The governments of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

being guided by the Agreement on interaction of the State Parties of the Commonwealth in the field of geodesy, cartography, the inventory and remote sensing of Earth of October 9, 1992 and the Agreement on cooperation in the field of advanced training and occupational retraining of specialists of the State Parties of the Commonwealth of Independent States of May 25, 2007,

in view of the Decision of Council of Heads of Government of the Commonwealth of Independent States on giving of the status of the basic organization of the State Parties of the Commonwealth of Independent States to "Moscow State University of Geodesy and Cartography" public educational institution of higher professional training for training in the field of geodesy, cartography, the inventory and remote sensing of Earth of May 21, 2010,

in view of need of development of personnel capacity of the organizations in the field of geodesy, cartography, the inventory and remote sensing of Earth of the State Parties of the CIS, and also enhancement of system of secondary professional (special) and higher education in the above-stated area,

for the purpose of development of cooperation in preparation, retraining and advanced training of specialists of the organizations in the field of geodesy, cartography, the inventory and remote sensing of Earth of the State Parties of the CIS and the faculty of educational institutions (organizations) (further – preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth),

considering availability in the State Parties of the CIS of educational institutions (organizations) providing preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth

agreed as follows:

Article 1

The parties help cooperation in the following directions:

preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth;

exchange of modern educational and methodical and research materials, curricula and educational programs;

use of opportunities of preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and the remote sensing of Earth offered by educational institutions (organizations) of the State Parties of the CIS.

Article 2

Each Party according to the national legal system and international treaties of the state promotes provision to citizens of the State Parties of this agreement of possibility of receipt of educational services in preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth, including on preferential basis.

Article 3

Each Party determines authorized body (bodies) to which implementation of this agreement is assigned what informs depositary along with the notification on accomplishment of the interstate procedures necessary for the introduction of the Agreement in force on.

In case of change of the name of authorized body (bodies) the relevant Party informs on it depositary.

Authorized bodies of the Parties interact directly concerning implementation of this agreement.

Article 4

Financial conditions of preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth are determined on the basis of mutual arrangements in contracts (contracts) between authorized bodies of the Parties within the means provided by it in national budgets on accomplishment of the functions assigned to them according to the national legal system.

The parties have the right to use other sources of financing which are not prohibited by the legislation of the State Parties of this agreement and also different forms of settlement.

Article 5

The parties promote exchange of information about national system of preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth according to the procedure, determined by the legislation of the State Parties of this agreement.

Authorized bodies to which implementation of this agreement is assigned exchange educational and methodical and research materials, curricula and educational programs, information on holding scientific and practical conferences, other actions in the field of preparation, retraining and advanced training of specialists in the field of geodesy, cartography, the inventory and remote sensing of Earth at meetings (sessions) of Interstate council on geodesy, cartography, the inventory and remote sensing of Earth or as required by means of requests.

Article 6

Information obtained during implementation of this agreement of one of the Parties cannot be used by it to the detriment of interests of other Parties.

The address with information, including confidential, and its protection in case of cooperation within this agreement are performed by the Parties according to the national legal system and international treaties of their states.

Article 7

The matters of argument between the Parties connected using and interpretation of this agreement, are permitted by consultations and negotiations of concerned parties.

Article 8

This agreement does not affect the rights and obligations of each of the Parties according to other international treaties which participant is its state.

Article 9

This agreement becomes effective after 30 days from the date of receipt by depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

For the Parties which performed interstate procedures later this agreement becomes effective after 30 days from the date of receipt by depositary of the adequate notice.

Article 10

This agreement after its entry into force is open for accession of any State Party of the CIS dividing provisions of this agreement by transfer to depositary of the document on accession.

For the joined state the Agreement becomes effective after 30 days from the date of receipt by depositary of the document on accession.

Article 11

In the consent of the Parties changes and additions which are its integral part which are drawn up by the relevant protocol can be made to this agreement.
