Approve the enclosed Rules of rendering paid types of activity on rendering of services of law-enforcement bodies of the Republic of Kazakhstan by public institutions on delivery of health care within the guaranteed amount of free medical care and in system of compulsory social medical insurance and expenditure by them money from rendering of services.

2. To department of the back of the Ministry of Internal Affairs of the Republic of Kazakhstan (Sultanbayev K. A.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) of this Item.

3. To impose control of execution of this order on the chief of staff of the Ministry of Internal Affairs of the Republic of Kazakhstan Eshmagambetov Zh. B.

4. This order becomes effective since January 1, 2020 and is subject to official publication.

Chapter 1. General provisions

1. These rules of rendering paid types of activity on rendering of services of law-enforcement bodies by public institutions on delivery of health care within the guaranteed amount of free medical care and in system of compulsory social medical insurance and expenditure of money from rendering of services (further - Rules) are developed by them according to Article 70 of the Budget code of the Republic of Kazakhstan of December 4, 2008 and determine procedure for rendering paid types of activity by rendering of services of law-enforcement bodies of the Republic of Kazakhstan by public institutions (further - GU Department of Internal Affairs) on delivery of health care within the guaranteed amount of free medical care (further - GOBMP) and in system of compulsory social medical insurance (further - OSMS) and expenditures of GU Department of Internal Affairs of money from rendering of services.

2. According to these rules of GU Department of Internal Affairs medical care within GOBMP and the OSMS system appears to members of families of law enforcement officers, the military personnel, pensioners of law enforcement agencies and other consumers of medical services.

3. Paid types of medical services in GU Department of Internal Affairs are within GOBMP and in the OSMS system based on the agreements of purchase of medical services signed between Fund and GU Department of Internal Affairs according to Rules of purchase of services at subjects of health care in delivery of health care within GOBMP and (or) in the OSMS system, approved by the order of the Minister of Health of the Republic of Kazakhstan of December 8, 2020 No. KR DSM-242/2020 (it is registered in the Register of state registration of regulatory legal acts for No. 21744) (further – Rules of purchase), Rules of fee of subjects of health care within GOBMP and (or) in the OSMS system, approved by the order of the Minister of Health of the Republic of Kazakhstan of December 20, 2020 No. KR DSM-291/2020 (it is registered in the Register of state registration of regulatory legal acts No. 21831) (further – Rules of payment).

Chapter 2. Procedure for rendering paid types of medical services

4. In case of delivery of health care of GU Department of Internal Affairs are guided by standards in the field of health care, clinical protocols and the Kazakhstan national medicinal form approved by the order of the Minister of Health of the Republic of May 18, 2021 No. KR DSM-41 (it is registered in the Register of state registration of regulatory legal acts for No. 22782).

5. Paid types of medical services appear in the following conditions:

1) in the out-patient conditions which are not providing the round-the-clock medical observation and treatment including in receptions of the round-the-clock hospitals;

2) in the stationary conditions providing the round-the-clock medical observation, treatment, leaving, and also provision of bed with food including in case of the cases of therapy and surgery of "one day" providing the round-the-clock observation within the first days after initiation of treatment;

3) in the hospital-replacing conditions which are not requiring the round-the-clock medical observation and treatment and providing medical observation and treatment in the afternoon with provision of bed.

6. GU Department of Internal Affairs for execution of part of agreement obligations of purchase of services sign the civil contract of co-execution with the subjects of health care included in the database and also are attracted as collaborators according to Rules of purchase.

7. Provide to GU Department of Internal Affairs in case of agreement performance of purchase of services data entry in information systems and electronic information resources of health care system and their technical maintenance with observance of requirements of the legislation of the Republic of Kazakhstan in the field of informatization.
