About approval of Aviation rules of providing the state aircraft of the Republic of Belarus with aeronautical information

Based on article 63 of the Air code of the Republic of Belarus, subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719, the Ministry of Defence of the Republic of Belarus DECIDES:

1. Approve Aviation rules of providing the state aircraft of the Republic of Belarus with aeronautical information (are applied).

2. This resolution becomes effective since June 1, 2014.

Aviation rules of providing the state aircraft of the Republic of Belarus with aeronautical information

1. General provisions

1.1. Aviation rules of providing the state aircraft of the Republic of Belarus with aeronautical information (further – Aviation rules) are developed based on the Air code of the Republic of Belarus, Rules of use of airspace of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of November 4, 2006 No. 1471;

1.2. in these Aviation rules are determined:

system of bodies of providing the state aircraft of the Republic of Belarus with aeronautical information;

organization of providing the state aircraft of the Republic of Belarus with aeronautical information;

tasks and functions of bodies of aeronautical information of the state aircraft of the Republic of Belarus;

obligations of service employees on providing with aeronautical information;

requirements imposed to documents of aeronautical information.

2. Designations and reducings

For the purposes of these Aviation rules the following reducings are applied:

ANI - aeronautical information;

BVPP - concrete landing strip;

BLA - the unmanned aerial vehicle;

BPRM - the near homing radio marker beacon;

The runway - landing strip;

AF - the air vehicle;

DOSAAF - republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";

DPRM - the distant homing radio marker beacon;

ICAO - International Civil Aviation Organization;

KTA - checkpoint of airfield (helidrome);

MS - stall;

OPRS - separate locator beacon;

SMALLPOX - the landing system equipment;

PVP - the visual flight rules;

PPP - the instrument flight rules;

RD - taxiway;

RMS - radio beacon system;

RPI - the region of flight information;

RSBN - radio engineering system of short-range navigation;

CC and RTO of flights - communicating device and radio engineering flight servicing;

TNR - roll-in point;

TsOANI - the central body of aeronautical information of the state aircraft;

VOR/DME - goniometric DME ground radio beacon.

3. Terms and their determinations

In these Aviation rules terms and determinations in the values established in the Air code of the Republic of Belarus and Rules of use of airspace of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of November 4, 2006 No. 1471, and also the following terms with the corresponding determinations are applied:

3.1. aviation unit - the organization (military unit) subordinated to the head of republican state body or DOSAAF in which legally there is state AF used for flights or service employees of which will organize use of airspace;

3.2. ANI - information obtained as a result of collection, the analysis and processing of aeronautical data;

3.3. aeronautical data - the data stated according to the procedure, suitable for communication, the interpretations or processings concerning characteristics and condition of airfields (helidromes), airline hubs, landing sites, high-rise constructions, elements of structure of airspace, CC and RTO of flights necessary for the organization and accomplishment of flights;

3.4. the bulletin of changes - the list of messages of NOTAM (further - NOTAM) published in TsOANI;

3.5. the bulletin of the operating NOTAM - the list of the operating NOTAM containing information on airspace of the Republic of Belarus and airfields (helidromes) (platforms) of the state aircraft of the Republic of Belarus;

3.6. the document ANI - published in TsOANI according to the requirements stated in these Aviation rules, the document containing ANI;

3.7. NOTAM (Notice to Airmen - messages for pilots) - the message which is the document ANI, comprising information on enforcement, change of condition or the mode of functioning of land objects and services, procedure for use of airspace, rules of aeronautical servicing, emergence of the natural phenomena and events of technogenic nature constituting danger to flights;

3.8. providing ANI - the complex of actions for collection, processing, the analysis of aeronautical data performed by forces of bodies ANI, to the edition, finishing and (or) the publication of aeronautical information;

3.9. controls aircraft - bodies of military management, structural divisions of republican state bodies and DOSAAF to whom the organization and operational management are assigned by activities of the state aircraft;

3.10. the correction to the document ANI - the change of ANI published in TsOANI which is subject to obligatory entering into the relevant document of ANI;

3.11. it is excluded;

3.12. the list of high-rise constructions 50 m high and more in the territory of the Republic of Belarus (further - the List of high-rise constructions) - the document ANI published in TsOANI containing long-term ANI about high-rise constructions in the territory of the Republic of Belarus 50 m high and more, necessary for planning and accomplishment of flights;

3.13. the collection of aeronautical information of the state aircraft of the Republic of Belarus (further - the Collection of ANI) - the document ANI published in TsOANI containing long-term ANI about structure of airspace of the Republic of Belarus, on airfields and landing sites of the state aircraft of the Republic of Belarus, necessary for the organization, providing, accomplishment of flights and management of them, rules of creation of the Collection of ANI and amendment procedure in it;

3.14. it is excluded;

3.15. the message ANI - represented to TsOANI according to the requirements stated in these Aviation rules, the aeronautical data intended for modification of documents ANI.

