RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About measures for improvement of domestic conditions of employees and the military personnel of law-enforcement bodies

According to the resolution of the President of the Republic of Uzbekistan of May 29, 2019 "About implementation of qualitatively new management system by forces and means of law-enforcement bodies in the field of prevention of offenses and fight against crime in the Tashkent region", and also for the purpose of stimulation and increase in level of social security of employees and military personnel of law-enforcement bodies due to construction and provision of the affordable housing meeting the modern requirements and standards by it, the Cabinet of Ministers decides No. PP-4343:

1. Agree with the offer of the Ministry of Internal Affairs and Ministry of Finance of the Republic of Uzbekistan on implementation in system of social support of employees and military personnel of law-enforcement bodies of the following practical mechanisms of improvement of the domestic conditions providing:

provision to investors and subjects of entrepreneurship (further - the investor) not used parcels of land, buildings and objects of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions according to the list according to appendix No. 1 for implementation of step-by-step construction in 2019 - 2022 of apartment houses on a turnkey basis;

the conclusion of agreements on construction by results of competition (tender) held by the commission created in the Ministry of Internal Affairs of the Republic of Uzbekistan, in accordance with the established procedure;

implementation of construction of apartment houses within implementation of this resolution with area of apartments, except for the first floors, as a rule, at least 80 square meters - for two-room apartments, 100 square meters - for three-room apartments and 120 square meters - for four-room apartements;

priority realization of apartments in the apartment houses built within execution of this resolution, except for the investor's shares, to employees and the military personnel of law-enforcement bodies on favorable terms and at the prices determined in the agreements on construction signed according to provisions of this resolution.

2. Establish procedure according to which use the right to acquisition of apartments on low preferential prices in the apartment houses built within implementation of this resolution based on decisions of the Minister of Internal Affairs of the Republic of Uzbekistan and heads of territorial authorities of internal affairs, respectively, the following employee categories and the military personnel:

needing provision of housing and housing improvement;

achieved good results in office activities (protection of public order, prevention of offenses and fight against crime), and also not having authority punishments.

3. Determine that within implementation of this resolution by extrabudgetary funds of the Ministry of Internal Affairs of the Republic of Uzbekistan:

the non-interest loan can be allocated to employees and military personnel of law-enforcement bodies for the term which is not exceeding five years on the amount of no more six hundredfold size of basic settlement size, in the procedure established by the legislation;

the part of apartments which is not realized to employees and the military personnel of law-enforcement bodies in the apartment houses built within implementation of this resolution is redeemed on favorable terms at the prices determined in the agreement on construction with the subsequent inclusion in office housing stock of the Ministry of Internal Affairs of the Republic of Uzbekistan.

4. Permit the Ministry of Internal Affairs of the Republic of Uzbekistan to use further the mechanism provided by this resolution in relation to the parcels of land allocated by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also khokimiyats of areas (cities) to the ministry and its territorial subdivisions for improvement of domestic conditions of their employees and military personnel.

5. Assign to the Minister of Internal Affairs of the Republic of Uzbekistan and heads of territorial authorities of internal affairs the personal responsibility for ensuring objectivity and exception of corruption manifestations when forming lists of the employees and military personnel needing provision of housing and housing improvement and the achieved good results in office activities (protection of public order, prevention of offenses and fight against crime) and also which do not have authority punishments.

6. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

provide monitoring of complete and high-quality execution of conditions of agreements taking into account requirements of this resolution;

organize effective activities of the domestic commissions of law-enforcement bodies regarding forming of lists of the employees and military personnel needing the provision of housing and housing improvement which achieved good results in office activities (protection of public order, prevention of offenses and fight against crime) and also distributions of apartments between them the houses built within implementation of this resolution.

7. To provide to the ministry of construction of the Republic of Uzbekistan in accordance with the established procedure conducting state examination of the design estimates and to establish proper state architectural and construction supervision of quality of accomplishment of building and construction works on each apartment house which is under construction within this resolution on a turnkey basis.

8. Make changes and additions to the Regulations on procedure for forming and use of office housing stock of law-enforcement bodies approved by the resolution of the Cabinet of Ministers of September 26, 2017 No. 765 (the joint venture of the Republic of Uzbekistan, 2017, No. 9, the Art. 217), according to appendix No. 2.

9. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh. Ramatov and the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov.
