RESOLUTION OF THE MINISTRY OF EMERGENCY SITUATIONS OF THE REPUBLIC OF BELARUS

About approval of Rules on ensuring industrial safety of hoisting cranes

(as amended of the Resolution of Council of Ministers of the Republic of Belarus of 24.05.2021 No. 40)

Based on part two of article 20 of the Law of the Republic of Belarus of January 5, 2016 No. 354-Z "About industrial safety" and subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve Rules on ensuring industrial safety of hoisting cranes (are applied).

2. This resolution becomes effective since June 1, 2019.

Rules on ensuring industrial safety of hoisting cranes

Section I. General provisions

Chapter 1. General provisions

1. These rules are obligatory for the subjects of industrial safety which are owners of hoisting cranes, and (or) carrying out separate work types and (or) the services (designing, production, reconstruction, technical upgrade, commissioning, installation, adjustment, servicing, repair, technical diagnosing, engineering certification, testing, operation, preservation, temporary suspension, conclusion from operation) connected with hoisting cranes, technical devices in their structure.

2. For the purposes of these rules terms and their determinations in the values determined by state standard of the Republic of Belarus GOST 33709.1-2015 "Hoisting cranes are applied. Dictionary. Part 1. General provisions", the approved resolution of the State committee on standardization of the Republic of Belarus of June 12, 2017 No. 44, and also the following terms and their determinations:

the tower crane – the crane of boom type rotary with the arrow fixed in the upper part of vertically located tower;

the hoisting crane – the machine of cycling action intended for lifting and moving in space of the load suspended by means of hook or withheld by other load gripping body;

the customer of the hoisting crane – the legal entity, the individual entrepreneur, physical person by whose orders works as the hoisting crane which owners they are not are performed;

capital repairs – the repair which is carried out within service life of the hoisting crane for recovery of operability and complete or close to complete of recovery of resource of the hoisting crane with replacement or recovery of any its parts including basic;

adjustment – set of transactions on preparation, regulation and setup of the hoisting crane and (or) the devices and safety controls aimed at providing its work in the set conditions with the characteristics determined by operational documentation throughout certain time;

servicing – complex of the transactions on maintenance determined by operational documentation of the manufacturer and (or) established by the owner of the hoisting crane according to the industrial safety accepted in the subject system of servicing and repair on maintenance of the hoisting crane, technical devices in its structure in operating and serviceable condition in case of their use to destination, storage and transportation;

residual resource – the settlement size of operating time of the hoisting crane (from the moment of carrying out inspection) before limiting achievement of condition of its basic units (the bearing metal designs) by criteria of fatigue;

devices for load-lifting transactions – load gripping bodies of hoisting cranes, load gripping devices;

the limiting condition – condition of the hoisting crane in case of which its further operation is inadmissible or inexpedient or recovery of its operating state is impossible or inexpedient;

the operator – the legal entity, the individual entrepreneur performing production of construction, handling and other work types on cargo transfer using hoisting cranes;

repair – recovery of the nodes damaged, worn out or become useless for any reason, devices of safety of the hoisting crane with bringing the hoisting crane to operating state;

repair complete – the repair of the hoisting crane with the expired service life which is carried out on the hoisting crane which is in the working (mounted) condition for the purpose of elimination of the defects revealed as a result of technical diagnosing for recovery of operability and resource of the hoisting crane with prolongation of service life before the next inspection;

repair capital and recovery – the repair of the hoisting crane with the expired service life which is carried out after dismantling of the hoisting crane for the purpose of elimination of the defects revealed as a result of technical diagnosing of the hoisting crane for recovery of its resource;

reconstruction – the change of design of the hoisting crane causing the necessity of modification of the passport (for example, change like the drive, length of trellised arrow, height of tower, load-carrying capacity, stability), the re-equipment of hoisting cranes and other changes causing redistribution and change of loadings;

resource – total settlement operating time of the hoisting crane from the beginning of operation or from renewal of its operation after repair before transition to limiting condition;

service life normative – calendar (or determined by the counter of engine hours) the operation duration before achievement of resource basic units (the bearing metal designs) of the hoisting crane which is written down in its passport or established in documents by calculation and design. Service life normative begins with the moment of launch of the hoisting crane in operation, or since production of the hoisting crane if the conditions of preservation of the hoisting crane established by the manufacturer were not complied;

the specialized organization – the organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing, installation, adjustment, repair, servicing, technical diagnosing of potentially dangerous objects and technical devices (or selection of the specified list of works (services);

running repair – the repair which is carried out for providing or maintenance of the hoisting crane and consisting in replacement and (or) recovery of separate parts;

technical upgrade – set of works on enhancement of the hoisting crane by means of replacement of structural elements and systems on better for the purpose of increase in its technological level and economic characteristics;

operation – stage of lifecycle of the hoisting crane at which its quality is implemented, supported and recovered. Operation of the hoisting crane includes generally proper use (work), transportation, installation, storage, servicing and repair.

