I. Appointment and scope

1. These federal regulations and rules of use of atomic energy "Requirements to contents of the actions plan on protection of personnel in case of accident on research nuclear installations" (are developed by NP-075-19) (further - Requirements) according to article 6 of the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy", the Regulations on development and approval of federal regulations and rules of use of atomic energy approved by the order of the Government of the Russian Federation of December 1, 1997 No. 1511 (The Russian Federation Code, 1997, No. 49, Art. 5600; 2012, No. 51, Art. 7203), establish requirements to contents of actions plans on protection of personnel in case of accident on the research nuclear installations constructed, operated and taken out of service (further - IYaU) and determine procedure for their development and modification and amendments.

2. These Requirements extend to the actions for protection of personnel performed on the IYaU platforms and the organization operating it, and also in the sanitary protection zone.

II. General provisions

3. The actions plan on protection of personnel in case of accident on IYaU (further - the Actions plan) is developed by the operating organization and shall be approved by her head.

4. The actions plan shall be reviewed at least once in 10 years.

5. The actions plan shall be developed proceeding from the considered possible project and beyond design basis accidents on IYaU which are characterized by the radiation effects leading to the maximum radiation and taking into account specifics of stage of lifecycle of IYaU.

6. The actions plan shall consist of the main part and appendices. The text of the main part shall include the following Sections:

"General provisions";

"Basic data for planning of actions for protection of personnel";

"The main actions for protection of personnel";

"Ensuring readiness of the operating organization to emergency reaction".

7. Requirements to content of the main part of the Actions plan are established in Chapter III of these Requirements.

Requirements to content of appendices of the Actions plan (including requirements to the plan of the IYaU platform and the plan of the sanitary protection zone) are provided in Chapter IV and the appendices N№1 - 4 to these Requirements.

8. The actions plan shall be developed and approved before delivery of nuclear fuel on the IYaU platform.

9. Changes and additions are made to the Actions plan:

when commissioning new IYaU;

after reconstruction of the operating IYaU;

in case of conclusion of IYaU from operation;

in case of modification of the staff list of the operating organization, and also in case of change of job responsibilities of ranking officers or in case of change of the organizational and administrative documents of the operating organization specified in the Actions plan;

in case of entry into force of the new regulatory legal acts containing the provisions relating to emergency reaction (or to its planning) on radiation dangerous situations, possible on IYaU, and also in case of introduction of changes in them;

by results of check of readiness of the operating organization for emergency reaction in the course of the trainings and doctrines;

on analysis results of accidents on IYaU, and also on other subjects to use of atomic energy which are on the platform of the operating organization;

in case of change of the planned organizational or technical measures of emergency reaction on other subjects to use of atomic energy on the IYaU platform concerning which the operating IYaU organization performs types of activity in the field of use of atomic energy.
