Based on part four of article 14 of the Law of the Republic of Belarus of June 24, 1999 "About drinking water supply" the Council of Ministers of the Republic of Belarus DECIDES: No. 271-Z
1. Determine that:
1.1. the construction of water intaking constructions of underground waters * in case of technical capability of use of the existing centralized systems of drinking water supply (further - construction of water intaking constructions) is performed by legal entities and individual entrepreneurs (further - the customer) on condition of approval of preproject (pre-investment) documentation on construction of water intaking constructions with local executive and administrative organ;

* For the purposes of this resolution water intaking constructions of underground waters are understood as water wells (one or several) more than 20 meters in depth, intended for production of underground waters.
1.2. for review preproject (pre-investment) documentation for construction of water intaking constructions the customer submits to local executive and administrative organ the application for approval of preproject (pre-investment) documentation for construction of water intaking constructions and reasons for investments;
1.3. by consideration of the documents submitted for review preproject (pre-investment) documentation on construction of water intaking constructions, one of the following decisions is accepted by local executive and administrative organ:about refusal in adoption of the statement for approval of preproject (pre-investment) documentation on construction of water intaking constructions;
about approval of preproject (pre-investment) documentation on construction of water intaking constructions;
about refusal in approval of preproject (pre-investment) documentation on construction of water intaking constructions;
1.4. the basis for refusal in approval of preproject (pre-investment) documentation on construction of water intaking constructions is excess of construction and operating costs of water intaking constructions over costs for accession and water consumption from centralized system of drinking water supply.
2. No. 175 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 25.03.2022
3. Grant to the Ministry of Housing and Public Utilities the right to make explanations concerning application of this resolution.
4. This resolution becomes effective after its official publication.