3. These rules extend on:

3.1. hoisting cranes of bridge type with a loading capacity of 20 t and more, operated on hazardous production facilities (buildings, workshops, sites, platforms);

3.2. hoisting cranes:

the cranes of bridge type managed from cabin, except for the cranes used in the educational purposes on polygons of organizations of education, training centers of the organizations;

the cranes of bridge type with a loading capacity more than 10 t managed from floor by means of the push-button device suspended on the crane from the stationary panel on radio channel or the single-wire communication line;

cranes of cable type;

cranes of boom type with a loading capacity more than 1 t, except for cranes with permanent departure or not supplied mechanism of turn, perestavny cranes for installation of masts, towers, the pipes established on the mounted construction, the tower cranes used in the educational purposes on polygons of organizations of education, training centers of the organizations;

cranes manipulators with a loading capacity more than 5 t or with the cargo moment more than 15 ton meters, except for the cranes manipulators established on the base;

the load electric trolleys moving on elevated railway lines together with cabin of management;

the cranes excavators used for work only with the hook suspended on rope or electromagnet;

3.3. the technical devices operated on the hoisting cranes specified in subitems 3.1 and 3.2 of this Item (further, unless otherwise specified, – technical devices):

settlement metalwork;

devices and safety controls;

load gripping bodies;

load gripping devices;

the container made using welding, intended for cargo transfer with use of hoisting cranes, except for the special container applied in metallurgical production (further – container).

4. Requirements of these rules do not extend on:

works by hoisting cranes in case of liquidation of emergency situations;

the hoisting cranes established in mines on ocean ships, inland navigation vessels, courts of the swimming mixed (river sea), small size vessels and other floating objects;

the hoisting cranes intended for work only with the hinged equipment excluding use of load gripping devices (vibropogruzhatel, shpuntovydergivatel, cabins (cradles) for movement of people, drilling equipment, etc.);

hoisting cranes with a loading capacity of 1 t and more, specially designed for application on the subjects to use of atomic energy put into operation, operated and taken out of service in case of the treatment of nuclear materials, nuclear fuel, radioactive materials, radioactive waste, radiation sources and their movement, and also in case of cargo transfer in rooms (zones) in which the systems and elements important for safety of subjects to use of atomic energy are located, and also applied on subjects to use of atomic energy to which special rules extend;

hoisting cranes with the manual drive;

cranes pipe layers;

hoisting machines of special purpose (floor, charging and landing machines, electro-and auto-loaders, put - and mostoukladochny machines, tow trucks, automobile hydraulic elevators for raising of people, loads, construction elevators, etc.);

winches for load lifting and (or) people;

the manipulators used in robotic systems;

manipulators on wood processing;

the excavators intended for work with the digging equipment or the grab;

mounting polyspasts and designs to which they are suspended (masts, shevra, beams, etc.);

hoisting cranes, including the military hoisting machines included in the list of potentially dangerous objects, productions and the related types of activity having specifics of military application, which are subject to supervision, No. 66 approved by the resolution of Council of Ministers of the Republic of Belarus of January 29, 2013.

5. According to the solution of subject of managing of the requirement of these rules can be applied to the organization of operation and works using hoisting cranes to the following hoisting cranes which are not relating to potentially dangerous objects:

the cranes of bridge type managed from cabin and the tower cranes used in the educational purposes on polygons of organizations of education, training centers of the organizations;

the cranes of bridge type and console cranes with a loading capacity up to 10 t inclusive managed from floor by means of the push-button device suspended on the crane, or from the stationary panel, and also managed remotely on radio channel or the single-wire communication line;

cranes of boom type with a loading capacity up to 1 t inclusive;

the cranes manipulators established on the base;

cranes manipulators are automobile, pneumowheel, korotkobazovy, caterpillar, on the special chassis, on the chassis of wheel and caterpillar tractors, rail, railway, perestavny, trailing, self-established with a loading capacity up to 5 t inclusive or with the cargo moment to 15 t · m inclusive;

cranes of boom type with permanent departure or not supplied with the turn mechanism;

cranes perestavny for installation of masts, towers, pipes, established on the mounted construction;

the cranes established on excavators, crushing and reloading aggregates, otvaloobrazovatel and other technological machines, used only for repair of these machines;

electric waists which are not part of mechanisms of the hoisting cranes specified in subitems 3.1 and 3.2 of Item 3 of these rules.

6. Departures from requirements of these rules can be allowed according to subitem 20.24.2 of Item 20.24 of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, the Council of Ministers of the Republic of Belarus approved by the resolution of February 17, 2012 No. 156 (further - the single list of ministerial procedures).

7. The hoisting cranes and technical devices specified in Item 3 of these rules shall conform to requirements of industrial safety, including these rules, technical regulations of the Customs union (further - TR CU), technical regulations of the Eurasian Economic Union (further - TR EEU) which action extends to them.

Hoisting cranes, devices for load-lifting transactions concerning which TR CU, TR EEU became effective are released provided that they underwent the necessary assessment procedures of compliance established by TR CU, TR EEU.

8. Production not subject to confirmation compliance to requirements of TR CU and TP EEU of the hoisting cranes and technical devices included in the list of potentially dangerous objects and the technical devices which are subject to examination of industrial safety, No. 614 approved by the resolution of Council of Ministers of the Republic of Belarus of August 5, 2016 operated on them (further – the list of objects of examination of industrial safety), is performed by the manufacturer in the presence of permission of Department on supervision of safe operation in the industry of the Ministry of Emergency Situations (further – the Gospromnadzor) received according to subitem 20.1.1 of Item 20.1 of the single list of ministerial procedures.

9. Operational documents on the hoisting cranes including manufactured outside the territory of the Republic of Belarus shall conform to requirements of Articles 4, of 5, of appendices 1, of 2 TP TS of 010/2011 and these rules.

