solved:

1. Approve the Concept of state cooperation - members of the Commonwealth of Independent States in the field of digital development of society and the Plan of priority actions for its realization (is attached).

2. To the interested ministries and departments of the State Parties of the CIS:

consider Concept provisions during the implementing of state regulation and preparation of national regulatory legal acts in the field of digital development of society;

perform coordination and approval of actions on the corresponding activities in the field of digital development of society.

3. To the regional commonwealth in the field of communication, to Coordination council of the State Parties of the CIS on informatization in case of the Regional commonwealth in the field of communication, to the interested bodies of industry cooperation of the CIS in the activities to be guided by provisions of the specified Concepts and the Plan, and also to perform monitoring of their realization.

The concept of state cooperation - members of the Commonwealth of Independent States in the field of digital development of society

I. General provisions

Digital development of society is caused by mass implementation and use of digital technologies in all spheres of life activity of society, including interaction of citizens, business entities and state bodies.

The concept of state cooperation - members of the Commonwealth of Independent States in the field of digital development of society (further - the Concept) reflects the approved approaches of the State Parties of the CIS concerning the purposes, the main objectives, the principles, the main directions, and also mechanisms of interstate interaction in this sphere.

The concept is developed taking into account:

Declarations "Creation of Information Society — Global Task in the New Millennium" (2003);

Tunisian program for information society (2005);

resulting documents of the summit of the UN on sustainable development "Transformation of our world - the Agenda in the field of sustainable development for the period till 2030" (on September 25-27, 2015);

resulting documents of the World summit concerning information society of the United Nations General Assembly (on December 14-16, 2015);

The strategy of state cooperation - members of the CIS in creation and development of information society for the period till 2025, approved by the Decision of Council of CIS Heads of Government of October 28, 2016;

the operating strategy, concepts and programs of digital development of the State Parties of the CIS;

decisions of International union of telecommunication following the results of the World summit concerning information society.

The State Parties of the CIS recognize that creation of necessary conditions for their digital development is one of major factors for increase in competitiveness of their economy, acceleration of economic growth, strengthening of national sovereignty, development of society of knowledge, growth in prosperity and quality of life of the population.

It is reached first of all by the increase in availability and goods quality and services made in digital economy with use of modern digital technologies, development of digital business space, increase in degree of knowledge and digital literacy of citizens, improvements of availability and service quality.

The concept is directed to forming of the digital circle on space of the CIS, acceleration of implementation of information and communication technologies, creation of conditions for implementation of the technologies providing decentralization, safety, safety and openness of the transmitted data and other types of technologies.

The concept is based on priority of economic interests of the State Parties of the CIS.

In this context expansion of interstate cooperation on ensuring necessary institutional and infrastructure transformations for creation of digital economy, development of digital business space, enhancement of the organization and functioning of the digital platforms and services providing electronic services in all spheres of social and economic activities, creation of conditions for implementation of new digital technologies is important.

The digital economy is understood as set of the public relations developing when using electronic technologies, electronic infrastructure and services, technologies of the analysis of large volumes of data and forecasting for the purpose of optimization of production, distribution, exchange, consumption and increase in level of social and economic development of the states.

Data in digital form become one of key factors of development of production and conditions of forming of value added.

Provisions of the Concept can form basis for development and the conclusion by the State Parties of the CIS of international treaties, and also interstate projects and programs.

Provisions of the Concept do not contradict international treaties which parties are the State Parties of the CIS.
