About approval of Aviation rules of the organization of aviation engineering support of the state aircraft of the Republic of Belarus

Based on article 6 of the Air code of the Republic of Belarus, Item 1 of the resolution of Council of Ministers of the Republic of Belarus of December 4, 2006 No. 1617 "About some measures for implementation of the Air code of the Republic of Belarus" and subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719 "Questions of the central bodies of military management of Armed Forces of the Republic of Belarus", the Ministry of Defence of the Republic of Belarus DECIDES:

1. Approve the enclosed Aviation rules of the organization of aviation engineering support of the state aircraft of the Republic of Belarus.

2. Declare invalid the resolution of the Ministry of Defence of the Republic of Belarus of September 1, 2015 No. 23 "About approval of Aviation rules of aviation engineering support of the state aircraft of the Republic of Belarus" (The national legal Internet portal of the Republic of Belarus, 02.10. 2015, 8/30253).

3. This resolution becomes effective since December 23, 2018.

Aviation rules of the organization of aviation engineering support of the state aircraft of the Republic of Belarus

Section I. General provisions

Chapter 1. General provisions

1. In these Aviation rules content and the organization of aviation engineering support of the state aircraft are determined, and also established:

general operational regulations and repair of aviation engineering, means of maintenance and operational repair;

requirements for maintaining documentation of aviation engineering service, planning of aviation engineering support, the organization of technical training of persons from among aeronautical personnel;

requirements imposed to persons from among aeronautical personnel, their obligation and the right;

requirements for ensuring reliability of aviation engineering and technical aviation safety;

procedure for placement, fire protection and protection of aviation engineering in airfields (helidromes).

2. In republican state bodies in activities for which purpose the state aircraft is used, and in republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus" based on the requirements stated in these Aviation rules if necessary instructions (management) in which content and the organization of aviation engineering support are determined are developed, the structure of the located forces and means of aviation engineering service, types of the operated aviation engineering, condition of its basing, procedure for proper use are considered.

3. For the purposes of these Aviation rules the following reducings are applied:

AV - aircraft armament;

Joint stock bank - the rechargeable battery;

The joint-stock company - aeronautical equipment;

ARZ - aircraft repair plant;

ASK - the automated control system;

ASP - aviation weapons of destruction;

AT - aviation engineering;

AE - aviation squadron;

TANK - pilotless aviation complex;

The BASQUE - the onboard automated control system;

BIT - base of the measuring equipment;

BQ - fighting set;

BLA - the unmanned aerial vehicle;

DRILL - the onboard device of registration;

VZPU - air control center;

The runway - landing strip;

AF - the air vehicle;

Fuel and lubricants - fuel and greases;

DOSAAF - republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";

ZIP - spare parts, tools, accessories;

IAO - aviation engineering support;

IAS - aviation engineering service;

ITS - technical engineer personnel;

KBP - rate of combat training;

KLP - rate of flight training;

KP - control center;

KPA - the control and checking equipment;

KULP - rate of educational flight training;

LA - the flight vehicle;

LITAS - laboratory of the measuring equipment;

NIO - the research organization;

NSK - terrestrial facilities of control;

OK - objective control;

ORBP - security service of flights of control by aircraft;

Quality Department - technical inspection department;

PVD - the receiver of air pressure;

PZ - representation of the customer;

PS and PDS - search and rescue and paraborne service;

PTS - pyrotechnic means;

PU - control center;

RD - taxiway;

RLE - flight manual of AF (the instruction to crew);

RHO - the maintenance schedule;

RE - the maintenance guide;

RTO - radio engineering providing;

REB - radio-electronic fight;

REO - the avionics;

RER - radio-electronic investigation;

SAPS - means of emergency escape of the airplane;

With (V) and D - the airplane (helicopter) and the aircraft engine;

The SI - gage;

SNK - means of non-destructive (defektoskopichesky) testing;

SNO - ground servicing equipments;

SNO OP - ground servicing equipments of common application;

SNO of the joint venture - ground servicing equipments of special application;

JUICE - means of objective control;

The SPU - flight interphone system;

HUNDRED - means of maintenance;

TNPA - technical regulatory legal acts;

THAT is maintenance;

TSO - technical means of training;

TECh - technical and operational part;

ED - the operating documentation.