Passports of hoisting cranes, electric roofing felts which are part of mechanisms of the hoisting cranes specified in subitems 3.1 and 3.2 of Item 3 of these rules shall be constituted in forms according to appendices 1-5.

10. The manufacturer of the hoisting crane, the organization authorized by the manufacturer shall provide completeness of operational documentation on the hoisting crane, technical devices in its structure.

11. In case of loss (reduction in worthlessness) passports, managements (instruction) for operation and other operational documents on the hoisting crane and technical devices operated in the Republic of Belarus, the specified documents can be recovered by the manufacturer of the hoisting crane or the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes, technical devices of the corresponding type.

For the hoisting cranes manufactured and acquired outside the territory of the Republic of Belarus, which were not in operation in the territory of the Republic of Belarus, reduction (in need of) operational documentation in compliance with requirements of these rules is performed by the manufacturer of the hoisting crane or the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes of this type.

12. In case of recovery of the passport of the hoisting crane or its reduction in compliance with requirements of these rules by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes of this type the following shall be considered:

results of technical diagnosing (engineering certification) of the hoisting crane;

the conclusion of the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes of this type about compliance of design of the hoisting crane, its nodes and mechanisms, including devices and safety controls, to requirements of these rules;

the report of accredited test laboratory (center) on the chemical composition and mechanical properties of material of metalwork of the hoisting crane in the absence of the information about them.

13. Regarding their device requirements of technical regulatory legal acts according to which they are designed and made, and also specified in operational documentation of the manufacturer are applied to the hoisting cranes operated in the Republic of Belarus, designed and manufactured before enforcement of TR CU 010/2011, and also other TR CU and TP of EEU which operation extends to them.

When carrying out capital repairs (reconstruction, technical upgrade) the hoisting cranes specified in part one of this Item, their devices and safety controls shall be brought into accord with requirements of Item 31 and Chapter 12 of these rules.

If when carrying out capital repairs (reconstruction, technical upgrade) the hoisting crane cannot be brought into accord with requirements of industrial safety, the hoisting crane shall be taken out of service and is utilized.

14. Preparation and examination concerning industrial safety of workers of subjects of industrial safety is performed according to the Instruction about procedure for preparation and examination concerning the industrial safety approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 6, 2016 No. 31 (further – the Instruction about procedure for test of knowledge).

15. Training of the workers of the subject of industrial safety who are according to requirements of these rules persons responsible for the organization and ensuring industrial safety in case of operation of the hoisting cranes specified in subitems 3.1 and 3.2 of Item 3 of these rules (further - persons responsible for safe operation), is performed with frequency at least, than once in five years.

Persons responsible for safe operation, are:

person on supervision of safe operation of hoisting cranes;

person responsible for content of the hoisting crane in good repair;

person responsible for safe works by hoisting cranes.

16. The head of the subject of industrial safety when implementing activities in the field of industrial safety for production, installation, adjustment, servicing, repair, technical diagnosing, engineering certification of hoisting cranes and technical devices appoints the local legal act of persons responsible for conducting the specified works.

17. In case of accident or incident on belonging to the subject of industrial safety hazardous production facility on which the hoisting cranes specified in subitem 3.1 of Item 3 of these rules, and (or) the hoisting cranes specified in subitem 3.2 of Item 3 of these rules are operated, the subject of industrial safety directs information on emergence of accident or incident according to the Instruction about procedure, terms of the direction and information collection about emergence of the accident or incident approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 6, 2016 No. 33.

18. The subject of industrial safety shall ensure safety of situation of accident or incident prior to technical investigation if it does not pose hazard to life and human health.

In case when it is necessary to conduct works on recovery from the accident or incident, on preserving life and human health it is necessary to fix situation at the time of accident with use of means of photo and video fixing, creation of schemes, etc.

In case of the accident, incident and (or) accident connected with operation of the hoisting crane equipped with the registrar of parameters of operation of the hoisting crane (further - the registrar of parameters), when conducting investigation the owner of the hoisting crane shall provide reading of information from the registrar of parameters and its disaggregation.

19. Technical investigation of the reasons of the accidents and incidents connected with operation of hoisting cranes is conducted according to the Instruction about procedure for technical investigation of the reasons of accidents and incidents, and also their accounting approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 12, 2016 No. 36.

20. The subject of industrial safety reports about the hoisting cranes which occurred in case of operation group accident, fatal accident, the accident which led to severe industrial injuries to Gospromnadzor in form according to appendix 9 to the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of August 14, 2015 No. 51/94 "About the documents necessary for investigation and accounting of labor accidents and occupational diseases" according to the requirements stated in Item 10 of Rules of investigation and accounting of the labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30.

Chapter 2. General requirements to designing of hoisting cranes, technical devices

21. When designing hoisting cranes (including their nodes, mechanisms, galleries, platforms, ladders), the technical devices included in the list of objects of examination of industrial safety the requirements specified in the Section II of these rules shall be considered.

22. Project (design) documentation on production of the hoisting crane, separately made assembly unit, the technical device shall include:

specification;

specifications (in the presence);

management (instruction) for operation;

set of drawings, calculations and operational documents;

programs and techniques of testing;

reasons for safety, in the cases provided by TR CU and TP of EEU.

23. Load-carrying capacity, dimensions and other parameters of hoisting cranes and technical devices shall be established by the specification on designing.

24. Designing of hoisting cranes, the technical devices intended for work in explosive environments, nodes and mechanisms of such hoisting cranes shall be performed taking into account requirements of the technical regulation of the Customs union "About safety of the equipment for work in explosive environments" (TR CU 012/2011) accepted by the decision of the Commission of the Customs union of October 18, 2011 No. 825.

25. Climatic modification of projectible hoisting cranes and technical devices shall correspond to climatic areas in which use of the hoisting crane, the technical device is planned.

The choice of materials when designing settlement metalwork shall be made taking into account the lower extreme values of ambient temperatures for working and non-working condition of the hoisting crane, degrees of loading of elements and aggression of the environment.

26. Durability, rigidity, stability and steadiness of settlement metalwork, and also the corresponding indicators of safety of mechanisms of the hoisting crane taking into account the set operating modes shall be confirmed with calculation and results of testing.

27. When designing the hoisting cranes working in the open air constructive decisions against accumulation of moisture shall be provided in the closed cavities. Metalwork and metal details of hoisting cranes shall be protected from corrosion.

28. When designing of freely standing hoisting cranes of boom type they shall be checked by calculation for stability against capsizing in case of action of test loading, action of load (cargo stability), lack of load (own stability), sudden removal of loading and installation (dismantle).

At hoisting cranes under the terms of which operation lowering of not loaded arrow in horizontal position is required stability in case of such provision of arrow shall be provided.

29. To application as cargo, boom, guy, traction, bearing, mounting the steel ropes having the certificate in the form approved by the Decision of Board of the Eurasian economic commission of April 9, 2013 No. 81 "About approval of form of the certificate of the Eurasian Economic Union on testing of load-lifting chains, steel ropes, textile ropes and tapes and rules of its registration" are allowed (further - the test certificate). In the absence of the specified document application of ropes is not allowed.

30. On hoisting cranes cargo lamellar and welded chains can be applied.

Chains shall have the test certificate, in case of its absence application of chains is not allowed.

31. Cranes of bridge type with a loading capacity more than 10 t and group of classification (mode) A6, tower cranes with a loading capacity more than 5 t, cranes suffices portal, railway and self-propelled jib cranes shall be equipped by registrars of parameters.

32. The design and arrangement of galleries, platforms and ladders on the hoisting crane and in installation sites of hoisting cranes are determined by projects on production or on installation of the hoisting crane.

33. The cargo chains, steel ropes, textile ropes and tapes applied to production of devices for load-lifting transactions shall have the test certificate. In the absence of the specified certificate application of load-lifting chains, steel ropes, textile ropes and tapes is not allowed.

34. Removable load gripping devices shall be supplied with the passport in form according to appendix 6.

35. Cargo hoisting slings on textile basis shall be made according to requirements of these rules, and also design documentation.

The main technical requirements to design and materials of hoisting slings from textile tapes are specified in appendix 7.

Each hoisting sling from textile tapes shall have marking label in form according to appendix 8.

36. Extreme sizes of variations of crane way of the hoisting crane shall conform to requirements according to appendix 9.

37. The device of crane way (except way of locomotive cranes), the base for installation of stationary tower cranes, binding of the tower crane to the building under construction by means of steel communications shall be made on the project developed by the manufacturer of the hoisting crane or the project organization having the certificate of compliance on the right of implementation of the corresponding type of activity issued by the Ministry of Architecture according to Regulations on certification of the legal entities and individual entrepreneurs performing separate types of architectural, town-planning, construction activities (their components), performance of works on the inspection of buildings and constructions approved by the resolution of Council of Ministers of the Republic of Belarus of March 21, 2014 No. 252.

In case of installation of the hoisting crane for the operated final crane journey it shall be checked by the organization specified in part one of this Item, calculation admissibility of such loading.

Readiness of crane way to operation shall be confirmed with the act of delivery of road bed under the device of the upper structure of crane way and by the delivery and acceptance certificate of crane way to operation according to appendix 10, to which results of planned and high-rise shooting shall be attached.

38. Crane ways of tower cranes are carried out according to instructions (in case of their availability) the manufacturer of tower cranes.

39. Deadlock emphasis of crane ways of tower cranes, cranes goat, portal and bridge type shall correspond to crane loadings and have the passport. The passport of deadlock emphasis is developed by their manufacturer.

In case of lack (loss) of the passport of deadlock emphasis, the passport is developed by the manufacturer of deadlock emphasis or the owner of the hoisting crane.

40. The passport of deadlock emphasis shall contain the name of the manufacturer (in case of development of the passport by the owner of the hoisting crane - data of the owner of the hoisting crane), serial number (in case of development of the passport by the owner - inventory number(s)), technical characteristics, type and dimensional group of hoisting cranes for which the emphasis is intended, delivery set, general requirements on operation, safety requirements, the approval certificate (in case of development of the passport by the owner - number and approval date of the act of inspection of deadlock emphasis of hoisting cranes, the name of the organization conducting examination of deadlock emphasis), warranty obligations (in case of development of the passport by the owner - are not specified).

Chapter 3. General requirements to production, reconstruction, technical upgrade, repair, installation, adjustment, servicing of hoisting cranes and technical devices

41. In case of production, reconstruction, technical upgrade, repair, installation, adjustment and servicing of hoisting cranes, technical devices requirements of TR CU, including TR CU 010/2011, TP EEU, these rules shall be fulfilled.

Installation, adjustment, repair, servicing of hoisting cranes, technical devices shall be carried out according to the requirements stated in operational documents of the manufacturer.

