2. Add Item 7 of the Regulations on maintaining the state water register approved by the order of the Government of the Russian Federation of April 28, 2007 No. 253 "About procedure for maintaining the state water register" (The Russian Federation Code, 2007, No. 19, the Art. 2357), the subitem "g" of the following content:
"d) about categories of water objects or their parts for the purposes of establishment of technological indicators of the best available technologies in the field of sewage treatment with use of centralized systems of water disposal of settlements or city districts.".
3. To the Ministry of Natural Resources and Environmental Protection of the Russian Federation till March 1, 2020 to make changes to form of the state water register of the Russian Federation.
4. The realization of the powers of Federal Agency for Water Resources provided by this resolution is enabled within the limiting Russian Federation established by the Government of the number of staff and the salary fund of employees of the Agency, and also budgetary appropriations provided to it in the federal budget on management and management in the field of the established functions.

1. These rules establish procedure for reference of water objects to categories of water objects for the purposes of establishment of technological indicators of the best available technologies in the field of sewage treatment with use of centralized systems of water disposal of settlements or city districts (further - categories).
2. Reference of water objects to categories performs Federal Agency for Water Resources.
3. Water objects or their parts are subject to reference to categories. Reference of water objects or their parts to categories is not the basis for permission of dumping of sewage into such water objects or their parts, and also does not lift ban on dumping of sewage into water objects or their parts in the cases established by the legislation of the Russian Federation.
4. Water objects or their parts are subject to reference to one of categories according to the criteria given in Items 5 - 9 these rules.
5. To category A are subject to reference:
a) the water objects which are completely located in the territories of especially protected natural territories and their conservation zones;
b) the parts of water objects which are completely located in the territories of especially protected natural territories and their conservation zones;
c) Lake Baikal, and also the water objects in parts or in full located in the Baikal natural territory, entering catchment basin of Lake Baikal.
6. To category B are subject to reference:
a) The Azov, Black, Japanese, Baltic and Caspian seas and their parts (except for the seas and their parts which are subject to reference to category A);
b) lakes and water storage basins (except for the lakes and water storage basins which are subject to reference to category A);
c) the water objects or their parts (except for the water objects or their parts which are subject to reference to category A, and also ponds and the flooded pits) located in borders of the water management sites adjoining frontier of the Russian Federation;
d) swamps (except for the swamps which are subject to reference to category A);
e) streams and channels (except for the streams and channels which are subject to reference to category A);
e) the water objects or their parts located in borders of the water management sites adjoining or relating to the Azov, Black, Japanese, Baltic and Caspian seas (except for the water objects or their parts which are subject to reference to category A);
g) the water objects or their parts (except for the water objects or their parts which are subject to reference to category A) located in borders of water management sites in which borders the reservoirs determined according to the Water code of the Russian Federation which are completely located in the territories of appropriate subjects of the Russian Federation and which use of water resources is performed for ensuring drinking and economic and household water supply of 2 and more subjects of the Russian Federation are fully or partially located;
h) the rivers or their parts located within one water management site, which are subject to reference to category B based on Item 9 of these rules;
i) the rivers or their parts located within one water management site, which are not subject to reference to categories A, B and G and not corresponding at the same time to the following criteria in the closing alignment:
median value for calendar year of concentration in water of phosphates (on phosphorus) does not exceed mg/dm3 0,15 within 3 calendar years in a row;
the amount of median values for calendar year of concentration in water ammonium ion, nitrate ion, nitrite ion (in recalculation respectively on nitrogen ammonium, nitrogen of nitrates and nitrogen of nitrites) does not exceed 1 mg/dm3 within 3 calendar years in a row;
arithmetic-mean value of concentration of the oxygen dissolved in water in July exceeds 6 mg/dm 3, and in January - 4 mg/dm3 within 3 calendar years in a row;
j) the rivers or their parts located within one water management site concerning which in case of reference to categories there are no data allowing to refer them to categories A, B and G according to Items 5, of 7 and 8 these rules.
7. To category B are subject to reference:
a) the seas or their parts which are not subject to reference to category A or B;
b) The Pacific Ocean (within the territorial sea of the Russian Federation);
c) the water objects or their parts located in borders of the water management sites adjoining or relating to the water objects specified in subitems "an" and "b" of this Item (except for the water objects or their parts which are subject to reference to category A or B);
