According to part 8 of article 34 of the Federal Law of November 21, 2011 No. 323-FZ "About bases of protection of public health in the Russian Federation" (The Russian Federation Code, 2011, No. 48, Art. 6724; No. 31, the Art. 4791) and subitem 5.2.29 of the Regulations on the Ministry of Health of the Russian Federation approved by the order of the Government of the Russian Federation of June 19, 2012 No. 608 (The Russian Federation Code, 2012, No. 26, Art. 3526; to No. 23, of the Art. 2970), I order:

1. Approve the enclosed Procedure for the organization of rendering high-technology medical care using single state information system in health sector.

2. Recognize invalid:

the order of the Ministry of Health of the Russian Federation of December 29, 2014 No. 930n "About approval of the Procedure for the organization of rendering high-technology medical care using specialized information system" (registration No. 35499) is registered by the Ministry of Justice of the Russian Federation on December 31, 2014;

the order of the Ministry of Health of the Russian Federation of May 29, 2015 No. 280n "About modification of the Procedure for the organization of rendering high-technology medical care using specialized information system approved by the order of the Ministry of Health of the Russian Federation of December 29, 2014 No. 930n" (registration No. 37770) is registered by the Ministry of Justice of the Russian Federation on June 23, 2015;

Item of 3 changes which are made to some orders of the Ministry of Health and Social Development of the Russian Federation and Ministry of Health of the Russian Federation approved by the order of the Ministry of Health of the Russian Federation of August 27, 2015 No. 598n (registration No. 38847) is registered by the Ministry of Justice of the Russian Federation on September 9, 2015.

Procedure for the organization of rendering high-technology medical care using single state information system in health sector

I. Organization of rendering high-technology medical care

1. This Procedure establishes rules of the organization of rendering high-technology medical care using subsystem of maintaining specialized registers of patients on separate nozologiya and categories of citizens, monitoring of the organization of rendering high-technology medical care and sanatorium treatment of single state information system in health sector (further - subsystem of single system) <1> in the medical organizations providing high-technology medical care if other is not provided by international treaties of the Russian Federation.

2. The high-technology medical care which is part of specialized medical care includes application of new difficult and (or) unique methods of treatment, and also resource-intensive methods of treatment with scientifically proved efficiency, including the cellular technologies, the robotic equipment, information technologies and methods of genetic engineering developed on the basis of achievements of medical science and allied industries of science and technology <2>.

3. High-technology medical care is provided according to procedures for delivery of health care, on the basis of clinical recommendations <3> and taking into account standards of medical care.

4. High-technology medical care is provided in the following conditions:

4.1. In day hospital (in the conditions which are providing medical observation and treatment in the afternoon, but not requiring the round-the-clock medical observation and treatment).

4.2. Stationary (in the conditions providing the round-the-clock medical observation and treatment).

5. High-technology medical care is provided according to the list of types of high-technology medical care containing including methods of treatment and sources of financial provision of high-technology medical care (further - the list of types of high-technology medical care), established by the program of the state guarantees of free rendering medical care <4> to citizens which includes:

5.1. The list of the types of high-technology medical care included in the basic program of compulsory medical insurance.

5.2. The list of the types of high-technology medical care which are not included in the basic program of compulsory medical insurance.

6. High-technology medical care according to the list of the types included in the basic program of compulsory medical insurance appears the medical organizations included in the register of the medical organizations performing activities in the sphere of compulsory medical insurance (further - the medical organizations included in the register).

7. High-technology medical care according to the list of the types which are not included in the basic program of compulsory medical insurance appears:
