About approval of Rules of advanced training of the personnel occupied on subjects to use of atomic energy

1. Approve the enclosed Rules of advanced training of the personnel occupied on subjects to use of atomic energy.

2. To provide to committee of atomic and energy supervision and control of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of advanced training of the personnel occupied on subjects to use of atomic energy

Chapter 1. General provisions

1. These rules of advanced training of the personnel occupied on subjects to use of atomic energy (further – Rules), are developed according to the subitem 19) of article 6 of the Law of the Republic of Kazakhstan "About use of atomic energy" and determine procedure for advanced training of the personnel occupied on subjects to use of atomic energy.

2. The physical persons and legal entities performing activities in the field of use of atomic energy provide advanced training of personnel according to the procedure, established by these rules.

Chapter 2. Procedure for advanced training of the personnel occupied on subjects to use of atomic energy

3. Advanced training of personnel is performed for the purpose of maintenance of due professional level and satisfaction of need for increase in knowledge and skills of the personnel occupied on subjects to use of atomic energy.

The physical persons and legal entities performing activities in the field of use of atomic energy are developed and carried out on regular basis of the program for advanced training for all categories of personnel.

4. The program of advanced training includes:

1) maintenance of knowledge and practical skills of personnel necessary for accomplishment of procedural, emergency and emergency actions;

2) enhancement of theoretical knowledge and practical skills of personnel in case of scope change of functional obligations, the revealed shortcomings of work, modifications of subjects to use of atomic energy and (or) changes of procedures;

3) increase in level of knowledge of bases of the separate applied disciplines studied in the course of primary preparation with profound consideration of Sections according to which insufficient knowledge is revealed;

4) increase in level of responsibility for safe operation of installation;

5) the analysis of the shortcomings of work of personnel revealed by means of systematic efficiency evaluation of operation of subject to use of atomic energy;

6) increase in overall performance of operation personnel by regular preparation for the complex challenges relating to operation of subject to use of atomic energy;

7) development of the skills necessary for execution of the job responsibilities by it, functions and tasks;

8) questions of radiation protection and control in that degree in what it is necessary for execution by personnel of the job responsibilities, functions and tasks.

5. The personnel which perform special functions in case of accidents improve skills for accomplishment of these functions. Programs of advanced training of the personnel which are responsible for fire safety include fire-proof doctrines.

6. Advanced training of personnel is carried out at least once in five years.

7. Programs of advanced training are periodically reviewed by the physical persons and legal entities performing activities in the field of use of atomic energy for the purpose of determination of their compliance to requirements of preparation and efficiency. In case of review of programs of advanced training special attention is paid to changes in regulating documents, in design of subject to use of atomic energy, and also operating experience, including:

1) to the new or modified installations or the equipment;

2) to the new or reviewed procedures;

3) to the new regulating requirements;

4) feedback from personnel, heads of younger link, trainees, instructor structure, results of assessment of programs, to events in this operating organization or in other organizations of industry;

5) to the analysis of root causes of events, corrective actions;

6) to the problems arising in the course of preparation including cases of poor progress of trainees;

7) to shortcomings of activities of personnel;

8) to the new or reviewed regulations regulating activities or training of personnel;

9) to the problems connected with preserving knowledge and operating experience.

8. Following the results of advanced training the document confirming training is issued.
