About the general principles of the organization of communities of indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation

This Federal Law establishes the general principles of the organization and activities of communities of indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation created for the purpose of protection of the primordial habitat, traditional conduct of life, the rights and legitimate interests of the specified indigenous ethnic groups and also determines the legal basis of communal form of self-government and the state guarantees of its implementation.

Article 1. Basic concepts

In this Federal Law the following concepts are used:

indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation (further - the small people) - the people living in regions of the North, Siberia and the Far East in the territories of traditional resettlement of the ancestors, keeping the traditional conduct of life, economic activity and crafts numbering less than 50 thousand people and realizing themselves independent ethnic communities;

representatives of other ethnic communities are the representatives of ethnic communities who are not belonging to the small people, but constantly living in places of traditional accommodation and traditional economic activity of the small people and performing traditional economic activity of the small people;

communities of the small people - forms of self-organization of the persons belonging to the small people and combined on kinship (family, sort) and (or) territorial neighbour's to signs, created for the purpose of protection of their primordial habitat, preserving and development of traditional conduct of life, economic activity, crafts and culture;