42. Project (design) and technology documentation on production, reconstruction, technical upgrade, repair of hoisting cranes, technical devices shall contain requirements, indicators and regulations to which hoisting cranes, technical devices, requirements for quality control of welding and rejection indicators, safety requirements, the list of testing, procedure for acceptance of components and finished product shall correspond in general, and also data on metals and welding materials which shall be applied in case of production, technical upgrade, reconstruction, repair.

43. Application in settlement metalwork of the combined connections in which part of effort is perceived by welded seams and part – bolts, is not allowed.

44. The welders who underwent certification according to the Rules of certification of welders of the Republic of Belarus on manual, to the mechanized and automated welding by melting approved by the State committee of the Republic of Belarus on supervision of safe operation in the industry and nuclear power on June 27, 1994, and having the testimonial of the welder are allowed to works on welding and tack of elements of settlement metalwork, devices for load-lifting transactions and container, welding of platforms, handrail and ladders on the hoisting crane.

45. Methods and regulations of quality control of welding of trial (control) welded connection shall meet the requirements of these rules and technology documentation.

46. The organization and management of works on assembly, welding of settlement metalwork of hoisting cranes, devices for load-lifting transactions and container shall be assigned to the specialist in the field of welding production (the head of welding works) of appropriate level of competence.

47. Welding works shall be performed according to the technology documents, technology instructions for welding (WPS) developed by the manufacturer or the specialized organization.

48. Manufacturing techniques, reconstruction, technical upgrade, installation, repair of hoisting cranes, technical devices using welding and technology instructions for welding (WPS) shall be approved by the head of the organization which developed the above-stated processes. The engineering procedure of welding applied in case of production, reconstruction, technical upgrade, installation and repair of settlement metalwork of hoisting cranes of devices for load-lifting transactions and container shall be certified (is qualified).

Approval of results and the field of distribution of production certification (qualification) of technology of welding and establishment of effective period of results and the field of distribution of certification (qualification) of technology of welding is performed according to Item 20.23 of the single list of ministerial procedures.

49. For production of elements of settlement metalwork, devices for load-lifting transactions, container from sheets, profile hire, pipes application of all methods of cutting providing high-quality receipt of forms and the sizes of these elements according to working drawings is allowed. Cutting of materials and semifinished products from steel shall be made on the technology excluding possibility of formation of cracks or quality degradation of metal on edges and in zone of thermal influence.

50. Welding shall be made in rooms (places) excluding influence of adverse atmospheric conditions on quality of welded connections. Accomplishment of welding works is allowed on special technology on condition of protection of places of welding against atmospheric precipitation and wind in the open air.

51. Opportunity and procedure for production of welding works at temperature below 0 °C are established by the requirements stated in technology documentation.

52. The tacks executed in the course of assembly of metal construction can not be removed if when welding they are completely melted. Before welding of tack shall be cleared of slag.

53. Welded connections of settlement metalwork shall have the brand or other designation allowing to establish surname of the welder making welding. The marking method applied to welded connections shall not worsen product quality. Marking shall be carried out by the methods ensuring its safety in use of the hoisting crane.

54. Quality of the welding materials applied to welding of metalwork of the hoisting crane, devices for load-lifting transactions, container shall be confirmed by the document of the manufacturer confirming quality of production and check of welding properties just before application.

The welding materials applied to welding of metalwork of the hoisting crane, devices for load-lifting transactions, container shall provide mechanical properties of metal of seam and welded connection (strength, relative lengthening, bend corner, impact strength) not of the lower limiting indicator of the listed below properties of the metal of basic elements of metalwork established for this brand of steel.

55. In welded connections the following defects are not allowed:

the cracks of all types and the directions located in seam metal through alloyage and in okoloshovny zone of the main metal, including the microcracks revealed in case of microscopic research;

violation of form of seam;

neprovara (lack of fusion) located on surface on the section of welded connection;

neprovara in top (root) of the angular and tavrovy connections executed without cutting of edges;

local flows with a total length more than 100 mm on the site of seam of 1000 mm, undercuts depth of more 0,5 of mm on metal up to 20 mm thick, but no more than 3 percent from metal thickness;

time with a diameter more than 1 mm at thickness of metal up to 20 mm and more 1,5 of mm at thickness of metal over 20 mm in number of more than 4 pieces on length of seam of 400 mm with distance between defects less than 50 mm;

the time located in the form of continuous grid;

slag and firm inclusions;

not made craters;

fistulas;

not made burn-throughs in seam metal;

burn-throughs and submelting of the main metal (in case of joint contact welding of pipes);

splashes and places of ignition of arch on the main metal;

shifts of edges are higher than the regulation provided by drawings.

56. The manufacturer, the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in installation, repair of hoisting cranes, technical devices of the corresponding type shall apply such types and amounts of quality control of welding and welded connections which would guarantee detection of unacceptable defects. At the same time the amount of control shall conform to requirements of these rules.

Quality control of welding and welded connections includes:

check of skill level and employee assessment;

check of the assembly and welding, control equipment, equipment, devices and tools;

quality control of the main materials;

quality control of welding materials and materials for defectoscopy;

operational control of technology of welding;

nondestructive quality control of welded connections;

the destroying control;

control of correction of defects.

57. Types of the nondestructive and (or) destroying control are determined by the manufacturer, and are specified by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in installation, repair of hoisting cranes, technical devices of the corresponding type according to the requirements stated in Item 56 of these rules in project (design) and operational documentation.

