Approve the enclosed Rules of forming, adjustment and approval of the federal scheme of the address with waste of I and II classes of danger.

Rules of forming, adjustment and approval of the federal scheme of the address with waste of I and II classes of danger

1. These rules establish procedure for forming, adjustment and approval of the federal scheme of the address with waste of I and II classes of danger, and also the requirement to its structure (further - the federal scheme).

2. The federal scheme is created in electronic form and is part of federal state information system of accounting and control of the address with waste of I and II classes of danger (further - system).

3. Approval and adjustment of the federal scheme regarding the data specified in subitems "e", "z" and "i" of item 4 of these rules (further - the approved part of the federal scheme), are performed by the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

Adjustment of the federal scheme regarding the data specified in subitems "a" - "д" and item 4 of these rules, is provided with the operator of system determined according to Item 2 of article 14.3 of the Federal law "About Production Wastes and Consumption" by means of entering of the specified data into system or changes of these data in system.

4. The federal scheme includes the following Sections:

a) data on types of waste of I and II classes of danger and sources of formation of waste of I and II classes of danger, standard rates of formation of the waste and limits on their placement approved concerning waste of I and II classes of danger;

b) data on the locations, capacities, technical characteristics of objects of processing, utilization, neutralization and placement of waste of I and II classes of danger;

c) the information about operators according to the address with waste of I and II classes of danger;

d) data on the actual number of the formed, processed, utilized, neutralized and placed waste of I and II classes of danger;

e) the scheme of flows of waste of I and II classes of danger from sources of their education to objects of processing, utilization, neutralization and placement of waste of I and II classes of danger;

e) data on target indicators on neutralization and placement of waste of I and II classes of danger;

g) balance of quantity characteristics of formation of waste of I and II classes of danger with capacities on their processing, utilization, neutralization and placement;

h) data on the planned constructions, reconstruction, removal from operation of objects of processing, utilization, neutralization and placement of waste of I and II classes of danger;

i) data on assessment of the needs for financing planned constructions, reconstruction, removal from operation including recultivation of the territories, objects of processing, utilization, neutralization and placement of waste of I and II classes of danger.

5. Data on the locations, capacity and technical characteristics of objects of processing, utilization, neutralization and placement of waste of I and II classes of danger of the federal scheme include:

a) the data on objects of processing, utilization, neutralization and placement of waste of I and II classes of danger including:

identification taxpayer number - the owner of object of processing, utilization, neutralization and placement of waste of I and II classes of danger;

name of object of processing, utilization, neutralization and placement of waste of I and II classes of danger;

the name of the subject of the Russian Federation in the territory of which object of processing, utilization, neutralization and placement of waste of I and II classes of danger is located;

b) data about:

production capacity (tons (units) a year, it is total by types of waste), the equipment of object of processing, utilization, neutralization and placement of waste of I and II classes of danger;

free capacity and useful life for subjects to placement of waste of I and II classes of danger.

6. The information about operators according to the address with waste of I and II classes of danger includes the following data:

a) identification taxpayer number - the legal entity or the individual entrepreneur, the name of the subject of the Russian Federation in the territory of which the licensed type of activity on collection, transportation, processing, utilization, neutralization, placement of waste of I and II classes of danger is performed;

b) types of waste of I and II classes of danger and the list of types of activity on collection, transportation, processing, utilization, neutralization, placement of waste of I and II classes of danger which correspond to these types of waste;

c) number and registration date of the license;

d) the name of the licensing body.

7. Data on the actual number of the formed, processed, utilized, neutralized and placed waste of I and II classes of danger contain data on the actual amount of the formed, processed, utilized, neutralized and placed waste of I and II classes of danger which are specified as of the end of the previous calendar year.

8. The scheme of flows of waste of I and II classes of danger from sources of their education to objects of processing, utilization, neutralization and placement of waste of I and II classes of danger contains data on amount and lot of formation of waste of I and II classes of danger in places of their education or accumulating with indication of objects of processing, utilization, neutralization and placement of such waste.

9. Data on target indicators on neutralization and placement of waste of I and II classes of danger contain the following information on preset values with breakdown by years:

a) shares of the neutralized waste of I and II classes of danger in total quantity of educated waste of I and II classes of danger (percent);

b) shares of the placed waste of I and II classes of danger in total quantity of educated waste of I and II classes of danger (percent).

10. The balance of quantity characteristics of formation of waste of I and II classes of danger with capacities is determined by their processing, utilization, neutralization and placement for the end of prior calendar year and contains information:
