About the technological documents regulating information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union"

According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

1. Approve enclosed:

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union";

Procedure for accession to general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union".

2. Determine that development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of the Eurasian Economic Union are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union.

3. This Decision becomes effective after 90 calendar days from the date of its official publication.

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union"

I. General provisions

1. These rules are developed according to the following acts incoming the right of the Eurasian Economic Union (further - the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of Council of the Eurasian economic commission of March 17, 2016 No. 21 "About approval of the Procedure for metrological certification of technique (method) of measurements";

The decision of Council of the Eurasian economic commission of October 18, 2016 No. 97 "About approval of the Approval procedure like standard sample";

The decision of Council of the Eurasian economic commission of October 18, 2016 No. 98 "About approval of the Approval procedure like measuring instruments";

The decision of Council of the Eurasian economic commission of October 18, 2016 No. 145 "About approval of Rules of mutual recognition of results of works on ensuring unity of measurements";

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Eurasian economic commission of June 7, 2016 No. 68 "About approval of the Procedure for certification of the technique (method) of measurements accepted as reference technique (method) of measurements";

The decision of Board of the Eurasian economic commission of July 26, 2016 No. 89 "About approval of the Procedure for the organization of checking of measuring instrument";

The decision of Board of the Eurasian economic commission of December 6, 2016 No. 161 "About approval of the Procedure for mutual provision of data in the field of ensuring unity of the measurements containing in information funds of state members of the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of September 7, 2018 No. 148 "About approval of Rules of realization of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union".

II. Scope

2. These rules are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union" (further - general process), including the description of the procedures performed within this general process.

3. These rules are applied by participants of general process in case of control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"information fund of state member of the Eurasian Economic Union" - the national information fund of state member of the Eurasian Economic Union (further - state member) containing data in the field of ensuring unity of measurements;

"data in the field of ensuring unity of measurements" - data on standards of units of values (scales of values), data on types of measuring instruments, data on types of standard samples, data on techniques (methods) of measurements.

Other concepts used in these rules are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014, acts of bodies of the Union concerning creation and development of the integrated information system of the Union (further - the integrated system), and also acts of bodies of the Union in the field of ensuring unity of measurements.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union".

6. Specification symbol of general process: "P.TS.05", version 1.0.0.

1. Purpose and tasks of general process

7. The purpose of realization of general process is optimization of information exchange of authorized bodies of state members in the field of ensuring unity of measurements and the Eurasian economic commission (further - the Commission) when carrying out coordinated policy by them in the field of ensuring unity of measurements.

8. For goal achievement of general process it is necessary to solve the following problems:

a) increase in efficiency of information exchange of authorized bodies of state members when carrying out coordinated policy in the field of ensuring unity of measurements with authorized bodies, citizens of state members, business entities and public authorities of state members and the Commission in case of performance of works in the field of ensuring unity of measurements within the Union (further - works);

b) increase in availability to citizens, business entities, public authorities of state members and authorized bodies of state members of urgent and authentic data in the field of ensuring unity of measurements taking into account requirements of the legislation of state members in the field of ensuring unity of measurements.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of provision of data in the Commission for publication on information portal of the Union;

b) procedures of provision of the data published on information portal of the Union for requests of authorized bodies;

c) procedures of provision of data from information fund of state member at the request of the Commission;

d) procedures of exchange of the data in the field of ensuring unity of measurements containing in information funds of state members.

11. Authorized bodies of state members provide forming and maintaining information funds of state members in the field of ensuring unity of measurements. The commission provides the publication of the data transferred by authorized bodies of state members on information portal of the Union. Authorized bodies of state members provide maintenance of relevance of data in the field of ensuring unity of the measurements published on information portal of the Union, by provision containing in information funds of state members of data in the field of ensuring unity of measurements.

Provisions of Rules of realization of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union", approved by the Decision of Board of the Commission of September 7, 2018 No. 148, determine categories of the information provided by means of integration platform of the integrated system (further - data in the field of ensuring unity of measurements).

The commission provides provision of data in the field of ensuring unity of the measurements published on information portal of the Union, to authorized body on demand. The most complete data in the field of ensuring unity of measurements which can be received by other authorized bodies of state members on demand, including, within implementation of mutual recognition of works in the field of ensuring unity of measurements are stored in information funds of state members. Information exchange between authorized bodies, and also between authorized bodies and the Commission is performed with use of integration platform of the integrated system.

By provision of data in the field of ensuring unity of measurements in the Commission for the publication on information portal of the Union the following procedures of general process included in group of procedures of provision of data in the Commission for the publication on information portal of the Union are performed:

provision of data for the publication on information portal of the Union;

provision of the changed data for the publication on information portal of the Union;

exception of data from published on information portal of the Union.

