Based on part three of article 13 of the Law of the Republic of Belarus of January 7, 2012 No. 340-Z "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446, the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve Sanitary standards and the rules "Sanitary and Epidemiologic Requirements to Rendering Services to Children in the Sphere of Physical Culture and Sport" (are applied).

2. This resolution becomes effective after its official publication.

Sanitary standards and rules "Sanitary and Epidemiologic Requirements to Rendering Services to Children in the Sphere of Physical Culture and Sport"

Chapter 1. General provisions

1. These sanitary standards and rules establish sanitary and epidemiologic requirements to rendering by the organizations, public associations (further - the organizations) and individual entrepreneurs of services to children in the sphere of physical culture and sport (further - sports and improving work with children if other is not provided).

Requirements of these sanitary standards and rules do not extend to the organizations and individual entrepreneurs concerning whom the Council of Ministers of the Republic of Belarus approves specific sanitary and epidemiologic requirements, obligatory for observance.

Requirements of these sanitary standards and rules can not be followed by the organizations and individual entrepreneurs on condition of providing in the course of economic activity of the safety excluding damnification to the state or public concerns, the environment, life, health, the rights and legitimate interests of citizens.

The requirements which are not established by these sanitary standards and rules are determined by Chapters 1, of 2, of 5 general sanitary and epidemiologic requirements to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing, approved by the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "About development of entrepreneurship".

2. In these sanitary standards and rules the terms and their determinations established by the Law of the Republic of Belarus of January 4, 2014 No. 125-Z "About physical culture and sport" are used.

For the purposes of these sanitary standards and rules the following term and its determination is applied:

the main rooms - the rooms located in the building or part of the building to whom sports and improving work with children is directly carried out.

3. Perpetrators bear responsibility according to the legislation in the field of sanitary and epidemiologic wellbeing of the population for non-compliance with requirements of these sanitary standards and rules.

4. The organization of sports and improving work with children is performed taking into account the minimum age determined according to the resolution of the Ministry of Sport and tourism of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of January 16, 2017 No. 2/6 "About establishment of recommended minimum age for occupations sports", and in the presence at children in stipulated by the legislation cases of the medical certificate about the state of health issued by the organization of health care according to the resolution of the Ministry of Health of the Republic of Belarus of July 9, 2010 to No. 92 "About establishment of the forms "The Medical Certificate About the State of Health", "Statement from Medical Documents" and approval of the Instruction about procedure for their filling".

5. When carrying out sports and improving work with children availability of the first-aid kit of first aid universal which is completed taking into account the list of investments according to appendices 2 and 5 to the resolution of the Ministry of Health of the Republic of Belarus of December 4, 2014 with No. 80 "About establishment of lists of first-aid kits of first aid, first-aid kits of emergency medical service, the investments entering these first-aid kits and determination of procedure for their picking" is provided.

6. Under the organization of sports and improving work with children:

medical examinations of working are performed according to the procedure, No. 74 established by the resolution of the Ministry of Health of the Republic of Belarus of July 29, 2019 "About performing the obligatory and extraordinary medical examinations working";

hygienic training and education is performed according to the legislation in the field of sanitary and epidemiologic wellbeing of the population.

Chapter 2. Requirements to conditions and to the organization of sports and improving work with children

7. Sports and improving work with children shall be organized in the territories remote from thoroughfares in the open air, industrial, municipal and other enterprises which can be source of noise and air pollution shall have plain surface with the biases providing withdrawal of surface water.

8. The organization of sports and improving work with children is not allowed:

in the territories of sanitary protection zones;

in the open air in case of emergency situations of natural and technogenic nature, in case of the air temperature below -15 °C and speed of movement of air more than 3 m/s.

9. The territory in which sports and improving work with children is carried out in the evening shall be lit. Level of illumination of the Earth's surface shall be at least 20th luxury, and sports grounds - at least 40th luxury.

10. The used equipment of sports grounds on design and the sizes shall correspond to age features of children, technical regulatory legal acts.

11. The device of the used sports constructions covered and plane, including coverings of sports grounds, shall correspond to the technical regulatory legal acts used in architectural, town-planning and construction activities.

12. The territory shall conform to the established sanitary and epidemiologic requirements to its content.

13. The main rooms shall be placed in land and first floors of buildings.
