For the purpose of creation of additional terms for promotion of the Belarusian products on the markets of foreign states and support of export:

1. Determine that to the legal entities and individual entrepreneurs registered in the Republic of Belarus at the expense of means republican and regional budgets (Minsk) compensation of part of expenses on participation in the international specialized exhibitions (fairs) and evaluating compliance of products in foreign states on conditions and according to the procedure is performed, established by this Decree.

2. Approve:

The regulations on compensation of part of expenses on participation in the international specialized exhibitions (fairs) in foreign states (are applied);

The regulations on compensation of part of expenses on evaluating compliance of products in foreign states (are applied).

3. No. 106 "About state programs and rendering the state financial support" to add Item 2 of the Presidential decree of the Republic of Belarus of March 23, 2016 with subitem 2.7 of the following content:

"2.7. on the relations on compensation of part of expenses on participation in the international specialized exhibitions (fairs) and evaluating compliance of products in foreign states.".

4. To Council of Ministers of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom when designing republican and local budgets for the next financial year to provide funds for financing of measures of support according to this Decree.

5. To the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom till December 1, 2019 to create lists of the international specialized exhibitions (fairs) in foreign states, expenses on participation in which can be refunded in 2020, based on proposals of legal entities and individual entrepreneurs.

6. To Council of Ministers of the Republic of Belarus to take measures for implementation of this Decree.

7. To impose control over the implementation of this Decree on the State Control Committee.

8. This Decree becomes effective after its official publication.

Regulations on compensation of part of expenses on participation in the international specialized exhibitions (fairs) in foreign states

1. This Provision establishes conditions and procedure for compensation to the legal entities and individual entrepreneurs registered in the Republic of Belarus (further - legal entities, individual entrepreneurs), parts of expenses on participation in the international specialized exhibitions (fairs) in foreign states (further - compensation).

For the purposes of this provision the international specialized exhibition (fair) (further - exhibition) is understood as the exhibition and fair event held in foreign state within which information on the made products is provided (the performed works, the rendered services) products are shown, sold (works are performed, services are rendered).

2. Compensation is provided no more once within calendar year to the legal entities, individual entrepreneurs performing production (performance of works, rendering services) and participating in exhibition.

Compensation is performed concerning the exhibitions included in the lists of exhibitions created by the Administration of the President of the Republic of Belarus, republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus (further if other is not provided, - republican authorized bodies), regional executive committees and the Minsk Gorispolkom (further if other is not provided, - local authorized bodies) according to this Provision (further if other is not provided, - lists of exhibitions).

Part of expenses according to lease agreements of the stand spaces and the equipment, rendering services in installation of exhibition stands and creation of temporary exhibition infrastructure (designs) according to which obligations legal entities, by individual entrepreneurs are performed (further - expenses) is subject to compensation.

Compensation is provided in the following sizes:

50 percent from the amount of the expenses suffered by legal entities, individual entrepreneurs, but no more than 250 basic sizes on acceptance date republican (local) authorized bodies of the decision on compensation provision - for one legal entity, the individual entrepreneur if other is not established in part five of this Item;

no more than 1000 basic sizes * concerning one exhibition and no more than 10 000 basic sizes * within calendar year concerning all exhibitions included in lists of exhibitions - on each republican (local) authorized body.

If the total amount of compensation concerning one exhibition exceeds the restrictions provided in paragraph three of part four of this Item, such compensation is distributed between the legal entities, individual entrepreneurs specified in the decision on compensation provision in proportion to the expenses incurred by them.

If legal entities, individual entrepreneurs incurred expenses in foreign currency, compensation is made in Belarusian rubles on the official rate of Belarusian ruble established by National Bank to the corresponding foreign currency on acceptance date republican (local) authorized bodies of the decision on compensation provision.

Compensation is performed within the means provided on these purposes by the law on the republican budget and decisions of local councils of deputies on regional budgets (Minsk) for the corresponding financial year.

3. Compensation is not provided:

concerning the exhibitions included in the plan of national exhibitions (expositions) of the Republic of Belarus in foreign states which is annually approved by Council of Ministers of the Republic of Belarus;

to the legal entities, individual entrepreneurs who got the state support for participation in exhibition (applying for its obtaining) at the expense of means republican and (or) local budgets within programs of the state support of small and medium business.

Compensation is also not provided if for date of filing of application about its provision legal entities, individual entrepreneurs:

have debt on payments in republican, local budgets and budgets of state non-budgetary funds;

did not fulfill the obligations on earlier granted loans (credits) issued under guarantees of the Government of the Republic of Belarus, local executive and administrative organs;
