About stimulation of scientific activities and enhancement of compensation

For the purpose of stimulation of scientific activities and enhancement of compensation:

1. Establish monthly surcharge to pensions to the unemployed receivers of pensions who are constantly living in the Republic of Belarus *, having academic degree of the doctor of science and academic status of professor, reached generally established retirement age (further - surcharge), in double size of the base rate established by Council of Ministers of the Republic of Belarus for compensation of employees of the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations.

* For the purposes of this Decree the persons receiving pensions, but not being individual entrepreneurs, not performing labor activity based on employment, civil contracts which subject are rendering services, performance of works and creation of intellectual property items, or on the basis of membership (participation) in legal entities of any forms of business treat unemployed receivers of pensions.

2. Appointment and payment of surcharge are made by the bodies performing provision of pensions.

Surcharge is established from the first following after month of the appeal to the body performing provision of pensions with the statement for surcharge establishment, the service record, the national diploma of the doctor of science or the diploma of the state sample issued by certification bodies of the former USSR or the Russian Federation till February 27, 1996 and the national certificate of professor or the certificate of professor of the state sample issued by certification bodies of the former USSR or the Russian Federation till February 27, 1996.

6. This Decree becomes effective in the following procedure:
