3. To inform employees and military personnel of bodies of homeland security of the Republic of Kazakhstan of this order.

4. To impose control of execution of this order on the vice-chairman of Committee of homeland security of the Republic of Kazakhstan Kolkobayev M. O.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of activities of the housing commissions and work of information system of bodies of homeland security of the Republic of Kazakhstan

Chapter 1. General provision

1. These rules of activities of the housing commissions of bodies of homeland security of the Republic of Kazakhstan (further - Rules) determine procedure for activities of the housing commissions of bodies of homeland security of the Republic of Kazakhstan (further - ONB).

2. The housing commissions of ONB (further - the Housing commission) are the collegiate organs created under public institutions of ONB, authorized on pronouncement of decisions on housing questions, acting on the permanent basis.

3. The structure of the Housing commission affirms the order of the first head of public institution.

4. The housing commission is created of odd quantity at least five people.

5. The housing commission consists of the chairman of the Housing commission, members and the secretary of the Housing commission.

6. Are part of the Housing commission:

head of legal service;

head of financial service;

head of personnel service;

representatives of public institution.

The main objective of the Housing commission is adoption of the legal decision about provision, privatization or exchange of the dwelling from housing stock of public institution, and also calculation of the size, appointment, recalculation, implementation, the termination, suspension and renewal of housing payments and implementation of monetary compensation to personnel structure of ONB.

11. Functions of the Housing commission are:

1) ensuring timely consideration of addresses of employees, military personnel and employees of ONB (further - applicants) and members of their families which addressed on recognition by their persons in need in the dwelling, provision of the dwelling from housing stock of public institution, and also privatization or exchange of the office dwelling consisting on balance of public institution;

2) ensuring timely consideration of addresses of employees and military personnel on calculation of the size, appointment, recalculation, implementation, the termination, suspension and renewal of housing payments and implementation of monetary compensation;

3) verification of the submitted documents;

4) consideration of the submitted documents;

5) decision making about satisfaction of addresses or removal of motivated refusal;

6) consideration of question of the conclusion of the employment contract (subhiring) of the dwelling;

7) implementation of the translation of the dwelling, privatizeable, in municipal housing stock;

8) storage and business management (materials);

9) receipt of explanation from applicants;

10) receipt of information at state bodies and other organizations on applicants and their real estate;

11) other questions established by the housing legislation of the Republic of Kazakhstan.

Chapter 3. Organization of activities of the Housing commission

12. The housing commission sits as required, but at least once a month.

13. The decision of the Housing commission is signed by the members of the Housing commission having the right to vote.

19. The information system is intended for accounting, storage, processing and data analysis of applicants and provides centralized collection, systematization of information necessary for decision making by the housing commission.