By provision of data in the field of ensuring unity of the measurements published on information portal of the Union on requests of authorized bodies the following procedures of general process included in group of procedures of provision of the data published on information portal of the Union on requests of authorized bodies are performed:

provision of data on results of works in the field of ensuring unity of measurements;

receipt of recognition of works of additional data by authorized body of the state from information fund of state member;

the notification on recognition (non-recognition) of works in the field of ensuring unity of measurements;

receipt by the Commission of additional data on results of works in the field of ensuring unity of measurements.

By provision of data in the field of ensuring unity of measurements from information fund of state member the procedures of general process included in group of procedures of provision of data of information fund of state member at the request of the Commission are performed:

provision of data on results of works in the field of ensuring unity of measurements;

receipt of recognition of works of additional data by authorized body of the state from information fund of state member;

the notification on recognition (non-recognition) of works in the field of ensuring unity of measurements;

receipt by the Commission of additional data on results of works in the field of ensuring unity of measurements.

In case of exchange of the data in the field of ensuring unity of measurements containing in information funds of state members the procedure of general process included in group of procedures of exchange of the data in the field of ensuring unity of measurements containing in information funds of state members is performed:

provision of data from information fund of state member at the request of the Commission.

12. The provided structure declaration of general process is provided in the figure 1.

13. The execution order of procedures of general process, including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language - Unified Modeling Language) and supplied with the text description.

4. Procedures of provision of data in the Commission for the publication on information portal of the Union

15. Procedures of provision of data in the Commission for the publication on information portal of the Union are performed in case of change (adding, exception) authorized body of data in the field of ensuring unity of the measurements containing in information fund of state member.

The authorized body creates and sends to the Commission by means of use of the integrated system information on change (adding, exception) of data in the field of ensuring unity of the measurements included in information fund of state member as a result of accomplishment by it of works on approval of the state primary standards, types of measuring instruments, types of standard samples, and also certifications of methods (techniques) of measurements. Provision of the specified data in the field of ensuring unity of measurements is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of October 29, 2019 No. 186 (further - Regulations of information exchange between authorized bodies and the Commission).

The format and structure of the provided information shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union", to No. 186 approved by the Decision of Board of the Eurasian economic commission of October 29, 2019 (further - the Description of formats and structures of electronic documents and data).

When entering into national information fund of state member of new data on approval of the state primary standards, and also about results of performance of works according to types of measuring instruments, types of standard samples, the authorized body of state member provides to certification of methods (techniques) of measurements this new information in the field of ensuring unity of measurements in the Commission for publication them on information portal of the Union. At the same time the "Provision of Data for the Publication on Information Portal of the Union" procedure is performed (P.TS.05.PRC.001).

This procedure is performed by also authorized body which performs recognition of the corresponding works, for the purpose of confirmation of the fact of recognition.

In case of need entering into data of the changes which are not concerning metrological and technical characteristics of standard images, types of measuring instruments including, about extension of the validity of certificates on approval like standard sample and the certificate on approval like measuring instruments, and also for correction of technical errors in earlier published data, the authorized body of state member provides in the Commission the corresponding changed information for their publication on information portal of the Union, at the same time the "Provision of the Changed Data for the Publication on Information Portal of the Union" procedure is performed (P.TS.05.PRC.002).

In case of need exceptions of data in the field of ensuring unity of measurements from information fund of state member, the authorized body of state member provides such information in the field of ensuring unity of measurements in the Commission for exception them from published on information portal of the Union, at the same time the "Exception of Data from Published on Information Portal of the Union" procedure is performed (P.TS.05.PRC.003).

16. The provided description of procedures of provision of data for the publication on information portal of the Union is provided to the Commission in the figure 2.

5. Procedures of provision of data in the field of ensuring unity of measurements on requests of authorized bodies

18. The authorized body can request in the Commission of the data in the field of ensuring unity of measurements. The commission in electronic form in the automated mode through integration platform of the integrated system provides the required information in the field of ensuring unity of measurements or notifies authorized body on lack of the published data in the field of ensuring unity of the measurements corresponding to request parameters.

Authorized bodies can perform the following types of requests:

a) information request about date and time of updating of data in the field of ensuring unity of measurements on information portal of the Union, including taking into account category of data;

b) request of data in the field of ensuring unity of the measurements published on information portal of the Union including taking into account category of data, as of the specified date;

c) request of the changed data in the field of ensuring unity of the measurements published on information portal of the Union including taking into account category of data, for certain period.

Information request about date and time of updating of data in the field of ensuring unity of the measurements published on information portal of the Union is carried out for the purpose of assessment of need of updating of data for information fund of state member.

