1. Approve the enclosed Rules of the organization and conducting internal and external examinations of quality of medical services.

2. To provide to committee of control of medical and pharmaceutical activities of the Ministry of health and social development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of health and social development of the Republic of Kazakhstan Tsoi A. V.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and conducting internal and external examinations of quality of medical services

Chapter 1. General provisions

1. Rules of the organization and conducting internal and external examinations of quality of medical services (further - Rules) are developed according to article 58 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" (further - the Code)" and determine procedure for the organization and conducting internal and external examinations of quality of the medical services rendered by subjects of health care irrespective of patterns of ownership and departmental accessory.

2. In these rules the following basic concepts are used:

1) the intrahospital commissions - the commissions created in the organizations of health care (the commission of infectious control, the commission on analysis of the started and lethal cases);

2) the current analysis - the analysis on the basis of studying of medical documentation of the patients receiving medical services at the time of conducting examination;

3) the standard in the field of health care (further - the Standard) - the regulatory legal act establishing rules, the general principles and characteristics in the sphere of medical, pharmaceutical activities, medical and pharmaceutical education;

4) authorized body in the field of health care (further - authorized body) - the state body performing management in the field of protection of public health, medical and pharmaceutical science, medical and pharmaceutical education, drug circulation, products of medical appointment and medical equipment, control of quality of medical services;

5) the treated case - complex of the medical services rendered to the patient in stationary and (or) hospital-replacing conditions from the moment of receipt to the statement;

6) clinical audit - the detailed retrospective and (or) current analysis of the held medical and diagnostic events regarding their compliance to standards in the field of health care and to clinical protocols;

7) the clinical protocol - the document establishing general requirements to delivery of health care to the patient in case of certain disease or clinical situation;

8) Committee of protection of public health of the Ministry of Health of the Republic of Kazakhstan (further - KOOZ) - the department of authorized body in the field of health care performing within the competence management and regulation in spheres of protection of public health, sanitary and epidemiologic wellbeing of the population and control of quality of medical services, control and supervision of observance of the requirements established by technical regulations and regulating documents on products and services realized to the population, in the field of safety of food products, and also standards in the field of health care, performing cross-industry coordination, regulating, realizable and control and supervising functions, participating in accomplishment of strategic functions of authorized body in the field of health care;

9) defect of rendering medical services (further - defect) - the violation of procedure for delivery of health care, medical and diagnostic actions which is expressed in failure to carry out of standards in the field of health care and non-compliance with clinical protocols;

10) medical services - the actions of subjects of health care having preventive, diagnostic, medical or rehabilitation orientation in relation to the specific person;

11) indicators of quality evaluation of medical services (further - assessment indicators) - the performance indicators, completeness and compliance of medical services to standards in the field of health care including:

indicators of structure - indicators of security with personnel, financial and technical resources;

process indicators - indicators of assessment of accomplishment of technologies of prevention, diagnostics, treatment and rehabilitation;

result indicators - indicators of assessment of consequences for health as a result of rendering or non-rendering of medical services by subjects of health care;

12) quality management of medical care - systematic, independent and documentary process of the continuous, interconnected actions including the planning, the organization, motivation, internal audit of organization activity of health care, and also other actions providing improvement of quality of medical care and safety for patients and directed to the prevention and remedial action of activities;

13) examination of quality of medical services (further - examination) - set of the organizational, analytical and practical actions performed for pronouncement of the conclusion about the quality level of the medical services provided by physical persons and legal entities with use of the indicators of assessment reflecting performance indicator, completeness and compliance of medical services to standards in the field of health care;

14) monitoring - process of systematic information collection about activities of structural divisions of the organization of health care during realization of achievement of results for support in management for continuous process of adoption of timely and adequate decisions;
