Based on articles 6 and 63 of the Air code of the Republic of Belarus and subitem 5.9 of Item 5 of the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985 "Questions of the Ministry of Transport and Communications of the Republic of Belarus", the Ministry of Transport and Communications of the Republic of Belarus DECIDES:
1. Approve the enclosed aviation rules "The Organization of Work of Vehicles in Airfields of Civil Aviation of the Republic of Belarus".
2. Recognize invalid:
the resolution of the Ministry of Transport and Communications of the Republic of Belarus of May 7, 2007 No. 25 "About approval of the aviation rules "The Organization of Operation of Vehicles in Civil Airfields of the Republic of Belarus";
the resolution of the Ministry of Transport and Communications of the Republic of Belarus of November 2, 2010 No. 71 "About modification and amendments in the aviation rules "The Organization of Operation of Vehicles in Civil Airfields of the Republic of Belarus".
3. This resolution becomes effective in two months after its signing.

1. The aviation rules "The Organization of Work of Vehicles in Airfields of Civil Aviation of the Republic of Belarus" (AP ORTSAGA-2016) "Airfields" to the Convention on the international civil aviation accepted to Chicago (United States of America) on December 7, 1944 are developed according to requirements of the Air code of the Republic of Belarus, appendix 14 and determine procedure for the organization of movement and work of vehicles in airfields of civil aviation of the Republic of Belarus.
2. Action of the aviation rules "The Organization of Work of Vehicles in Airfields of Civil Aviation of the Republic of Belarus" (further - these Aviation rules) extends on legal entities irrespective of pattern of ownership, subordination, form of business which perform productive activity in airfields of civil aviation, and also on all vehicles which are in the territories of airfields of civil aviation of the Republic of Belarus.
3. For the purposes of these Aviation rules the following main terms and their determinations are applied:
aspects of human factor - the principles applicable to design processes, certification, trainings, operational activities and maintenance in aircraft and aimed at ensuring safe interaction between the person and other components of system by means of proper accounting of opportunities of the person;
airfield - the parcels of land or water object (its part) which are specially prepared and equipped for ensuring take-off, landing, taxing, the parking and servicing of air vehicles;
the airport - the complex of constructions intended for acceptance, the parking and sending air vehicles, their maintenance, and also for servicing of airborne transportations;
airport activities - activities for ensuring acceptance, sending and the parking of air vehicles, their maintenance, and also for servicing of airborne transportations;
the spring and summer period - the period from April 15 to October 14;
landing strip - the main part of flying strip of airfield prepared for providing takeoff run and run after landing of air vehicles;
the driver - person managing the vehicle (the car, the tractor, means of mechanization);
the leading legal entity of the airport - the organization which is carrying out main types of flight servicing at the airport (in airfield), performing the organization of interaction of all services and the organizations for flight servicing in this airfield and having the certificate of conformity of the airport;
the controlled area of airfield - the part of airfield of airfield intended for safety control of take off and landing of air vehicles and including flying strip, except for the sites which are at distance more than 120 meters from runway center line of precision approach with code numbers 3 and 4, end safety areas, clear areas and the critical zones ILS;
the critical zone ILS - space around localizer and glide slope beacons in which the parking or movement of vehicles, including air vehicles, causes inadmissible change of parameters of radio beacons;
airfield - part of airfield in which flying strips with clear areas and end safety areas, strips of taxiways and platforms, including zones of ice protection are located;
marking sign - the symbol applied on surface of airfield, intended for transfer of aeronautical information;
traffic route - the land route established within aerodrome movement area, held for use only vehicles;
the place of expectation on traffic route - certain place where it can be offered to vehicles to stop;
the place of expectation at landing strip - the certain place intended for protection of landing strip, critical zones of course and glide-path radio beacons, exception of crossing of surfaces of restriction of obstacles in which the driving air vehicles and vehicles stop and is expected if there is no other specifying from the relevant control office;
stall - the allocated site on the platform intended for the parking of the air vehicle;
the operational parking - specially equipped paved site in airfield intended for the parking of the operational and filled special vehicles necessary for servicing of air vehicles, airfield, flight servicing objects;
the autumn and winter period - the period from October 15 to April 14;
periodic maintenance - the maintenance which is carried out through the values of operating time established in the operating documentation or time intervals;
the platform - the part of airfield of airfield intended for placement of air vehicles for the purpose of landing and disembarkation of passengers, loading and unloading of baggage and loads, gas station, the parking or maintenance;
site of special purpose - the part of airfield of airfield intended for accomplishment of special types of servicing of air vehicles;
checking of gage devices - determination of error of gage devices by metrological body and establishment of their suitability to application;
the intermediate place of expectation - the certain place intended for mission control where the driving air vehicles and vehicles stop and is expected by permissions to continuation of the movement issued by control office of airfield;
on-duty time of the airport (airfield) - the set operational mode of the airport (airfield) taking into account the made decisions on its prolongation;
repair - complex of transactions on recovery of operability, working capacity, resource of the car (tractor) or its constituents;
the head of the airport - the head of the aviation organization or branch of the aviation organization, being the leading legal entity of the airport;
the works manager - the responsible service employee for the organization of works in the controlled area of airfield or on taxiway and the providing at the same time aviation safeties having the admission on maintaining radio communication and management of these works;
taxiway - the part of airfield of airfield connecting among themselves airfield elements, which is specially prepared and intended for taxing and towage of air vehicles;
clear area (strip, free from obstacles) - the rectangular site of the land surface which is under control of services of the airport adjoining the end of the located take-off run chosen or prepared as the site suitable for initial climb of the airplane to set value;
seasonal maintenance - the maintenance which is carried out for preparation of the car (tractor) for operation in autumn and winter or spring and summer conditions;
service of providing with special transport - the division of the aviation organization which is providing with special vehicles technical and commercial servicing of air vehicles, operational content of airfield, other types of flight servicing or work in airfield and having the corresponding special equipment vehicles, tractors and mechanization for these purposes;
specially authorized body in the field of civil aviation - state body to which the President of the Republic of Belarus or Council of Ministers of the Republic of Belarus confer powers in the field of civil aviation;
the special vehicle (special transport) - the special vehicle intended for accomplishment of technical or commercial servicing of air vehicles, operational content of airfields, servicing of the radio lighting equipment, means of aviation telecommunication, accomplishment of other special works in airfield or flight servicings;
means of mechanization - the vehicle type which is the self-propelled equipment intended for commercial, maintenance of air vehicles, accomplishment of train operations in airfield or flight servicings of air vehicles;
the senior aviation chief of airfield - the head of the aviation organization (branch of the aviation organization) who is the leading service employee determining method of operation of airfield and production of flights on it;
running repair - the repair which is carried out for providing or maintenance of the car (tractor);
the territory of airfield - the territory having the continuous barrier (with check-points) excluding unauthorized penetration of vehicles and within which the airfield of airfield including landing strip, taxiways, the platform and other elements of airfield on which movement of vehicles is made strictly according to these Aviation rules is located;
safe engineering - system of the organizational and technical actions and means preventing impact on the working dangerous production factors;
maintenance - complex of transactions or transaction on maintenance of working capacity or operability of the car (tractor);
the vehicle (the car, the tractor, means of mechanization) - the self-propelled motor trackless means set in motion by the engine and intended for transportation of people, loads, accomplishment or providing different types of works;
the operator of airfield - the aviation organization which is operating airfield, having the certificate on state registration of airfield, the certificate of the validity of airfield to operation and bearing responsibility for maintenance of airfield, its objects and means at the level of the established certified requirements.
4. The reducings accepted in these Aviation rules:
VLP - the spring and summer period;
The runway - landing strip;
AF - the air vehicle;
Fuel and lubricants - fuels and lubricants;
DPA - control office of airfield;
Road accident - the road accident;
EO - daily maintenance;
KZLP - the controlled area of airfield;
The check point - check-point;
MS - aircraft parking place;
NTERATGA - manual on technical operation and repair of aviation engineering;
Department of Internal Affairs - air traffic management;
OZP - the autumn and winter period;
PAS - the fire truck;
Traffic regulations - Traffic regulations;
PPS - fire service;
PRD - apron taxiway;
RD - taxiway;
RP - the flight operations director;
SNO - ground servicing equipments;
WITH - seasonal maintenance;
CST - service of providing with special transport;
TOIR - maintenance and repair;
THAT is maintenance;
TO-1 - the first maintenance;
TO-2 - the second maintenance;
VHF - microwaves.
5. The following main objectives are assigned to SST or other service of the aviation organization having on balance of the special vehicle for providing in airfield of one of types of airport activities:
ensuring with special vehicles works on technical and commercial servicing of air vehicles, to operational content of airfield, other types of flight servicing or works in airfield;
the organization of safe technical operation, TO and repair of special vehicles according to requirements of instructions of manufacturing plants, these Aviation rules and other technical regulatory legal acts of the Republic of Belarus;
implementation of effective and rational use of special vehicles, the equipment, operational and repair materials for the intended purpose and according to the established regulations and rules;
ensuring maintenance of special vehicles in technically serviceable condition;
organization of the correct technical operation and repair of special vehicles;
prevention of damages of air vehicles by special vehicles and road accident.
