1. Adopt the Declaration on strategic economic cooperation of the State Parties of the Commonwealth of Independent States it (is applied).

2. Publish the text of the Declaration in mass media of the State Parties of the CIS.

3. Suggest Executive committee of the CIS to send the text of the specified Declaration to the Economic Commission for Europe of the UN and the Economic and Social Commission for Asia and the Pacific.

We, heads of states - members of the Commonwealth of Independent States (further - the CIS, the Commonwealth), attaching great value of realization of economic interests of the Commonwealth and each of the State Parties of the CIS, to creation of the effective mechanisms of partnership allowing to enhance development of commercial ties both within the CIS and at the continental and intercontinental levels of cooperation with other states and the international organizations,

relying on the wealth of experience which is available both in the CIS and in each of the State Parties of the CIS, on creation and enhancement of economic relations,

representing one of the world's largest regional interstate organizations recognized by the international community and founded on cooperation of the equal independent states

considering emergence of new global and regional risks and challenges,

aiming at consolidation and combination of efforts of the State Parties of the CIS for the purpose of expansion of strategic economic cooperation, search of new formats of interaction at the continental and intercontinental levels,

we declare further development of strategic economic cooperation of the State Parties of the CIS for the purpose of strengthening of stability and sustainable economic development, steady expansion of multilateral constructive dialogue for the sake of the global world, progress and growth of welfare of the population.

Basis of strategic economic cooperation of the State Parties of the CIS is the strong union of equal partners which represents important component of stable economic growth on the Euroasian space. This union is long-term and perspective economic partner for the European and Asian countries, large energy and transport and transit node of continental value.

The important place in development and strengthening of the CIS occupy development of new approaches to joint activities both within the Commonwealth, and within world economic bonds, fixing of the status of the leading organization to it in developments of world economy, search of new formats of cooperation.

The State Parties of the CIS support and actively realize the Agenda of the UN in the field of sustainable development for the period till 2030 for strengthening of the universal peace in the conditions of bigger freedom.

Effective use of all complex of opportunities, including mutually beneficial economic cooperation and cooperation in the CIS, opens real perspectives of dynamic economic growth and strengthening of their influence on development of world economic system before the State Parties of the CIS.

Strategic economic cooperation of the State Parties of the CIS is based on observance of international treaties, legislations of the State Parties of the CIS, mutual advantage, equality and nondiscrimination, transparency, cost efficiency, resource-saving, ecological safety and use of high technologies.

The purposes of strategic economic cooperation of the State Parties of the CIS are: further strengthening of fundamental bases of the Commonwealth, its integration (as well as integration of each of the State Parties of the CIS) in world economic bonds as space on which the largest transport and energy projects are performed are created modern infrastructure, communications, the international transport corridors, the logistic centers of interregional and global scale; significant increase in economic capacity of the Commonwealth on the basis of which effective development and the stable economic growth of each of the State Parties of the CIS providing including decrease in poverty, the problem resolution of unemployment will be provided; increase in the international authority of the CIS, strengthening of complementarity and effective use of economic capacity of the State Parties of the CIS for the benefit of their people.

Are determined by tasks of strategic economic cooperation of the State Parties of the CIS:

expansion of influence of the Commonwealth and the State Parties of the CIS on world economic processes by means of initiation of joint global and regional investment projects and development programs of the economic territories;

creation of the effective mechanisms of partnership based on economic interest of the State Parties of the CIS and the third countries and/or the authoritative international organizations for achievement of the Agenda of the UN in the field of sustainable development for the period till 2030;

forming of favorable conditions for strategic economic cooperation, consolidation of potential opportunities of the State Parties of the CIS in case of implementation of global and regional investment projects and development programs with the simultaneous solution of environmental problems;

increase in competitiveness of the State Parties of the CIS due to broad application of innovations and nanotechnologies, complex use of the available natural and economic resources, combinations of efforts on support of small and medium business, expansion of forms of cooperation and ensuring support of partner bonds within world economic system;

consecutive integration into world transport system and further development of national infrastructures of the State Parties of the CIS along the international transport corridors, binding routes and nodes on the East directions - The West and the North - the South;
