About approval of specific requirements

Based on Item 2 of general requirements of fire safety to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing, approved by the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Council of Ministers of the Republic of Belarus DECIDES:

1. Approve specific requirements for ensuring fire safety in the woods (are applied).

2. Grant to the Ministry of forestry the right to explain questions of application of specific requirements for ensuring fire safety in the woods.

3. This resolution becomes effective in three months after its official publication.

Specific requirements for ensuring fire safety in the woods

Chapter 1. General provisions

1. These specific requirements establish requirements for ensuring fire safety in forest fund of the Republic of Belarus.

These specific requirements are developed according to Item 2 of general requirements of fire safety to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing.

2. The responsibility for violation and (or) failure to carry out of these specific requirements is established according to the legislation.

3. For the purposes of these specific requirements terms in the values determined by general requirements of fire safety to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing and also the following terms are used:

inflammability of the woods - the size determined by the total relation of the area of wildfires to all area of the woods;

class of fire risk of the woods under the terms of weather - the relative assessment of degree of fire risk of the woods caused by weather, in case of invariable fire features of the protected territory and sources of fire;

fire - the controlled fire representing the burning materials piled;

wildfire - the fire extending on the forest and not forest lands (the underground fire) located in borders of the forest fund provided for forest management;

mass action in the wood - the event held in case of mass accumulation of people on lands of forest fund;

wildfire liquidation - flame-out on the fire;

the mineralized strip - the artificial fire-proof barrier created by exposure of mineral soil;

fire-dangerous season in the wood (further - fire-dangerous season) - part of calendar year during which emergence of wildfire is possible;

forecasting of wildfires - determination of probability of origin and distribution of wildfires on the basis of data analysis of their accounting;

fire-proof arrangement of forest fund - system of the actions in the territory of forest fund warning and limiting origin and development of wildfires, and also promoting their detection and liquidation;

fire-proof actions - organizational measures and (or) the technical means allocated for prevention of origin and distribution of the fire, and also for ensuring its liquidation;

fire-proof barrier - artificial fire-proof barrier of wildfire in the form of the strip of the wood cleared of land combustible materials dismembered by system of the mineralized strips and (or) the road;

fire-proof gap in the wood - artificial fire-proof barrier in the form of glade;

wildfire prevention - complex of the actions directed to the prevention of origin and (or) prevention of distribution of wildfire;

wood wall - the edge of the wood adjoining cutting down;

fire extinguishing - process of impact of forces and means with use of the methods and acceptances directed to fire liquidation.

Chapter 2. Obligations on ensuring fire safety

4. The legal entities conducting forestry shall:

provide accomplishment of these specific requirements;

provide carrying out fire-proof arrangement of forest fund according to the forest management project;

exercise control over the implementation of the fire-proof actions provided by the process chart on development of cutting area, procurement of stubs and roots;

to annually provide development and accomplishment of actions for preparation for fire-dangerous season in forest fund;

perform departmental accounting of wildfires, analyze the reasons of their origin in the territory of forest fund which is under their authority and to timely take measures for elimination of these reasons;

inform local executive and administrative organs of basic territorial level in not work cases on plowing of farmlands by agricultural organizations and other organizations of lands around the settlements adjoining on forest fund;

raise forces and funds for suppression of wildfires according to the plans of attraction of forces and means used for suppression of wildfires in the corresponding territory approved by local executive and administrative organs.

5. The legal entities, individual entrepreneurs and citizens performing forest utilization shall:

nobility and fulfill requirements of fire safety in the woods;

before receipt of allowing documents for cabins of the wood for carrying out cabins of the main use (continuous cabins) and other cabins (except for cleaning of clutter) to develop the plan of fire-proof actions according to appendix 1, except for of the legal entities conducting forestry according to Article 20 of the Forest code of the Republic of Belarus, performing procurement of wood on the sites of forest fund provided to them for forest management. This plan joins obligatory fire-proof actions for the list according to appendix 2, and also other actions necessary for ensuring fire safety. Venues of cabins of the wood during the fire-dangerous season (except as specified establishments of the I class of fire risk of the woods under the terms of weather) are provided with the fire fighting equipment and means for suppression of wildfires on regulations according to appendix 3;

before fire-dangerous season to instruct workers about observance of requirements of fire safety in the woods, and also about methods of suppression of wildfires;

in case of work in the wood to store flammable and combustible liquids in the closed container in the specially allotted place cleared during fire-dangerous season of vegetable cover and other combustible materials;