6. The reports on all road accidents with vehicles of the aviation organization constituted in form according to appendix 1 to these Aviation rules within five working days shall be represented to Department on aircraft of the Ministry of Transport and Communications (further - Department on aircraft).
7. Operation of special vehicles represents system of the technical and organizational actions providing:
effective use of special vehicles in case of the minimum costs of labor and material resources;
preserving the set characteristics of special vehicles throughout the established resources and service life.
8. The head of SST provides:
technical operability of special vehicles and completeness their required means;
training of driver's structure for work in the territory of airfield with execution of the corresponding admission;
training of driver's structure for work on the fixed types of special vehicles for technical and commercial servicing of AF, accomplishment of operational and technological and other works in the territory of airfield with execution of the corresponding admissions.
9. Features of operation of specific types of special vehicles are determined by instructions of manufacturing plants, and also the existing maintenance manuals.
10. Persons performing operation of special vehicles shall have the corresponding theoretical and practical preparation, know technical characteristics, principle of operation and design exploited technicians and separate aggregates, the operating manual of special vehicles, operational modes, the set restrictions and features of operation in VLP and OZP.
11. Preparation of special vehicles for release to the line is performed by technical and driver's structure of SST and includes:
accomplishment of daily maintenance according to requirements of shop manuals and the existing user manuals of special vehicles;
fault recovery, revealed during inspection upon return to garage, in case of release to the line or change transfer;
gas station of fuel and lubricants special vehicles and special liquids;
start and check of engines and systems of special vehicles;
execution of traveling documentation.
Technical condition of the special vehicles issued to the line shall conform to requirements of traffic regulations, and the special equipment of special vehicles - to requirements of Chapter 19 of these Aviation rules or instructions of manufacturing plants.
12. After performance of works on preparation of the special vehicle for release to the line according to the standard card of check of the technical operability of special vehicles given in appendix 2 to these Aviation rules, the driver shows it on inspection.
13. Responsibility for the organization of control of technical condition of special vehicles is born by the head of SST, and for technical condition of special vehicles - the mechanic or other service employee according to provision on SST (further - the mechanic).
14. Release of special vehicles to the line is performed by the mechanic who makes their inspection. In case of release of special vehicles to the line of mechanics in the presence of the driver shall visually, and if necessary with use of gage devices check:
operability of brake system;
operability of rudder control;
operability of the light-signal equipment (headlights, clearance lights, signals of turn, stoplight, flashing indicators);
operability traction and coupling or the sedelno-coupling device, and also safety ropes (chains) provided by design;
operability of window wipers and window washer, device of heating and blowing of windshield;
operability of sound signal;
operability of elements and connections of the exhaust system of exhaust gases;
operability of the drive of management of doors;
operability of the mechanism of adjustment of provision of seat of the driver;
condition and fixture of rear-view mirrors, glasses, wheels, tires, antisolar hoods, registration signs;
completeness and suitability of safety belts (if they are provided by design for the special vehicles leaving airfield), and also operability of the working mechanism of belt;
lack of leaking of fuel, oil and technical liquids;
completeness the medical first-aid kit (for the special vehicles leaving airfield), anti-recoil emphasis (for the special vehicles directed for technical or commercial servicing of AF), the fire extinguisher, the towing device (in case of release to the line for accomplishment of train operations in KZLP or on RD);
admissible hazardous substance content in exhaust gases of cars which engines use gasoline, compressed or liquefied gas, petrolgas mixes, or the maximum permissible level of smoke on cars with diesel engines;
condition of the special equipment.
In case of inspection of special vehicles before departure to the line special attention is paid to operability of the nodes and aggregates influencing traffic security and servicing of AF. The special vehicles having the defects menacing to safety of movement on the territory of airfield and servicing of AF are not allowed to operation.
Also the special vehicles intended for work in KZLP or on RD, but understaffed by flashing indicators, radio stations of intra port communication and towing devices are not allowed to operation.
15. Monitoring procedure of technical condition of special vehicles in interreplaceable time is allowed or in case of accomplishment of daily maintenance, and maximum permissible hazardous substance content in exhaust gases of cars (smoke) - according to the approved schedule.