4. For the purposes of these Aviation rules the following terms and their determinations are used:

aviation division - aviation link, calculation BAK, aviation group, aviation squadron or airmobile group, and also other primary aviation structure of aviation military unit (part);

aviation engineering - the piloted by AF, pilotless AF in complex with terrestrial facilities of management, communication and ensuring application, aircraft engines, the removable and stationary installed on AF equipment, ASP established on AF of PTS and also aviation exercise machines;

aviation military unit (part) - military unit (organization) subordinated to the head of republican state body or DOSAAF in which legally there is state AF used for flights or service employees of which will organize use of airspace;

airfield control - control of technical condition of SNO OP, visual and documentary check of quality of fuel and lubricants, special liquids and gases which carry out faces from among ITS, with registration of permission to use of these means to destination;

non-failure operation - property of product AT is continuous to keep operating state for some time or practices;

the aircraft equipment - set of the aggregates, devices, systems, the complexes established onboard AF and fixed to it in accordance with the established procedure;

the bulletin - the document approved and approved in accordance with the established procedure based on which works on maintenance (recovery), improvement of tactical and technical and technical and economic characteristics, elimination of constructive and production shortcomings, modification of operational and repair documents are carried out directly on the products delivered to the customer and which are in operation on repair or storage;

warranty operating time - product AT operating time within action of warranty obligations;

warranty period - time interval during which warranty obligations are effective;

warranty obligations - obligations of the supplier or the contractor to the customer or the consumer to guarantee during fixed term and (or) operating time compliance of quality of delivery items of AT or the carried-out works to the requirements stated in the operating documentation on them and to gratuitously eliminate the defects revealed during this period or to replace defective products of AT in case of observance from the customer or the consumer of the established operational requirements, including use, storage, transportation and mounting of products AT;

LOC ARM to proper use - condition by which degree of readiness of product AT for accomplishment of tasks according to its assignment is determined (operability of product AT and time necessary on its preparation for use);

defect - each separate discrepancy of product AT to the established requirements;

durability - property of product AT to keep working capacity before limiting condition in case of the installed TO system and repair;

protective gear of the pilot - set of special clothes and devices mounted on it intended for ensuring protection of crew members of AF against adverse factors and impacts of external environment;

product AT - sample (complex, system) and constituents entering it created (purchased) on tactical technically (technical) task of the state customer (customer) AT and (or) according to the documentation coordinated (approved) with it;

tools - the industrial equipment intended for impact on product AT for the purpose of change of its condition;

ITS - aeronautical personnel of IAS;

major repair - repairs which are made for recovery of operability of product AT and complete or close to complete of recovery of resource of product AT with replacement or recovery of any its constituents;

the component - the product AT (the block, the aggregate, detail) intended for accomplishment of certain technical functions as a part of other products AT or their constituents, created not for specific item of AT on independent sets of the design and fabrication documentation and which is not subjected to changes in process of creation of products AT in which it is applied;

design documentation - set of the design documents containing depending on their assignment this, necessary for development, production, control, acceptance, delivery, operation and repair of product;

warranty operation - regular operation of the set number of the products AT allocated for more intensive expenditure of resource in comparison with other products AT for the purpose of receipt of the advancing information on influence of operating time or useful life on their technical condition, determination of opportunity and conditions of establishment of new measure values of reliability for the same products AT;

upgrade - complex of the works which are carried out for the purpose of improvement of separate tactical technical characteristics and figure of merits of product AT by means of limited change of its design;

reliability - property of product AT to keep in time in the set limits of value of all parameters characterizing its capability to perform required functions in the set modes and conditions of proper use, carrying out TO, storage and transportation;

terrestrial facilities of management of BLA - set of the automated workplaces (Items, stations) providing management of BLA on all flight stages and work of the target loadings established on BLA;

the appointed complete resource - total operating time in case of which achievement operation of product AT shall be stopped irrespective of its technical condition;

the appointed complete service life - the calendar duration of operation in case of which achievement operation of product AT shall be stopped irrespective of its technical condition;

the appointed resource before the first repair - product AT operating time from the beginning of operation before its first repair;

the appointed time to the first overhaul - the calendar duration of operation of product AT from the beginning of operation before its first repair;

the appointed between-repairs resource - product AT operating time between adjacent repairs;

the appointed reserve maintenance period of service - the calendar duration of operation of product AT between adjacent repairs;

the appointed storage duration - calendar storage life in case of which achievement storage of product AT shall be stopped irrespective of its technical condition;

