About approval of specific sanitary and epidemiologic requirements to content and operation of the sanatorium and improving organizations

Based on paragraph two of subitem 2.1 of Item 2 of general sanitary and epidemiologic requirements to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing, approved by the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Council of Ministers of the Republic of Belarus DECIDES:

1. Approve specific sanitary and epidemiologic requirements to content and operation of the sanatorium and improving organizations (are applied).

2. Grant to the Ministry of Health the right to explain questions of application of specific sanitary and epidemiologic requirements to content and operation of the sanatorium and improving organizations approved by this resolution.

3. This resolution becomes effective after its official publication.

Specific sanitary and epidemiologic requirements to content and operation of the sanatorium and improving organizations

Chapter 1. General provisions

1. These specific sanitary and epidemiologic requirements establish requirements to content and operation of the sanatorium and improving organizations for adults, adults and children, children (further if other is not determined, – the organization) irrespective of patterns of ownership and departmental accessory.

These specific sanitary and epidemiologic requirements establish requirements to the following organizations:

educational and improving camp;

sports camp;

improving centers (complexes);

houses (base) of rest;

educational and improving centers;

boarding houses;

dispensaries;

children's rehabilitation and improving centers;

rehabilitation centers (departments);

sanatoria;

student's sanatoria dispensaries;

other organizations, one of types of activity of which is improvement of the population.

These specific sanitary and epidemiologic requirements establish requirements to the improving organizations:

functioning in the mode of year-round and seasonal, round-the-clock and day stay of children;

with the organization of activities for profiles (social and economic, tourist and local history, ecological and biological, military patriotic, art and others), to activities, and also with educational and training process by the form (types) of sport (sports the camp);

placed based on capital structures (buildings, constructions) in forest (forest-park) zone, based on organizations and the organizations, and also with use of leased rooms, tents.

These specific sanitary and epidemiologic requirements do not extend to the sanatoria intended for treatment of persons, TB patients and psychoneurological diseases.

The requirements which are not established by these specific sanitary and epidemiologic requirements are determined in Chapters 1-4 of general sanitary and epidemiologic requirements to content and operation of capital structures (buildings, constructions), the isolated rooms and other objects belonging to subjects of managing.

2. For the purposes of these specific sanitary and epidemiologic requirements terms and their determinations in the values established by the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "About development of entrepreneurship", the Law of the Republic of Belarus of January 8, 2014 No. 128-Z "About state regulation of trade and public catering", the legislation on sanatorium treatment and improvement of the population and also the following terms and their determinations are used:

acaricide actions – the actions directed to destruction or reducing number of pincers;

object of food of the organization – object of public catering of the organization;

object of food of children – object of public catering of the organization for children;

object of food of adults – object of public catering of the organization for adults;

the vacationer – person who is in the organization on improvement or sanatorium treatment;

zone of recreation of superficial water object – the superficial water object with the coast adjoining to it used for mass rest, bathing and swimming, occupations by water sports;

the organization for children – the improving or sanatorium organization for children, for adults and children (regarding requirements for children);

the organization for adults – the improving or sanatorium organization for adults, for adults and children (regarding requirements for adults).

3. Requirements of these specific sanitary and epidemiologic requirements are obligatory for execution by state bodies, other organizations, physical persons, including individual entrepreneurs which activities are connected with designing, construction, reconstruction, organization activity, their reshaping.

4. The head of the organization shall provide:

sanitary and epidemiologic wellbeing in the organizations, including passing of the ministerial procedures in the field of ensuring sanitary and epidemiologic wellbeing provided by legal acts;

implementation of measures for prohibition of smoking (consumption) of tobacco products, uses of electronic systems of smoking, systems for consumption of tobacco in the territory and in premises of the organization.

In the organizations for adults in whom smoking is authorized special places in their territories or rooms for smoking shall be equipped in accordance with the established procedure and are designated by the index "Smoking area".

5. Separate employee categories of the organizations shall have obligatory medical examinations in case of revenues to work and further periodic medical examinations according to the procedure, established by the Ministry of Health in coordination with the Ministry of Labour and Social Protection.

Hygienic training shall be undergone:

heads of the improving organizations for children, workers of objects of food - before revenues to work and further once a year;

workers of swimming pools (room cleaners, operators of the chlorination installations, nurses) and the laundry organizations - before revenues to work and further once in 2 years;

workers of water constructions and sewer economy (plumbers) - before revenues to work and further once in 3 years.
