1. Approve the classifications and criteria used when implementing medico-social examination of citizens by federal state institutions of medico-social examination according to appendix.

2. Recognize invalid:

the order of the Ministry of Labour and Social Protection of the Russian Federation of December 17, 2015 No. 1024n "About the classifications and criteria used when implementing medico-social examination of citizens by federal state institutions of medico-social examination" (registration No. 40650) is registered by the Ministry of Justice of the Russian Federation on January 20, 2016;

the order of the Ministry of Labour and Social Protection of the Russian Federation of July 5, 2016 No. 346n "About modification of the classifications and criteria used when implementing medico-social examination of citizens by federal state institutions of medico-social examination, approved by the order of the Ministry of Labour and Social Protection of the Russian Federation of December 17, 2015 No. 1024n" (registration No. 43018) is registered by the Ministry of Justice of the Russian Federation on July 28, 2016.

3. This order becomes effective since January 1, 2020.

The classifications and criteria used when implementing medico-social examination of citizens by federal state institutions of medico-social examination

I. General provisions

1. The classifications used when implementing medico-social examination of citizens by federal state institutions of medico-social examination determine main types of permanent disorders of the functions of human body caused by diseases, consequences of injuries or defects and degrees of their expressiveness, and also the main categories of activity of the person and degree of expressiveness of restrictions of these categories.

2. The criteria used when implementing medico-social examination of citizens by federal state institutions of medico-social examination determine the bases of establishment of groups of disability (category "handicapped child").

II. Classifications of main types of permanent disorders of the functions of human body caused by diseases, consequences of injuries or defects and degrees of their expressiveness

3. Treat main types of permanent disorders of the functions of human body caused by diseases, consequences of injuries or defects:

a) violations of mental functions (consciousness, orientation, intelligence, personal features, strong-willed and incentive functions, attention, memory, psychomotor functions, emotions, perception, thinking, informative functions of high level, intellectual functions of the speech, consecutive difficult movements);

b) violations of language and speech functions (oral (rinolaliya, dizartriya, stutter, alaliya, aphasia); written (dysgraphia, dyslexia), verbal and nonverbal speech; violation of phonation);

c) violations of touch functions (sight; hearing; sense of smell; touch; tactile, painful, temperature, vibration and other types of sensitivity; vestibular function; pain);

d) violations of the neuromuscular, skeletal and connected with movement (statodinamichesky) functions (movement of the head, trunk, extremities, including bones, joints, muscles; statics, coordination of movements);

e) violations of functions of cardiovascular system, respiratory system, digestive, endocrine systems and metabolism, system of blood and immune system, urinary function, function of skin and related systems;

e) the violations caused by physical external ugliness (the deformations of person, the head, trunk, extremities resulting in external ugliness; abnormal openings of digestive, urinary, respiratory paths; violation of the sizes of body).

4. Degree of expressiveness of permanent violations of the functions of human body caused by diseases, consequences of injuries or defects is estimated as a percentage and established in the range from 10 to 100, with step to 10 percent.

5. 4 degrees of expressiveness of permanent violations of the functions of human body caused by diseases, consequences of injuries or defects are allocated:

The I degree - the permanent insignificant violations of functions of human body caused by diseases, consequences of injuries or defects in the range from 10 to 30 percent;

The II degree - the permanent moderate violations of functions of human body caused by diseases, consequences of injuries or defects in the range from 40 to 60 percent;

III degree - the permanent expressed violations of functions of human body caused by diseases, consequences of injuries or defects in the range from 70 to 80 percent;

The IV degree - the expressed violations of functions of human body permanent much caused by diseases, consequences of injuries or defects in the range from 90 to 100 percent.

Degree of expressiveness of permanent violations of the functions of human body caused by diseases, consequences of injuries or defects is established according to the quantitative systems of assessment provided by appendices No. 1 and 2 to these classifications and criteria.
