates of keys) and registers of the created certificates of keys the skilled supplier of electronic confidential services (further - the skilled supplier) performs cancellation of all certificates of keys which were issued by the skilled supplier, except the certificate of key of the official of the skilled supplier who imposes the qualified digital signature on the register of the created certificates of keys, and the official whose availability of the existing certificate of key is provided by technology of cancellation of certificates of keys;

certificates of keys which were issued by the skilled contractor register in the separate catalog of file system with the name Certificates, in the form of files of certificates with file name format: <уникальный_регистрационный_номер_сертификата>.cer;

registers of the created certificates of the keys created by the skilled contractor are created in the form of the file of the tabular .xls or .xlsx format with the name of the columns given in appendix 1;

filling of fields of the register of the created certificates of keys is performed in the presence of the corresponding data in the register of the existing, blocked and cancelled certificates of open keys of the skilled supplier and in certificates of the keys created by the skilled supplier;

the register of the created certificates of keys is signed by the qualified digital signature of the official - the head of the skilled supplier;

if certificates of keys of officials of the skilled supplier at the time of signing of registers of the created certificates of keys are not effective any more, signing by the head of the skilled supplier by the qualified digital signature with use of the certificate of the key issued by any other skilled supplier is allowed;

the register of the created certificates of keys and the file containing the qualified digital signature register in the separate catalog of file system with the name Register_of_certificates;

the certificate of the official of the skilled supplier which signs the qualified digital signature the register of the created certificates of keys, the certificate of key of the skilled supplier and the self-signed certificate of the central zaveritelny body existing at the time of signing register in the separate catalog with the name Signatory_certificates;

after signing of the register of the created certificates of keys the qualified digital signature the skilled supplier performs withdrawal of the certificate of key of the official of the skilled supplier who made the specified signatures;

the certificate revocation lists created after cancellation of certificates of keys which were issued by the skilled contractor register in the separate catalog of file system with the name CRL.

The structure of catalogs is stated below:

Electronic documents register in the optical DVD-R data carriers having unique serial (factory) numbers, in duplicate.

The skilled supplier provides software distribution kit for verification of the qualified digital signature of the file of the register of the created certificates of keys on the separate optical DVD-R data carrier having unique serial (factory) number in one copy.

The format of the table of the electronic register of the created qualified certificates of open keys is determined in appendix 1 to these Requirements.
