Approve the enclosed Rules of rendering paid types of activity on rendering of services of Armed Forces by public institutions on rendering medical services (help) within the guaranteed amount of free medical care and in system of compulsory social medical insurance and expenditure by them money from rendering of services.

2. To provide to management of the chief Tyl and arms of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

3) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1) and 2) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the supervising deputy defense secretary of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective since January 1, 2020.

Chapter 1. General provisions

1. Rules of rendering paid types of activity on rendering of services of Armed Forces by public institutions on rendering medical services (help) within the guaranteed amount of free medical care and in system of compulsory social medical insurance and expenditure them money from rendering of services (further - Rules) determine procedure for rendering paid types of activity by rendering of services of Armed Forces of the Republic of Kazakhstan by military-medical organizations (further - military-medical organizations) on rendering medical services (help) within the guaranteed amount of free medical care and in system of compulsory social medical insurance and expenditure them money from rendering of services.

2. According to these rules medical services (help) within the list of the guaranteed amount of free medical care and medical services (help) in system of compulsory social medical insurance (further - paid types of medical services) render military-medical organizations:

1) to the persons dismissed from military service on reaching age limit of condition on military service, for health reasons, who got disease in connection with fulfillment of duties of military service, and also having period of service twenty and more years;

2) to members of the family of contract servicemen of Armed Forces of the Republic of Kazakhstan (further - Armed Forces);

3) serviceman of other troops and military forming of the Republic of Kazakhstan;

4) to the staff of special state and law enforcement agencies, public courier service of the Republic of Kazakhstan;

5) to civil personnel of Armed Forces;

6) to other consumers of medical services.

3. Paid types of medical services in military-medical organizations are based on the agreements of purchase of medical services signed between the NAO "Fund of social medical insurance" (further – Fund) and military-medical organizations according to the order of the Minister of Health of the Republic of Kazakhstan of December 8, 2020 No. KR DSM-242/2020 "About approval of rules of purchase of services at subjects of health care in delivery of health care within the guaranteed amount of free medical care and (or) in system of compulsory social medical insurance" (it is registered in the Register of state registration of regulatory legal acts for No. 21744) (further – Rules of purchase).

4. Action of these rules extends to the military-medical organizations rendering paid types of activity on rendering of services on rendering medical services (help) within the guaranteed amount of free medical care (further - GOBMP) and in system of compulsory social medical insurance (further - OSMS).

Chapter 2. Procedure for rendering paid types of medical services

5. In military-medical organizations rendering medical services (help) is performed according to standards in the field of health care.

Military-medical organizations when rendering medical services (help) use the clinical protocols accepted by the commission on quality of medical services created according to the current legislation of the Republic of Kazakhstan in the field of health care and also the order of the Minister of Health of the Republic of Kazakhstan of May 18, 2021 No. KR DSM-41 "About approval of the Kazakhstan national medicine" (it is registered in the Register of state registration of regulatory legal acts for No. 22782) (further - the Kazakhstan national medicinal form).

6. Paid types of medical services appear to consumers of medical services in the following types:

1) pre-medical medical care;

2) primary health care;

3) specialized, including high-technology, medical care;

4) medical rehabilitation.

7. Medical services (help) it is represented to consumers of medical services in the following conditions:

1) in the out-patient conditions which are not providing the round-the-clock medical observation and treatment including in receptions of the round-the-clock hospitals;

2) in the stationary conditions providing the round-the-clock medical observation, treatment, leaving, and also provision of bed with food including in case of the cases of therapy and surgery of "one day" providing the round-the-clock observation within the first days after initiation of treatment;