16. In case of release availability of the following documents is checked for the line at the driver:
car driver license;
the coupon on the right of control of vehicles in the territory of airfield (for the drivers directed for work in the territory of airfield);
route sheet;
mark shift-time about the admission to vehicle control for health reasons;
the omission for entrance on the territory of airfield;
the registration certificate of the vehicle (for the drivers directed for work outside the territory of airfield);
the document (certificate) on passing of the state technical inspection of the vehicle (for the drivers directed for work outside the territory of airfield).
17. If the driver has necessary set of documents according to Item 16 of these Aviation rules and in case of control of technical condition of the special vehicle defects and not completeness are not revealed, the mechanic after reconciliation of indications of speedometer of the special vehicle with entries in the route sheet in the corresponding column of the route sheet certifies operability of the special vehicle the signature and notes the actual time of release of the special vehicle for the line.
In case of failure detection or not completeness of the vehicle the signature on the route sheet is not put down that prohibits departure of the special vehicle to the line before elimination of discrepancies.
18. Upon return of special vehicles from the line of mechanics:
checks operability of the basic car and special equipment;
if necessary will organize statement of the special vehicle in repair for elimination of the revealed defects.
Control of technical condition of special vehicles in case of acceptance from the line includes check of lack of external outside injuries of elements and details of body (cabin), and also check of completeness of the vehicle.
19. If in case of control of technical condition defects are not revealed, then the signature of the mechanic makes sure of the corresponding column of the route sheet that the special vehicle is technically operational, and also the actual time of return of the special vehicle from the line is noted, marks about fuel remaining balance in tanks of the car and indications of speedometer become.
The driver the signature in the route sheet certifies that the vehicle is handed over to them in good repair, and the actual indications of speedometer of the special vehicle, return time about lines and remaining balance of fuel in tanks in case of return correspond to the marks made in the route sheet.
In case of the violation of completeness of the special vehicle, fault detection specifying its possible participation in road accident in the presence of the driver the relevant statement is drawn up.
20. Providing with special vehicles the services and divisions connected with technical and commercial servicing of AF and aerodrome operation is made according to sheets of allocation of special vehicles.
Sheets of allocation of special vehicles for servicing of AF and content of airfield are constituted by the head of SST taking into account the planned scope of work, the serviced AF types, and also the actual availability of special vehicles and driver's structure, approved with the interested services and divisions of the aviation organization and affirm the head (the chief of branch) of the aviation organization. By preparation for VLP and OZP sheets of allocation of special vehicles for servicing of AF and content of airfield if necessary are adjusted.
21. The special vehicles allocated to SST in other service of the aviation organization are under operational supervision of this service which is responsible for the organization of their work, timely and their rational use to destination.
22. Interaction of SST with other services and departments of the aviation organization is performed based on the technologies developed in the aviation organization which without fail shall be brought in the Technological passport of the airport.
23. In SST the following methods of the organization of work of drivers can be applied:
brigade;
individual (fixed).
The organization of work of drivers as brigade method provides fixing of certain number of special vehicles to crew and work of members of crew on all special vehicles. All crew in general and each driver separately bear responsibility for technical condition and safety of all special vehicles fixed to crew.
The organization of work as method of individual fixing of special vehicles provides responsibility of drivers for safety and technical condition only of those special vehicles which are set to them.
The choice of method of the organization of work of drivers is performed depending on conditions and work content of the aviation organization.
24. Appearance at work of members of crew is established by the schedule approved by the chief of SST.
25. The procedure for acceptance of special vehicles and their transfer is determined by changes by the chief of SST. Results of check of technical condition of special vehicles by drivers are reported on the foreman and registered change reception-transmission.
26. The special vehicles accepted from the crews which finished change shall be technically operational and fully completed. About delivery and acceptance of change foremen undersign for the magazine of reception-transmission of change.
27. Transfer of the special vehicle one change to other change is made on the operational parking. As the exception is allowed transfer of the special vehicle at AF or on airfield of airfield when it is caused by need of performance of works on servicing of AF or preparation of airfield for flights.
28. In each airfield on the basis of these Aviation rules and taking into account local conditions the Scheme of the organization of movement of vehicles for the platform which affirms the head of the airport shall be developed.
On the scheme of the organization of movement of vehicles for the platform it is specified:
arrangement, routes of taxing (towage) of AF;
locations of operational parking and traffic routes of vehicles;
the zones prohibited for movement of vehicles;
places of stop of vehicles at AF.
29. Ways of movement of vehicles, as a rule, shall not be combined with ways of taxing of AF. External borders of ways of movement of vehicles shall pass at distance at least 2 m from the extremities standing and driving AF. The main (bilateral) ways of movement of vehicles shall be 7 m wide, one-sided - m 3,5.
