About approval of Rules of the organization of activities of local police inspectors for minor law-enforcement bodies

1. Approve the enclosed Rules of the organization of activities of local police inspectors for minor law-enforcement bodies.

2. To the chairman of Committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan and chiefs of departments of internal affairs of areas, cities of republican value and the capital, on transport to provide studying of this order by staff of law-enforcement bodies.

3. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan police major general Turgumbayev E. Z. and Committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.).

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of activities of local police inspectors for minor law-enforcement bodies

Chapter 1. General provisions

1. These rules of the organization of activities of local police inspectors for minor law-enforcement bodies (further - Rules) determine:

1) procedure for the organization of activities of local police inspectors for minor law-enforcement bodies (further - UIP PDN);

2) the organization of prevention of offenses among pupils of the organizations of education;

3) the organization of work of divisions for minor territorial authorities of internal affairs (further - Department of Internal Affairs);

4) organization of work with minors;

5) UIP PDN order of interaction with services of Department of Internal Affairs concerning prevention of offenses among minors.

2. UIP PDN is the representative of territorial Department of Internal Affairs on work with minors which carry out tasks within the competence.

3. The administrative site – the territory of the city or rural zone to which (further - горрайорган) (person fulfilling its duties) UIP PDN are assigned by the order of the chief of city, district law-enforcement body. The sizes of border of the administrative site it is determined by the chief of gorrayorgan.

In Department of Internal Affairs on transport of border of the administrative site are established depending on the number of stations, stopping points, intensity of the passenger and freight transportation, settlements and residential arrays located in close proximity to transport objects and are fixed by the order of the chief of Department of Internal Affairs on transport. In Department of Internal Affairs on transport of the UIP PDN function are performed by the inspector on prevention of offenses on transport.

4. To the administrative site the order of the chief of gorrayorgan (person fulfilling its duties) (Department of Internal Affairs on transport) assigns sequence number. Acceptance of the administrative site is made by again appointed UIP PDN with participation of the chief of local police service of the area (the city, the area in the city) (further - Ministry of Railways) (Department of Internal Affairs on transport) or his deputy. 6. In the period of long absence (more than 30 working days) on service UIP PDN, the administrative site (the organization of education) is serviced by UIP PDN of the adjacent administrative site based on the order of the chief of gorrayorgan (person, fulfilling its duties).

7. UIP PDN are placed in offices of local police stations of Department of Internal Affairs.

Divisions for minors are located indoors for work with minors, provided telephone and the radio communication which is in one building or in close proximity to the office building of Department of Internal Affairs.

Chapter 2. Procedure for the organization of work of UIP PDN

8. The common directorship UIP PDN is performed of the chief of division for minors (further – PDN) who is not assigned to the administrative site. In Department of Internal Affairs where the specified position is absent and number of UIP PDN exceeds 7 units, the chief local police inspector of PDN is also not assigned to the administrative site.

9. UIP PDN will organize the work according to work plans PDN. Daily make records about the received tasks of management of gorrayorgan, the planned actions in workbook.

10. UIP PDN:

1) perform package of measures, directed to identification, studying, elimination of the reasons and conditions promoting making of offenses among minors;

2) reveal the minors inclined to making of the offenses, parents or legal representatives who are not carrying out obligations on education and put them on preventive accounting and control;

3) perform interaction with state bodies, non-governmental organizations on prevention of offenses among minors;

4) together with local police inspectors participate in meetings with the population on questions connected with providing the rights of minors, prevention of offenses, neglects and homelessnesses among teenagers;