At the same time visual inspection of 100% of welded connections shall precede all other control methods.

Control of welded connections of elements of settlement metalwork, devices for load-lifting transactions and container by other nondestructive methods carry out only after elimination of the defects revealed in case of visual inspection. By other methods of nondestructive control surely subject the beginning and the termination of welded seams of joint connections of belts and walls of box-shaped metalwork of beams, columns, arrows, devices for load-lifting transactions.

In case of any total control method length of controlled sites of welded connections shall constitute at least:

50% of joint length - on each joint of the stretched belt of box-shaped or trellised metal construction;

25% of length of joint or the compressed site of wall - on each joint of the compressed belt or the compressed sites of walls;

75% of joint length - on each joint of designs of arrows, gusk and rack boxes of portal cranes;

25% of seam length - for other types of the welded connections which are not specified earlier and also for other welded connections controlled by ultrasonic method.

In case of identification during nondestructive control of unacceptable defects in welded connections all connection shall be subjected to control. The defective sites of welded seams revealed in case of control shall be removed mechanically and digested.

Quality control of welded connections of cargo chains shall be exercised by external survey and measurements, and also the nondestructive, destroying control methods which shall be established in technology documentation on production.

All welded connections of cargo chains are subject to external survey and measurements. The quantity of joints of welded connections of the cargo chains subjected to radio graphic approach of control is established in design and technology documentation on their production.

The quality evaluation of welded connections by results of external survey and radio graphic approach of control is made according to design and technology documentation on production of cargo chains which shall contain the regulations of quality evaluation of welded connections excluding product output with the defects reducing their durability and operational reliability.

58. The accredited test laboratory (center) shall perform accomplishment of the nondestructive and destroying control methods. The methods and parameters of control, controlled hoisting cranes, technical devices specified in the field of accreditation of such laboratory (center) shall correspond to the methods and parameters of control, controlled technical devices provided by design documentation.

Level of competence of the specialists who are carrying out nondestructive control with disaggregation and assessment of results shall be not below the second level.

Results on each type and the place of control including operational, shall be fixed in reporting documentation (magazines, forms, protocols, route cards).

Gages shall undergo the state checking (calibration).

59. Quality of welded connections is considered unsatisfactory if in them in case of any kind of control the internal or outside defects which are going beyond regulations, stipulated in Item 55 these rules are found.

60. Quality of material and the components used to production, reconstruction, technical upgrade, installation, repair and servicing of hoisting cranes of technical devices shall be supported by the document of the manufacturer confirming quality of production and incoming inspection. In the absence of the document of the manufacturer confirming quality of production use of material and components based on results of carrying out testing by accredited test laboratory (center) for the parameters provided by the documents of the manufacturer confirming quality of production is allowed.

61. For check of compliance of the manufactured hoisting cranes, technical devices to requirements of project, design documentation the manufacturer shall carry out testing, according to the programs and techniques constituted and approved by the manufacturer.

Results of testing are drawn up by protocols and acts. Results of acceptance testing shall be written down in the passport of product.

Acceptance testing of hoisting cranes (bridge, goat, tower, portal, etc.), settlement metalwork which cannot be tested loading in the place of production are carried out after installation of the hoisting crane, settlement metalwork on site of operation.

The acceptance and periodic tests of the hoisting cranes specified in subitems 3.1 and 3.2 of Item 3 of these rules and manufactured in the Republic of Belarus, which are carried out by the manufacturer are performed with participation of the official of the Gospromnadzor.

Devices for load-lifting transactions and container are tested after production by the manufacturer, and after repair - in the organization in which they were exposed to repair, the loading, for 25% exceeding their passport load-carrying capacity.

62. Availability of the test bench and (or) other test equipment which characteristics shall provide carrying out testing of all nomenclature of devices for the load-lifting transactions and container made by the subject of industrial safety is the compulsory provision for production of devices for load-lifting transactions and container.

63. The manufacturer shall supply each manufactured hoisting crane with well distinguishable accurate and nonerasable identification text according to requirements of TR CU 010/2011 and these rules.

The identification text, marking shall remain during all service life of the hoisting crane, settlement metalwork.

The nodes and mechanisms, settlement metalwork, devices and safety controls manufactured as spare parts or component parts shall have identification marking of the manufacturer according to the project documentation and the documents confirming quality of production.

Devices for load-lifting transactions and container shall be supplied with brand or strong the attached metal label with indication of serial number, passport load-carrying capacity and date of testing. Fixture of labels shall ensure their safety until the end of service life. At the same time the data specified in part one of this Item shall be specified in the enclosed operational documents.

64. Each manufactured hoisting crane, devices and safety controls are completed with the following operational documentation:

passport;

management (instruction) for operation;

the instruction for installation (if installation of the crane is required);

other documentation provided by technical documentation on production.

Technical devices, separate nodes, mechanisms, details shall have the documents of the manufacturer confirming quality of production.

65. The management (instruction) for operation of the hoisting crane shall be developed according to requirements of TR CU 010/2011, TP TS or TP EEU extending to them of these rules.

66. The manufacturer of hoisting cranes, technical devices shall record them production.

The manufacturer determines procedure for accounting of the manufactured devices for load-lifting transactions and container. Accounting data shall contain the following data: the name of adaptation, passport load-carrying capacity, the name of technical regulatory legal act according to which devices for load-lifting transactions and container, document number of the manufacturer confirming quality of production, the applied material, results of quality control of welding, results of testing of devices for load-lifting transactions and container were manufactured.