operating time - duration (amount) of work of product AT which, (which) can be as continuous (employment duration in hours, run kilometers and so forth), and the integer size (number of job cycles, starts and so forth);

non-operational condition (defect) - condition of product AT in case of which it does not correspond at least to one of the requirements stated in operating and (or) repair documentation;

the disabled condition (nonserviceability) - condition of product AT in case of which value at least of one parameter characterizing capability to perform the set functions, does not conform to the requirements stated in operating and (or) repair documentation;

operational repair - the repair of product AT which is carried out in aviation military units (parts), and also in the locations of defective products AT;

the organization manufacturer - the organization by which forces are performed production (repair), delivery of products AT by orders of the state customer and which head assumes responsibility concerning compliance of delivery items of AT of the approved standard pattern;

the organization developer - the organization which forces carry out development project, including development of working design documentation on again developed (modernized) product AT and which head is responsible for its development;

survey of AT - check of technical condition of AT in the amount established in the RHO or RLE;

refusal - the event consisting in violation of operating state of product AT;

cross survey - survey of AF (TANK) which is carried out jointly by persons from among ITS designated for IAO of flights in different flight changes;

acceptance tests of the state AF - the testing performed for quality evaluation of the state AF;

devices - the industrial equipment intended for installation or the direction of object of the labor or tools in case of accomplishment of technological transaction;

damage of AT - the event consisting in violation of operability of product AT when preserving its operating state;

adjustment fire of weapons systems of AF - approval of the directions of axes of weapon, the AV installations and devices of measurement of coordinates of the purpose (optical beam-alignment targets, heatdirection finders, antennas of radar stations) of construction axis of AF according to required accuracy;

operating state (working capacity) - condition of product AT in case of which values of all parameters characterizing capability to perform the set functions, conform to the requirements stated in operating and (or) repair documentation;

the order of the senior service employee of IAS - type of the administrative document which publishes the senior service employee of IAS for the purpose of implementation specific (one-time) organizational (control, administrative) actions for questions of operation and repair of AT according to the requirements stated in these Aviation rules;

the regulated repair - the scheduled repair of product AT which is carried out with frequency and in amount, established in ED, irrespective of its technical condition at the time of the beginning of repair;

repair - complex of transactions on recovery of operability (resources) or operability of products AT or their constituents;

maintainability - the property of product AT consisting in its fitness to maintenance and recovery of operating state by means of TO and repair;

repair on technical condition - repair in case of which control of technical condition of product AT is carried out with frequency and in amount, established in operating and (or) repair documentation and I will eat around and the moment of the beginning of repair are determined taking into account technical condition of product AT;

resource - total operating time of product AT from the beginning of its operation or its renewal after repair before transition to limiting condition;

the leading ITS - service employees of IAS from the chief of engineering design (group) above;

SNO OP - SNO providing THAT to AF of different types;

SNO of the joint venture - The SNO delivered together with AF and providing THAT to AF of specific type;

keeping - property of product AT to keep in the set limits of parameter value characterizing its capability to perform required functions during and after storage and (or) transportation;

medium repair - repairs which are made for operability recovery (partial recovery of resource) of product AT by means of replacement or recovery of its constituents of the limited nomenclature and control of technical condition of constituents of product AT which amount is established in regulating technical documentation;

means of ensuring of application of BLA - set of the engineering devices intended for taking-off and ensuring communication with BLA on all flight stages;

means of technological equipment - set of the instruments of production necessary for implementation of engineering procedure;

means of operation - the building, constructions, engineering devices, spare parts and materials intended for implementation of works on AT at all operational phases;

control facility - engineering device, substance and (or) material for monitoring procedure;

service life - the calendar duration of operation of product AT from its beginning or renewal after repair before transition to limiting condition;

shelf life - calendar storage life and (or) transportations of product AT during which remain in the set limits of parameter value characterizing capability of product AT to perform the set functions;

the senior service employee of IAS - the head of IAS of control aircraft, aviation military unit (part) or division;

running repair - repairs which are made for providing or maintenance of product AT by means of replacement and (or) recovery of its separate constituents;

technical documentation * - the set of documents necessary and sufficient for direct use at each stage of product lifecycle;

