About measures for enhancement of water resources management of the Republic of Uzbekistan for increase in level of security of the population with drinking water and improvement of its quality
In recent years in the country reforms in the field of water use, including water supply and water disposal, with acceptance of complex measures for rational use of water, to ensuring its quality and safety, and also implementation of modern innovative systems of accounting of water consumption consistently are implemented.
New management structures by water resources for ensuring effective regulation of water use are created, work on attraction of private sector is actively carried out to the sphere of water supply and water disposal.
However in connection with global climatic changes in the republic duration of droughty seasons increases, the areas of inventories of snow in mountains decrease, repeatability of lack of water increases that leads to increase in risk of emergence of deficit of water.
Along with it coordination of activities of authorized state bodies under management of water balance of the country is not performed up to standard, and also the effective system of implementation of monitoring of quality and safety of water resources is not adjusted.
For the purpose of ensuring rational use of water, requirements satisfaction of the population and industries of economy in safe and high-quality water resources, creations of effective management system water balance, and also according to tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:
1. Take into consideration that the Ministry of housing-and-municipal servicing of the Republic of Uzbekistan (further - the Ministry) with involvement of the leading foreign experts develops the concept of the Strategy of development of water supply and water disposal of the Republic of Uzbekistan providing:
creation of single centralized system of accounting, monitoring, safety and quality of waters of Single state water fund of the republic;
the organization based on the companies of water supply of the republic of the separate corporate structure performing accomplishment of function of the single operator in case of operation of objects of water supply systems and water disposals;
implementation of the Digital Water Utility system providing automation of management system with water resources of the republic and transfer in digital format of all business processes in this sphere;
investment attraction, including on the terms of public-private partnership, for the purpose of implementation of upgrade and modernization of the companies of industry;
cardinal enhancement of system of preparation, retraining and advanced training of specialists of industry taking into account modern requirements and standards.
2. Determine the Ministry of water economy of the Republic of Uzbekistan (further - the Ministry of water economy) authorized state body in the field of coordination of accounting, monitoring, safety and quality of waters of Single state water fund, having assigned to it the following additional tasks:
collection, generalization and systematization
of information of authorized bodies and organizations on quantitative and qualitative indexes of waters of Single state water fund with creation of unified information system of water balance;carrying out monitoring of reliability of information on water accounting condition, ensuring its safety and quality provided by authorized bodies and the organizations with development, if necessary, measures for elimination of the revealed shortcomings;
coordination of activities of authorized bodies and organizations for accounting, monitoring, safety and qualities of waters of Single state water fund;
coordination of implementation to the sphere of water use of modern innovative technologies, including the automated system of accounting of quantity and quality of water, with ensuring their integration into unified information system of water balance of the republic.
3. Enter into structure of central office of the Ministry position of the first deputy minister responsible for ensuring accounting, monitoring, safety, quality and creation of strategic inventories of drinking water, and also the organization and coordination of implementation of modern technologies in water supply systems and water disposals.
4. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 24.05.2022 No. UP-140
5. Agree with offers of the Ministry, Ministry of Economy and Industry, Ministry of Finance, Agency on management of the state assets of the Republic of Uzbekistan about:
to transfer to structure of the Ministry of the State inspectorate for control of use of drinking water under the Cabinet of Ministers of the Republic of Uzbekistan with its transformation to Inspectorate for control of use of drinking water under the Ministry of housing-and-municipal servicing of the Republic of Uzbekistan and preserving the operating tasks and functions, and also procedure for financing;
creation of Uzsuvtajminot joint-stock company and forming of its authorized capital for the transfer account of assets and shares of the state in the authorized capital of the state unitary enterprises of the Ministry specified in appendix No. 1 to this Decree, and also transformation of data of the companies to limited liability companies;
to transfer since January 1, 2020 to function of Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan on ensuring completeness and timeliness of payments, reducing debt of consumers for the rendered services of water supply and water disposal to JSC Uzsuvtajminot and the organizations which are its part.
6. Establish procedure according to which:

conducts the unified information system of water balance of the republic reflecting data on quantitative and qualitative indexes concerning all types of waters of Single state water fund;The ministry of the mining industry and geology, the Ministry of ecology, environmental protection and climate change, the Agency of the inventory under the Ministry of Economics and finance and JSC Uzsuvtajminot on system basis provide in the Ministry of water economy accounting information on quantitative and qualitative indexes on all types of waters of Single state water fund

carries out monitoring of reliability of accounting of water, condition of its safety and quality with entering of the confirmed and updated data into the single database, and also develops measures for elimination of the revealed shortcomings with the direction them in authorized bodies and the organizations in the field of regulation of use of waters;The ministry of water economy
