Some questions of activities of the Ministry of Culture, youth and sport

The Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the Ministry of Culture, youth and sport of Ukraine which is applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

3. This resolution becomes effective from the date of its publication, except Items 1 - 3, the subitem 1, of paragraphs of the third, fourth subitem 2, of the subitem 3 Items 4, of the subitem 2 Items 5, of Items 6 - 8, the subitem 2 Items 9, of Items 11 - 13, the subitem 2 Items of 14 changes approved by this resolution, the paragraph of the third Item 1, of paragraphs of the fifth and seventh subitem 1, of the subitem 3 Items 3, of subitems 6, of 9, 36 - 51, 133 - 141, 161 - 179 item 4 of the Regulations on the Ministry of Culture, youth and the sport of Ukraine approved by this resolution which become effective since January 1, 2020.

Regulations on the Ministry of Culture, youth and sport of Ukraine

1. The Ministry of Culture, youth and sport of Ukraine (MKMS) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

MKMS is principal organ in system of the central executive bodies which provides forming and realizes state policy in spheres of culture and arts, the state language policy, protection of cultural heritage, physical culture and sport, national and patriotic education, promoting of Ukraine in the world, of museum case, the state broadcasting to foreign countries, information sovereignty of Ukraine and information security, export, import and return of cultural values, in the youth sphere, and also provides forming and realization of state policy in spheres of cinematography, recovery and preserving national memory, the international relations, religions and protection of the rights of ethnic minorities in Ukraine.

MKMS is principal organ in system of the central executive bodies which provides forming and realizes state policy in the field of tourism and resorts (except implementation of the state supervision (control) in the field of tourism and resorts), the information and publishing sphere, and also provides forming and realization of state policy in the field of television and broadcasting.

MKMS is subject of counteraction to the corruption offenses influencing results of official sports competitions.

2. MKMS in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine accepted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of MKMS are:

1) ensuring forming and realization:

state policy in spheres of culture and arts, protection of cultural heritage, museum case, export, import and return of cultural values, the state language policy;

state policy in spheres of information sovereignty, information security of Ukraine;

state policy in the field of the state broadcasting to foreign countries;

state policy in information and publishing spheres;

state policy in spheres of promoting of Ukraine in the world, strategic communications, in particular concerning distribution of socially important information in Ukraine and beyond its limits;

state policy in the field of tourism and resorts (except implementation of the state supervision (control) in the field of tourism and resorts);

state policy in the youth sphere;

state policy in the field of national and patriotic education;

state policy in the field of physical culture and sport;

2) ensuring forming and realization of state policy in spheres of cinematography, recovery and preserving national memory, the international relations, religions and protection of the rights of ethnic minorities;

3) ensuring forming and realization of state policy in the field of television and broadcasting;

4) participation in forming and realization within the powers provided by the law, state policy in the field of volunteer activities;

5) participation in forming and realization of state policy concerning temporarily occupied territories of Ukraine in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol and the populations, on them living, for the purpose of their reintegration into single cultural and information space of Ukraine.

4. MKMS agrees to the tasks assigned to it:

1) generalizes practice of application of the legislation on the questions which are within its competence develops offers concerning enhancement of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine and in accordance with the established procedure submits them for consideration of the Cabinet of Ministers of Ukraine;

2) develops drafts of the laws and other regulatory legal acts on the questions which are within its competence;

3) approves drafts of the laws, other acts of the legislation which arrive on approval from other ministries and other central executive bodies, prepares within the powers provided by the law, the conclusions and offers to drafts of the laws, other acts of the legislation which move for consideration of the Cabinet of Ministers of Ukraine, and drafts of the laws submitted for consideration of the Verkhovna Rada of Ukraine by other persons of law of the legislative initiative, regulatory legal acts of the Verkhovna Rada of the Autonomous Republic of Crimea;

Prepares 4) within the powers provided by the law, notes and offers to the laws adopted by the Verkhovna Rada of Ukraine which arrived for the signature to the President of Ukraine;

5) normative legal regulation in spheres of culture and arts, information sovereignty, information security of Ukraine, the state language policy, protection of cultural heritage, physical culture and sport, national and patriotic education, promoting of Ukraine in the world, the international relations performs, religions and protection of the rights of ethnic minorities in Ukraine, the state broadcasting to foreign countries, export, import and return of cultural values, museum case, cinematography, recovery and preserving national memory, in the youth sphere, and also participates in implementation of normative legal regulation in the field of volunteer activities;

6) is performed by normative legal regulation in the field of tourism and resorts (except implementation of the state supervision (control) in the field of tourism and resorts), information and publishing spheres, in the field of television and broadcasting;

7) participates in implementation of normative legal regulation concerning temporarily occupied territories of Ukraine in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol and the populations, on them living, for the purpose of their reintegration into single cultural and information space of Ukraine;

8) determines perspectives and the priority directions of development in spheres of culture and arts, information sovereignty, information security of Ukraine, the state language policy, protection of cultural heritage, physical culture and sport, national and patriotic education, promoting of Ukraine in the world, the international relations, religion and protection of the rights of ethnic minorities in Ukraine, the state broadcasting to foreign countries, export, import and return of cultural values, museum case, cinematography, recovery and preserving national memory, in the youth sphere;

9) determines perspectives and the priority directions of development in the field of tourism and resorts (except implementation of the state supervision (control) in the field of tourism and resorts), information and publishing spheres, in the field of television and broadcasting;

10) determines perspectives and the priority directions of reintegration of the population living in temporarily occupied territories of Ukraine in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol in single cultural and information space of Ukraine, provides their realization;
