I. Appointment and scope

1. These federal regulations and rules of use of atomic energy "Requirements to physical protection of courts with nuclear reactors, courts of atomic technological servicing, courts transporting nuclear materials and floating nuclear power plants" (NP-085-19) (further - Regulations and rules) are developed according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy" and the Regulations on development and approval of federal regulations and rules of use of atomic energy approved by the order of the Government of the Russian Federation of December 1, 1997 No. 1511 (The Russian Federation Code, 1997, No. 49, Art. 5600; 2012, No. 51, Art. 7203).

2. This Regulations and rules establish requirements to ensuring physical protection:

courts and other watercrafts with nuclear reactors, including floating atomic power units with nuclear materials (further - the floating power unit), except for military nuclear power plants;

the courts performing interobject transportations and transportation of nuclear materials;

courts of atomic technological servicing (the specialized freighters performing transportation, storage, accomplishment of technology transactions and overload of nuclear fuel);

floating nuclear power plants.

In this Regulations and rules the floating nuclear power plant is understood as nuclear object in the territory of which the floating power unit is operated, and also engineering objects of providing its parking, the coastal platform with the factory buildings, constructions providing transfer of heat and electrical energy to the consumer, office buildings and the adjacent site of surface of the water and underwater part in the established borders of nuclear object are located if necessary.

3. Requirements of this Regulations and rules shall be observed in case of construction, operation and conclusion from operation of the courts specified in Item of 2 this Regulations and rules (further - vessels), and floating nuclear power plants and to be considered in case of their designing.

For the courts performing interobject transportations and transportation of nuclear materials, requirements of this Regulations and rules shall be observed by the time of loading of nuclear materials on the vessel and until complete unloading of the specified materials from the vessel.

4. In case of reference of the floating power unit to the important state objects which are subject to protection by troops of national guard of the Russian Federation when designing complex of technical means of physical protection of the floating power unit concerning places of its operation on the coastal platform and in the water area of floating nuclear power plant, except the requirements containing in regulatory legal acts concerning physical protection requirements of the order of the Government of the Russian Federation of May 27, 2017 are applied No. 646.

II. Physical protection of courts

5. For implementation of physical protection of the vessel on it the system of physical protection including complex of technical means of physical protection, personnel of physical protection <1> and set of organizational measures shall be created.