67. When completing hoisting cranes from components, settlement metalwork, nodes, details, mechanisms, devices and safety controls manufactured by several organizations, quality of production of the hoisting crane in general compliance to its these rules and execution of operational documentation on the hoisting crane are provided by the manufacturer making the hoisting crane in assembled form.

The passport of the hoisting crane is constituted according to documents of the organizations which made separate components. The documents confirming quality of components are stored at the manufacturer of the hoisting crane.

68. The owner of the hoisting crane, the specialized organization, having found in the course of installation, adjustment, operation shortcomings of its design or production, and also discrepancy of the hoisting crane to requirements of these rules, shall stop installation, adjustment, operation of the hoisting crane and to send to the manufacturer and to Gospromnadzor the message.

69. The manufacturer considers the shortcomings of design and production of hoisting cranes, technical devices revealed in use and takes measures for their elimination. When the revealed shortcomings can affect safety of use of hoisting cranes, the manufacturer notifies by technical devices all organizations exploiting them on need and methods of elimination of such shortcomings, and also sends the technical documentation and required materials, details and nodes which are subject to replacement.

70. The manufacturer, having received the message from the owner of the hoisting crane on shortcomings of its design or production, eliminates the defects and also allowed in case of production of departure from requirements of regulations and rules of ensuring industrial safety if on these departures there is no approval of the Gospromnadzor according to subitem 20.24.2 of Item 20.24 of the single list of ministerial procedures.

The manufacturer keeps in the magazine account of the arrived messages in which the information about the subject of industrial safety who directed the message, serial number of the hoisting crane, the summary of the message is brought.

71. The reconstruction, technical upgrade and repair of hoisting cranes (including, using welding) requiring modification of design of hoisting cranes shall be made on the project and (or) specifications (in the presence), developed manufacturers of hoisting cranes or the specialized organizations having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes.

If the project on reconstruction (technical upgrade) of the hoisting crane provides accomplishment of installation, adjustment, repair work, such works shall be carried out by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in installation, adjustment, repair of hoisting cranes of the corresponding type.

72. In the passport of the hoisting crane subjected to reconstruction, by the organization making reconstruction information on the carried-out works with reference to the enclosed design documentation shall be entered, or the new passport can be constituted by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes.

Documentation confirming information on the carried-out works and modification of design of the hoisting crane (the certificate of nature of reconstruction signed by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes and which developed the project of reconstruction, the new characteristic of the hoisting crane and general views of the hoisting crane with the main overall dimensions (is attached to the passport of the hoisting crane in case of their change), basic electric and hydraulic schemes (in case of their change), schemes kinematic mechanisms and the scheme of zapasovka of ropes (in case of their change), the copies of documents of the manufacturer confirming quality of production (the statement from them) on the metal applied in case of reconstruction of the crane, the copy of documents of the manufacturer confirming quality of production (statements from them) on the applied welding materials, data on results of quality control of welding of metalwork, experimental testimony of industrial safety, the act of the executed reconstruction constituted by the commission which part representatives of the organizations which developed the project documentation on reconstruction, making reconstruction, the organization operating the hoisting crane shall be).

73. The organization which was carrying out technical upgrade shall enter data on the carried-out technical upgrade in the passport of the hoisting crane.

Project and executive documentation on the carried-out works is attached to the passport of the hoisting crane.

74. Installation, adjustment of the hoisting cranes specified in subitems 3.1 and 3.2 of Item 3 of these rules shall be carried out by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in installation, adjustment of hoisting cranes according to requirements of the manufacturer and these rules.

75. By results of installation, adjustment of hoisting cranes by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in installation, adjustment of hoisting cranes the statement of installation (the report on adjustment) of the hoisting crane shall be drawn up.

76. After installation of the crane of cable type the following documents are attached to its passport:

acceptance acts of metalwork (in the manufacturer and the assembly site);

the act of testing of metalwork if such testing is provided by the project;

project of crane way;

the acceptance act of the bases and crane ways with instrumentalno the checked marks and bindings;

the act on anchoring of ropes in couplings (in case of fixture of ropes in couplings);

the act of measurement of pro-weight of the bearing ropes;

the act of measurement of tension in delays of support;

the inspection statement of ropes by means of the defectoscope;

the inspection statement of provision of the shaking support.

77. The pro-weight of the bearing rope of the crane of cable type is measured from impact of load which lot is equal to load-carrying capacity of the crane, and the mass of load trolley in case of its arrangement in the middle of flight. The actual size of pro-weight shall not differ from project more, than on the established admission. Check of compliance of the shaking support to project provision is made in case of arrangement of the empty cart at not shaking support.

78. When checking crane ways of the crane of cable type measure tilt angle (for inclined crane ways), horizontal position and linearity of ways, distances between ways of one support and between ways of opposite support (only for portable parallel cranes).

Check of condition of crane ways, anchorings of ropes in couplings and measurement of tension in delays of support, and also check of compliance to the project of provision of the shaking support (only for cranes with the shaking support) and the pro-weight of the bearing ropes in use shall be carried out in case of each engineering certification of the crane.

79. After installation of the bridge crane the drawing of installation of the crane with indication of arrangement main trolleev and the airfield for entrance on the hoisting crane shall be attached to its passport. On the drawing the actual sizes regulated by these rules shall be specified.

