About measures for enhancement of single state system of forecasting, early identification and response to radiation accidents

According to the Presidential decree of the Republic of Uzbekistan of January 17, 2019 No. UP-5635 "About the State Program on Strategy Implementation of Actions in Five Priority Directions of Development of the Republic of Uzbekistan in 2017 - 2021 in " Year of Active Investments and Social Development "", for the purpose of further enhancement of system of forecasting, early identification and response to radiation accidents, and also the organizations of the automated monitoring system of radiation situation the Cabinet of Ministers decides:

1. Approve:

Regulations on Single state system of forecasting, early identification and response to radiation accidents and monitoring of radiation situation in the Republic of Uzbekistan according to appendix No. 1;

Order of interaction of authorized organizations and law enforcement agencies in case of detection of unauthorized (ownerless) sources of ionizing radiation according to appendix No. 2.

2. To the state committee of the Republic of Uzbekistan on ecology and environmental protection together with Agency on development of nuclear power in case of the Department of Energy, the Ministry of Health, the Ministry of Emergency Situations, the State committee of industrial safety, the State committee of veterinary science and development of livestock production, the State committee on geology and mineral resources of the Republic of Uzbekistan, the Center of hydrometeorological service under the Cabinet of Ministers of the Republic of Uzbekistan and other interested ministries and departments in three-months time to develop and submit for approval in the Cabinet of Ministers the draft of the Comprehensive program on creation and the organization of activities of the Single state automated system of monitoring of radiation situation in the Republic of Uzbekistan for 2020 - 2024.

3. To the Ministry of Emergency Situations of the Republic of Uzbekistan together with the interested ministries and departments annually to provide on places training also thematic tactical and special doctrines on working off of questions of interaction of forces and means of Single state system of forecasting, early identification and response to radiation accidents and monitoring of radiation situation in the Republic of Uzbekistan.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, the relevant ministries and departments in three-months time to develop and approve regulations on territorial and functional subsystems of Single state system of forecasting, early identification and response to radiation accidents and monitoring of radiation situation in the Republic of Uzbekistan.

5. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

6. To the Ministry of Emergency Situations of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

7. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh. Ramatov and the Minister of Energy of the Republic of Uzbekistan A. S. Sultanov.

Regulations on Single state system of forecasting, early identification and response to radiation accidents and monitoring of radiation situation in the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines the purpose and the main objectives, structure and procedure for the organization of activities of Single state system of forecasting, early identification and response to radiation accidents and monitoring of radiation situation in the Republic of Uzbekistan (further - Single state system).

2. The single state system represents the organizational and technical system combining in itself forces and means of state bodies and other organizations into which power protection of the population and the environment against radiation accidents, and also conducting monitoring of radiation situation is included.

3. The single state system is integral part of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan and interacts with the Monitoring system of the surrounding environment of the Republic of Uzbekistan.

4. The single state system in the activities is guided by regulatory legal acts and normative and technical documents of the Republic of Uzbekistan, and also this provision.

5. In this Provision the following basic concepts are used:

radiation accident - the loss of management of source of ionizing radiation caused by defect of the equipment, actions (failure to act) of workers (personnel), emergency situations of natural and technogenic nature which could give or led to radiation of citizens above of the established regulations or to radioactive environmental pollution;

authorized organizations - state bodies and other organizations into which power protection of the population and the environment against radiation accidents, and also conducting monitoring of radiation situation is included;

radiation-hazardous object - object on which store is processed, used or transport radioactive materials on which in case of accident or its destruction there can be mass radiation defeats of the population, animals and plants and radioactive environmental pollution;

monitoring of radiation situation - continuous or discrete instrumental control of condition of impurity of objects of the environment radionuclides, timely identification of its variations, and also assessment, forecasting and the prevention of possible negative effects of radiative effects for the population and the environment.

Chapter 2. Purpose and main objectives of Single state system

6. The purpose of Single state system is protection of life and health of the population and the environment against the radiative effects caused by radiation accident by the organization and advance holding actions for monitoring of radiation situation, to forecasting and the prevention of radiation accidents, and also minimization and liquidation of their effects.

7. The main objectives of Single state system are:

ensuring development and realization of single state policy in the field of ensuring radiation safety in case of the prevention and mitigation of consequences of radiation accidents;

planning and providing implementation of actions on forecasting, prevention, early identification, localization and mitigation of consequences of radiation accidents, and also the external and internal threats bringing to them;

organization and implementation of monitoring of radiation situation;

development and enhancement of regulatory framework of Single state system;

implementation of international cooperation concerning radiation safety and to implementation of the best foreign practices in the field of forecasting, early identification and response to radiation accidents.