TNPA - technical regulations, technical codes of common practice, standards, including state standards of the Republic of Belarus, standards of the organizations, technical specifications, aviation rules, methods of forming and calculation of statistics approved (enacted) according to the procedure, established by the legislation;

technical specifications - TNPA containing technical requirements to specific type, the AF model or to attended operation including acceptance procedures of products, works and method (methods) of control;

the industrial equipment - the means of technological equipment supplementing production equipment, intended for accomplishment of certain part of engineering procedure;

production equipment - means of technological equipment in which for accomplishment of certain part of engineering procedure materials or procurements, levers on them, and also the industrial equipment are placed;

TECh - division of aviation military unit (part) which staff performs scheduled and repair works on AT performs replacement of the AF aircraft engines, and also carries out other works on AT according to the tasks facing aviation military unit (part);

technical aviation safety - set of the properties of aviation system providing accomplishment of flights without aviation events because of refusals of AT;

THAT is complex of transactions or transaction on maintenance of working capacity or operability of product AT at stages of technical operation;

technical operation - the part of operation of product AT including complex of the works performed on it at stages of its reduction in the established LOC ARM degree to proper use, maintenance in this degree of readiness, proper use, storage and transportation;

specifying of the senior service employee of IAS of control by aircraft - type of the administrative document which publishes the senior service employee of IAS of control aircraft, concerning operation and repair of AT according to the requirements stated in these Aviation rules;

target survey and check - check of technical condition of AF, aircraft engines and the aircraft equipment in amount and the terms established in specifying or the order of the senior service employee of IAS of control by aircraft or at the disposal of the senior service employee of IAS of aviation military unit (part);

operation - stage of product lifecycle of AT from the moment of its acceptance in aviation military unit (part) from the organization manufacturer or from the repair organization, being set of stages of commissioning, reduction in the established LOC ARM degree to proper use, maintenance in the established LOC ARM degree to this use, proper uses, storages and transportations of product AT;

the operational document - the document intended for management in case of operation of products AT, acquaintance with their design, studying of service regulations (proper use, maintenance, running repair, storage and transportation), reflections of the data certifying the values of critical parameters and characteristics (properties) of products, data on their operation guaranteed from the manufacturer for all its period (duration and working conditions, maintenance, repair and other data) and also data on their utilization;

adjustment of weapons systems and the AF aim and navigation complex - approval of mechanical, electric, optical devices and sensors in coordinate system of AF.

Other terms applied in these Aviation rules are used in the values specified in the Air code of the Republic of Belarus.

Section II. Aviation engineering support

Chapter 2. Content of aviation engineering support

5. IAO of the state aircraft - complex of the actions directed to content of products AT, means of their operation and repair in good repair and LOC ARM to proper use, IAO of flights, providing technical aviation safety and also on teaching technical preparation with persons from among aeronautical personnel.

6. The goals of IAO are achieved by means of accomplishment of number of tasks, of which are main:

acceptance and commissioning of AT, means of maintenance and operational repair of AT arriving in aviation military units (parts);

development and holding actions for content of AT, means of its maintenance and operational repair in good repair and permanent LOC ARM to proper use;

technical operation of AT;

organization and carrying out operational repair of products AT;

performing engineering and operational calculations for application of AT, reasons for required forces and means for its operation and operational repair;

preparation for transfer of forces and means of IAS;

carrying out reliability analysis of AT and development of actions for maintenance of the set level of its operability and reliability, and also on providing technical aviation safety;

the organization and carrying out technical preparation with persons from among flight (operators of BLA) and ITS.

Chapter 3. Management of aviation engineering support

7. Management of the organization and carrying out IAO - activities of persons from among the leading ITS which are directed to timely and high-quality accomplishment of tasks of IAO by forces of subordinate ITS.

8. For management of the organization and carrying out IAO the management system which includes controls, stationary or mobile PU IAS, controls (communication) is created.

PU IAS is constituent of KP of aviation military unit (part).

9. PU IAS is intended to aviation military unit (part) for:

managements of forces and means of IAS of aviation military unit (part) by preparation (all types) of AT for proper use, in case of accomplishment of flights, in days of work on AT and park days;

timely informing commander (chief) aviation military unit (part), and also other service employees on technical condition of AT and course of its preparation for proper use;

assistance to the flight operations director (in case of its request) on management of actions of persons from among flight personnel (operators of BLA) in the particular cases connected with refusals of AT in flight;

organizations of interaction of service employees of services and divisions of aviation military unit (part) and IAS.