4. System of providing the state aircraft of the Republic of Belarus with aeronautical information

4.1. system of bodies of providing the state aircraft of the Republic of Belarus with aeronautical information:

4.1.1. the organizational structure of system of providing ANI of the state aircraft of the Republic of Belarus consists from:

TsOANI of the state aircraft of the Republic of Belarus which functions are assigned to management of Armed Forces on use of airspace of the Republic of Belarus (further – management of AF on IVP);

the ANI governing bodies of controls aircraft of republican state bodies, DOSAAF (further – the ANI governing bodies). Functions of the ANI governing body are assigned to structural division or the service employee (service employees) of state body (organization) or body of military management in the procedure established according to the legislation;

bodies of ANI of air units and central control center of the Air Force and troops of antiaircraft protection. Functions of body of ANI of the specified air units and control center are assigned to their service employees (service employee) in the procedure established according to the legislation;

4.1.2. the ANI governing bodies are created in controls by aircraft of republican state bodies, DOSAAF and bodies of military management under which supervision at heads aviation units with the fixed objects intended for accomplishment and flight servicing are (airfields (helidromes), landing sites, CC and RTO of flights):

in General staff of the Air Force and troops of antiaircraft protection of Armed Forces of the Republic of Belarus;

in Northwest operational command of Armed Forces of the Republic of Belarus;

in the Western operational command of Armed Forces of the Republic of Belarus;

in command of forces of special transactions of Armed Forces of the Republic of Belarus;

in structural divisions of the Ministry of Defence of the Republic of Belarus, the General Staff of Armed Forces of the Republic of Belarus and Armed Forces of the Republic of Belarus;

in the State boundary committee;

in the Ministry of Emergency Situations;

in central office of republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";

4.1.3. No. 19 is excluded according to the Resolution of the Ministry of Defence of the Republic of Belarus of 28.10.2019

4.1.4. bodies of ANI of air units for the questions concerning providing ANI are subordinates in relation to the relevant ANI governing bodies in controls aircraft of republican state bodies, DOSAAF and in bodies of military management;

4.1.5. the number and qualification of specialists of bodies of ANI shall provide timely, full and exact implementation of tasks and functions on providing ANI;

4.1.6. financing of functioning of bodies of ANI of the state aircraft of the Republic of Belarus is performed within the budgetary appropriations allocated to state bodies and DOSAAF and other sources which are not prohibited by the legislation of the Republic of Belarus;

4.2. tasks and functions of the central body of aeronautical information of the state aircraft:

4.2.1. the main objectives of TsOANI are:

collection, processing and analysis of aeronautical data;

edition, finishing and (or) publication of documents ANI;

interaction with service employees of bodies of ANI of civil and experimental aviation of the Republic of Belarus, bodies of ANI of foreign states for exchange of ANI;

coordination of activities of service employees of the ANI governing bodies of the state aircraft concerning providing ANI;

providing state aircraft of the Republic of Belarus with documents ANI;

4.2.2. for the purpose of accomplishment of the assigned tasks service employees of TsOANI perform the following functions:

4.2.2.1. preparation:

draft agreements on obtaining and provision of ANI;

drafts of legal acts on the questions connected with providing ANI;

documents ANI of the Republic of Belarus and rectification in them according to the legislation;

offers on interstate cooperation on the organization of providing ANI;

aeronautical data for the automation equipment of military operational body of the Single system of air traffic management of the Republic of Belarus, bodies of the Air Force and troops of antiaircraft protection, users of the state aircraft of the Republic of Belarus;

4.2.2.2. provision:

ANI and amendments made to them, to service employees of the interacting bodies of ANI of the state aircraft of the Republic of Belarus;

necessary ANI for flight servicing of AF on the requests arriving from bodies of ANI of foreign states and bodies of ANI of civil aviation of the Republic of Belarus;

aeronautical data for the automation equipment of the military sector of the Single system of air traffic management of the Republic of Belarus, bodies of the Air Force and troops of antiaircraft protection, users of the state aircraft of the Republic of Belarus;

4.2.3. collection through bodies of ANI of the state aircraft of aeronautical data and receipt of ANI provided from bodies of ANI of foreign states, civil and experimental aviation of the Republic of Belarus;

4.2.4. participation in preparation of drafts of international treaties and rules concerning providing ANI of the Republic of Belarus and foreign states;

4.2.5. organization:

editions (publication) of documents ANI;

reconciliations of control copies of documents ANI of the ANI governing bodies with the control copies;

4.2.6. control of accomplishment in bodies of ANI of the state aircraft of functions for providing ANI which is not connected with conducting checks and (or) monitorings;

4.2.7. TsOANI is authorized body on provision of official ANI about airfields (helidromes) of the state aircraft of the Republic of Belarus and about airspace of the Republic of Belarus.
