Some questions of activities of the Ministry of Culture and information policy

The Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the Ministry of Culture and information policy of Ukraine which is applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

3. This resolution becomes effective from the date of its publication, except Items 1 - 3, the subitem 1, of paragraphs of the third, fourth subitem 2, of the subitem 3 Items 4, of the subitem 2 Items 5, of Items 6 - 8, the subitem 2 Items 9, of Items 11 - 13, the subitem 2 Items of 14 changes approved by this resolution, the paragraph of the third Item 1, of paragraphs of the fifth and seventh subitem 1, of the subitem 3 Items 3, of subitems 6, of 9, 36 - 51, 133 - 141, 161 - 179 item 4 of the Regulations on the Ministry of Culture and information policy of Ukraine approved by this resolution which become effective since January 1, 2020.

Regulations on the Ministry of Culture and information policy of Ukraine

1. The Ministry of Culture and information policy of Ukraine (MKIP) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

MKIP is principal organ in system of the central executive bodies which provides forming and realizes state policy in spheres of culture, the state language policy, promoting of Ukraine in the world, of the state broadcasting to foreign countries, information sovereignty (regarding powers of management of complete property complexes of the state company "Multimedia Platform of Broadcasting to Foreign Countries of Ukraine" and the Ukrainian national news agency "Ukrinform") Ukraine and information security, and also provides forming and realization of state policy in spheres of cinematography, recovery and preserving national memory, arts, protection of cultural heritage, museum case, export, import and return of cultural values.

MKIP is the principal organ in system of the central executive bodies providing forming and realization of state policy in the field of media, the information and publishing sphere.

2. MKIP in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine accepted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of MKIP are:

1) ensuring forming and realization:

state policy in spheres of culture and the state language policy;

state policy in spheres of information sovereignty (regarding powers of management of complete property complexes of the state company "Multimedia Platform of Broadcasting to Foreign Countries of Ukraine" and the Ukrainian national news agency "Ukrinform"), information security of Ukraine;

state policy in the field of the state broadcasting to foreign countries;

state policy in spheres of promoting of Ukraine in the world, strategic communications, in particular concerning distribution of socially important information in Ukraine and beyond its limits;

the paragraph the tenth is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 23.03.2020 No. 231;

2) ensuring forming and realization of state policy in spheres of cinematography, recovery and preserving national memory, in the field of arts, protection of cultural heritage, museum case, export, import and return of cultural values;

3) ensuring forming and realization of state policy in the field of media, in particular concerning media literacy, the information and publishing sphere;

4) No. 231 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 23.03.2020;

5) participation in forming and realization of state policy concerning temporarily occupied territories of Ukraine in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol and the populations, on them living, for the purpose of their reintegration into single cultural and information space of Ukraine.

4. MKIP agrees to the tasks assigned to it:

1) generalizes practice of application of the legislation on the questions which are within its competence develops offers concerning enhancement of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine and in accordance with the established procedure submits them for consideration of the Cabinet of Ministers of Ukraine;

2) develops drafts of the laws and other regulatory legal acts on the questions which are within its competence;

2-1) performs preparation and representation to the Cabinet of Ministers of Ukraine of the offers on application, cancellation and modification of special economic and other rationing measures (sanctions) submitted by the Cabinet of Ministers of Ukraine for consideration of the National Security and Defense Council of Ukraine according to the Law of Ukraine "About sanctions" and participates in forming, realization and monitoring of efficiency of the state sanctions policy on issues, being within its competence;

3) approves drafts of the laws, other acts of the legislation which arrive on approval from other ministries and other central executive bodies, prepares within the powers provided by the law, the conclusions and offers to drafts of the laws, other acts of the legislation which move for consideration of the Cabinet of Ministers of Ukraine, and drafts of the laws submitted for consideration of the Verkhovna Rada of Ukraine by other persons of law of the legislative initiative, regulatory legal acts of the Verkhovna Rada of the Autonomous Republic of Crimea;

Prepares 4) within the powers provided by the law, notes and offers to the laws adopted by the Verkhovna Rada of Ukraine which arrived for the signature to the President of Ukraine;

5) is performed by normative legal regulation in spheres of culture and arts, information sovereignty (regarding powers of management of complete property complexes of the state company "Multimedia Platform of Broadcasting to Foreign Countries of Ukraine" and the Ukrainian national news agency "Ukrinform"), information security of Ukraine, the state language policy, protection of cultural heritage, promoting of Ukraine in the world, the state broadcasting to foreign countries, export, import and return of cultural values, museum case, cinematography, recovery and preserving national memory;

6) is performed by normative legal regulation in information and publishing spheres, in the field of media;

7) participates in implementation of normative legal regulation concerning temporarily occupied territories of Ukraine in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol and the populations, on them living, for the purpose of their reintegration into single cultural and information space of Ukraine;