10. Management of the organization and accomplishment of actions for IAO is performed:

during execution of flights - through the senior engineer of flights;

in days of works on AT and park days - through the duty engineer.

The senior engineer of flights (the duty engineer) is appointed from among service employees of the leading ITS. The specified service employees are allowed to fulfillment of duties of the senior engineer of flights (the duty engineer) after studying of RLE of AF (TANK) in which actions of members of crews (operators of BLA) in the particular cases connected with refusals of AT in flight and also after the training in position (at least two flight changes) and tests are determined.

About the admission of service employees of the leading ITS to fulfillment of duties of the senior engineer of flights (the duty engineer) the order of the commander (chief) of aviation military unit (part) is issued.

11. PU IAS of aviation military unit (part) is equipped with the following equipment:

means of radio communication for listening of information on situation in airspace and connection tests with AF during execution of preflight action;

means of radio - and cable communication system (telephone and bilateral loud-speaking) for direct link with the flight operations director, aviation divisions, TECh of aviation military unit (part), maintenance area of preparation of AF, division of OK, on duty on airfield (helidrome), but - to technical supply, calculations of technical posts and engineering design (group) of brake parachutes;

communicating device (alarm system) for transfer of commands for maintenance areas of preparation and stalls (shelter) of AF.

12. On PU IAS of aviation military unit (part) there shall be following documentation:

the copy of the planned table of flights (in case of accomplishment of flights);

copy of the plan of approbation of aircraft engines;

technological schedules of all types of preparation of AT for flights;

the scheme of placement of AT in airfield (helidrome);

tables and instructions for communication;

the list of ASP prohibited and having restrictions;

magazine of the senior engineer of flights (duty engineer);

instructions to the senior engineer of flights, the duty engineer, the senior of maintenance area of preparation of AF, on duty on means of flight-line maintenance, staff of calculations of technical posts, calculation of post of matching of brake parachutes and teams of technical assistance;

copies of reference cases of flight of the operated AF types;

statements from RLE on actions of members of crews of AF (operators of BLA) in the particular cases connected with refusals of AT in flight;

instruction for prevention of unauthorized rise of AF;

register of the accepted notifications about the entered modes of use of AT;

aviation rules of the state aircraft of the Republic of Belarus, RE of AF (TANK), RHO of AF (TANK).

13. Heads (the senior service employees of IAS) of controls aircraft according to type of the operated AT and solvable forces and means of aviation military unit (part) tasks can adjust and specify the list of the equipment and documentation.

14. For providing continuous management of engineering procedures of scheduled and repair work on AT, and also carrying out completions of AT in TECh of aviation military units (parts) if necessary equips the TECh control office of aviation military unit (part).

Chapter 4. Planning of aviation engineering support

15. Planning of IAO is performed for the purpose of:

maintenance of AT in permanent LOC ARM to fighting application (proper use);

timely carrying out TO AT and its precautionary and planned exit in repair;

uniform loading of TECh on accomplishment of scheduled works on AT;

constant control behind technical condition, content and storage of AT;

timely carrying out TO on STO;

ensuring reliability of AT and technical aviation safety.

16. In aviation military unit (part) the following main planning documents are developed:

annual (monthly) plan of IAO;

the annual plan of withdrawal of AT in repair, on scheduled works and for performance of works according to bulletins (AT developed based on the annual plan of withdrawal in repair (the plan of the repair) directed from control by aircraft);

annual production plan of work on purpose of TECh of aviation military unit (part);

annual schedule of surveys of AT;

annual schedule of surveys of STO and BP;

annual plan of technical preparation flight and ITS;

monthly (daily) work plans of persons from among ITS.

17. Content and form of the planning documents is established by the head of control aircraft.

Section III. Aviation engineering support of flights

Chapter 5. General provisions

18. The amount and content of IAO of flights are determined proceeding from nature of the carried-out tasks, availability and condition of AT, means of its operation, and also taking into account the professional training level of persons from among ITS.

19. IAO of flights includes:

preparation and submission of data to the commander (chief) of aviation military unit (part) for decision making on flights;

planning of actions for IAO of flights;

problem definition on IAO of flights;

preliminary preparation to IAO of flights;

control of readiness of AT and persons from among ITS to IAO of flights;

preflight action;

preparation of AF for repeated flight;

post-flight preparation of AF;
