Some questions of strengthening of control of compliance with law concerning accession to power networks

Cabinet of Ministers of Ukraine decides:

1. Bring in item 4 of the Regulations on the State inspection of the energy supervision of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of February 14, 2018 No. 77 "Some questions of the State inspection of energy supervision of Ukraine" (The Official Bulletin of Ukraine, 2018, No. 18, of the Art. 610), change, having added with its subitem 8-1 of the following content:

"8-1) carries out monitoring and exercises control of consideration of matters of argument on connection of electrical units of customers to power networks by the principle of "single window";".

2. To provide to the state inspection of energy supervision:

1) within nine months from the date of adoption of this resolution creation and functioning of electronic office of the customer for consideration of matters of argument between customers, operators of the systems of distribution of electrical energy and the operator of system of transfer of electrical energy connected with connection of electrical units to power networks and implementation of electronic service of submission of claims by customers electronically;

2) by results of consideration of claims of customers:

establishment of the facts of violations during connection of electrical units of customers to power networks and taking measures of reaction according to the legislation, control of their elimination;

information analysis and quarterly forming and promulgation on the official website of the report on the elicited facts of violations during connection of electrical units of customers to power networks with indication of the name of the operator of system of distribution of electrical energy and the operator of system of transfer of electrical energy, quantitative indices and type of violation;

initiation of consideration by the National commission performing state regulation in spheres of power and utilities, questions of application of penalties against subjects of managing which perform activities in spheres of power and utilities and which activities are regulated by said commission concerning which the facts of violations are elicited.
