1. Approve Regulations on appeal of citizens on compulsory military service, service in reserve it (is applied).

2. To republican state bodies, local executive and administrative organs in three-months time to bring the regulatory legal acts into accord with this resolution, and also to take other measures for its realization.

3. This resolution becomes effective after its official publication.

Regulations on appeal of citizens on compulsory military service, service in reserve

Chapter 1. General provisions

1. This Provision determines procedure for planning, the organization of carrying out appeal of citizens of the Republic of Belarus (further - citizens) on compulsory military service, service in reserve (further - appeal), provision to citizens of draft deferment, registration and accomplishment of decisions of the draft commissions, sending the citizens who are called up for compulsory military service, service in reserve, to the duty station, recognition of citizens not undergone military service, without having on that legal causes.

2. Document forms, formed under the organization and carrying out appeal, are established by the Ministry of Defence.

Chapter 2. Planning of appeal

3. Planning of appeal is performed after the edition of the Presidential decree of the Republic of Belarus about the next appeal.

4. Heads regional (The Minsk city) executive committees together with military commissioners of areas (Minsk) based on the corresponding Presidential decree of the Republic of Belarus will organize development and approve plans of carrying out appeal in areas Minsk) from which statements are led up to heads of the relevant district (city) executive committees (local administrations) in the part concerning them.

Heads of district (city) executive committees (local administrations) together with military commissioners of areas (cities) (heads of separate divisions) based on statements from plans for carrying out appeal in areas Minsk) develop plans for carrying out appeal in the respective areas (cities).

5. In plans for carrying out appeal are reflected:

procedure for creation and work regional (Minsk city), district (city) draft commissions;

procedure for the direction and work of specialists doctors on performing medical examination of the citizens who are subject to appeal;

operating procedure of psychologists of the organizations of education attracted to participation in work of the draft commissions (in case of adoption of the relevant decision);

actions for matching of rooms and the equipment regional (The Minsk city) assembly points (further – assembly points), district (city) recruiting stations (further – recruiting stations) which are carried out if military commissariats of areas (Minsk), areas (cities) (separate divisions) have no stationary assembly (draft) points;

the organization and terms of carrying out instructor and methodical charges (occupations) with persons involved for holding actions at the call of;

the organization of control of the course of holding actions at the call of;

the schedule of passing of obligatory dactyloscopic registration of the citizens who are called up for compulsory military service, service in reserve before their sending to the duty station;

organization of information support of appeal;

actions for carrying out military patriotic education of citizens and explanation it legislations in the part concerning execution of conscription;

other actions.

Chapter 3. Organization of appeal

6. For carrying out appeal local executive and administrative organs in areas, the cities without district division create the district (city) draft commissions.

For management of the district (city) draft commissions and control of their activities regional (The Minsk city) executive committees creates regional (The Minsk city) the draft commissions.

If servicing of several administrative and territorial units of regional subordination is assigned to military commissariat of the area (city), the district (city) draft commissions are created in each administrative and territorial unit. In this case in military commissariat of the area (city) the schedule of priority of work of the specified draft commissions approved with heads of the relevant local executive and administrative organs is developed. Creation of the joint draft commissions is not allowed.

On case or absence at meeting of the draft commission on other reasonable excuses any of her members the reserve structure of this commission is determined.

7. The staff of the draft commission (the reserve draft commission) affirms the decision of the relevant local executive and administrative organ taking into account the requirements established in articles 35 and 37 of the Law of the Republic of Belarus "About conscription and military service".

Inclusion in structure of the draft commission as the doctor leading work of specialists doctors on medical examination, one of the specialists doctors involved to medical examination of the citizens who are subject to appeal is not allowed.

For participation in work of the district (city) draft commissions psychologists of organizations of education, and also the other persons specified in part three of article 35 of the Law of the Republic of Belarus "About conscription and military service" can be attracted.

Execution of the decision of the draft commission is assigned to her secretary.

8. Based on the corresponding plans of appeal will organize and will see off:

heads regional (The Minsk city) executive committees together with military commissioners of areas (Minsk) – instructor and methodical charges with chairmen, members and secretaries regional (Minsk city), chairmen of the district (city) draft commissions, and also with the specialists doctors of the organizations of health care of area (Minsk) involved to holding actions at the call of;