80. The passport of the hoisting crane moving on elevated crane way shall include information that the crane way is expected operation of this hoisting crane. Information on compliance of elevated way to loadings from the established hoisting crane is provided by the organization specified in Item 37 of these rules which developed the project of the device of crane way, or the owner of the hoisting crane with reference to the project of crane way developed by the manufacturer of the hoisting crane.

81. The passport of the hoisting crane specified in subitems 3.1 and 3.2 of Item 3 of these rules established on the mooring shall include data on admissibility of such installation.

If plates of counterbalance and ballast for tower and portal cranes are made by the owner of the crane, then the act of acceptance of plates with indication of their actual weight shall be provided.

82. The documents specified in Items 72, of 76 and 79 these rules shall be filed in the passport of the hoisting crane and be its appendix.

83. The repair of the hoisting cranes (including using welding) specified in subitems 3.1 and 3.2 of Item 3 of these rules, the technical devices specified in subitem 3.3 of Item 3 of these rules, which is not requiring introduction of constructive changes can be performed on developed technology by the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in repair of hoisting cranes of the corresponding type, technical devices.

Hoisting slings, except for chain, are not subject to repair.

84. About the made repairs of the hoisting crane, settlement metalwork, devices and safety controls of hoisting cranes, replacement of nodes, mechanisms, ropes, load gripping bodies, devices and safety controls without change of parameters of the hoisting crane entry in appropriate section of the passport of the hoisting crane with indication of date, data on nature of repair and the replaced components with indication of the documents of the manufacturer confirming quality of production, the applied materials, the replaced elements (if necessary), data on acceptance of the hoisting crane from repair with indication of date and document number about acceptance from repair, the signature of person responsible for content of the hoisting crane in good repair is made.

85. For safety of works in case of installation, adjustment and repair, servicing of the hoisting crane and observance of requirements of the project of works, the instruction for installation and (or) managements (instruction) for operation (repair)) the head of the specialized organization appoints the manufacturer the local legal act:

works, responsible for maintaining, under the direction of which it is installed, adjustment, repair and servicing of the hoisting crane;

the workers having to corresponding performed work of profession of the worker (the mechanics, servicemen, electricians, welders, workers having other professions of the worker (if necessary)) for performance of works on installation, adjustment, repair of hoisting cranes, technical devices.

When carrying out by the owner of the hoisting crane of works on installation, adjustment, servicing, repair of hoisting cranes the above-stated works can be carried out under the leadership of person responsible for content of the hoisting crane in good repair appointed by the local legal act.

Responsible for conducting works under the direction of which it is installed adjustment, repair and servicing of hoisting cranes and (or) technical devices, the workers having corresponding to the performed work of profession of the worker for performance of works on installation, adjustment, repair and servicing of hoisting cranes and (or) technical devices shall have the corresponding group on electrical safety.

86. The danger area where it is installed, adjustment, reconstruction, technical upgrade, repair, servicing of the hoisting crane, shall be protected or designated by signs of safety and warning labels.

87. It is not allowed to perform works on installation of the hoisting cranes, technical devices established on the dug-out air in ice, fog, snowfall, thunder-storm, in case of air temperature below or at speed of wind is higher than the extreme values specified in the instruction for installation of the manufacturer (the passport of the hoisting crane).

88. The owner of the hoisting crane during its operation provides completing with its ropes corresponding to the type, design and characteristics specified in operational documentation.

In case of replacement of rope on the hoisting crane which is in operation on which rope, the design and characteristics differ from specified in the passport of the hoisting crane it is necessary to obtain documentary information on possibility of such replacement from the manufacturer of the hoisting crane or the specialized organization having special permission (license) for the right of implementation of activities in the field of industrial safety regarding performance of works and (or) services in designing of hoisting cranes of the corresponding type.

Section II. Main requirements to the device of hoisting cranes, their nodes, mechanisms, galleries, platforms, ladders, ropes, technical devices

Chapter 4. Requirements to mechanisms

89. Mechanisms of load lifting and arrow shall be executed so that lowering of load and arrow was performed only from the working engine.

90. Application of welded nodes and details in the nodes transferring the rotating (twisting) moment in mechanisms of the hoisting crane is not allowed.

91. the mechanism of movement of hoisting cranes on caterpillar to the course with the general drive of two caterpillars for separate management of them.

In the cases specified in paragraphs second and third to part one of this Item, the brake shall have not disconnected kinematic communication with rotary part of the hoisting crane, caterpillars or wheels.

93. In designs of connections of elements of hoisting cranes spontaneous discrediting or separation shall be excluded.

94. The hoisting cranes having telescopic sliding arrows and towers shall be provided with automatic stop and reliable fixing of the pushed design.

95. At jib cranes the effort which is required for raising (promotion) manually of portable support or their parts shall not exceed 200 N. In case of bigger effort portable support shall have hydraulic, mechanical or other drive.

96. The self-propelled jib cranes having podressorenny running gear and the bezautrigerny characteristic shall be equipped with the devices excluding action of elastic suspension brackets, allowing to transfer the loading perceived by the hoisting crane is direct on running gear or portable support. They shall be equipped also with the stabilizer of elastic suspension brackets allowing to transfer regularly load of all springs of one tradable axis their uniform sag was provided. On hoisting cranes on the automobile and special chassis of automobile type these devices on front axes can not be established.