The request of data in the field of ensuring unity of the measurements published on information portal of the Union is carried out for the purpose of receipt of urgent data by authorized body in the field of ensuring unity of measurements on all state members or on specific state member depending on request condition. The request of all data in the field of ensuring unity of the measurements published on information portal of the Union, and also data in the field of ensuring unity of measurements of the specified category can be performed both as of current date, and for the date specified in request.

The specified request is used in case of initial loading of data in the field of ensuring unity of measurements in information fund of state member, for example, in case of initialization of general process, in case of accession to general process of new state member, in case of recovery of information after failure.

The request of the changed data in the field of ensuring unity of the measurements published on information portal of the Union is carried out for the purpose of obtaining by authorized body of all changed data since the specified date of data in the field of ensuring unity of the measurements published on information portal of the Union, or the changed data in the field of ensuring unity of measurements of the specified category.

The changed data in the field of ensuring unity of measurements published on information portal of the Union can be provided on all state members or on specific state member depending on request conditions.

In case of accomplishment of request through the integrated system the data corresponding to request parameters in the field of ensuring unity of measurements published on information portal of the Union, added, changed or excluded during the period of the date and time specified in request until accomplishment of request Depending on type of request are represented one of procedures is carried out: "Provision of data on date and time of updating of data on information portal of the Union" (P.TS.05.PRC.004), "Provision of the data published on information portal of the Union" (P.TS.05.PRC.005), "Provision of the changed data published on information portal of the Union" (P.TS.05.PRC.006).

The specified procedures can consistently be performed (provision of date and time of updating of data in the field of ensuring unity of the measurements published on information portal of the Union, then provision of the changed data in the field of ensuring unity of the measurements published on information portal of the Union), or each procedure can separately be performed from others, depending on the purposes of implementation of request.

19. The provided description of procedures of provision of the data published on information portal of the Union on requests of authorized bodies is provided in the figure 3.

6. Procedures of exchange of the data in the field of ensuring unity of measurements containing in information funds of state members

21. Authorized bodies perform interaction for the purpose of mutual recognition of results of works on ensuring unity of measurements. Upon completion of performance of works for which according to provisions of Rules of mutual recognition of results of works on ensuring unity of the measurements approved by the Decision of Council of the Eurasian economic commission of October 18, 2016 No. 145 (further - Rules of mutual recognition of results of works on ensuring unity of measurements), mutual recognition is provided by the authorized body contractor performs the "Provision of Data on Results of Works in the field of Ensuring Unity of Measurements" procedure (P.TS.05.PRC.007).

The authorized body of state member performing recognition of works if necessary can request in the automated mode through integration platform of the integrated system additional data in the field of ensuring unity of measurements from authorized body - the contractor, at the same time the "Receipt of Recognition of Works of Additional Data by Authorized Body of the State from Information Fund of State Member" procedure is performed (P.TS.05.PRC.008).

Authorized body - the contractor represents required data in the field of ensuring unity of measurements according to the parameters specified in request, in the automated mode by means of the integrated system.

Upon implementation of the procedure of recognition the authorized body of the state of recognition of works, informs authorized body contractor and authorized bodies of other state members on recognition, at the same time the "Notification on Recognition (Non-recognition) of Works in the field of Ensuring Unity of Measurements" procedure is performed (P.TS.05.PRC.009).

After implementation of recognition of works the authorized body of the state of recognition of works makes changes in the field of ensuring unity of measurements to information fund of state member and provides in the Commission the information in the field of ensuring unity of measurements for the publication on information portal of the Union.

Provision of the specified data in the field of ensuring unity of measurements is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of the data in the field of ensuring unity of measurements containing in information funds of state members of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of October 29, 2019 No. 186 (further - Regulations of information exchange between authorized bodies). The format and structure of the represented data shall match the Description of formats and structures of electronic documents and data.

The commission in the cases provided by the right of the Union can request in the automated mode through integration platform of the integrated system additional data on results of works in the field of ensuring unity of measurements from information fund of authorized body contractor, at the same time the "Receipt by the Commission of Additional Data on Results of Works in the field of Ensuring Unity of Measurements" procedure is performed (P.TS.05.PRC.010).

Authorized body - the contractor represents required data on results of works in the field of ensuring unity of measurements according to the parameters specified in request, in the automated mode by means of the integrated system.

22. The provided description of group of the procedures "Procedures of Exchange of the Data in the field of Ensuring Unity of Measurements Containing in Information Funds of State Members" is provided in the figure 4.

7. Procedures of provision of data from information fund of state member at the request of the Commission

24. For the purpose of ensuring services of provision to interested persons of data on results of checking of measuring instruments, the Commission requests from authorized body of the data on the executed checkings, containing in information fund of state member.
