About catering services of students

Based on part four of Item 8 of article 40 of the Code of the Republic of Belarus about education, the paragraph of third subitem 6.3 of Item 6 of the Presidential decree of the Republic of Belarus of April 12, 2019 "About creation of organization of education "National children's technopark" the Council of Ministers of the Republic of Belarus DECIDES: No. 145

1. Approve:

1.1. The regulations on catering services of the students getting the general secondary, vocational education at the level of general secondary education (are applied);

1.2. Regulations on providing and catering services of the students mastering contents of the educational program of additional education of exceptional children and youth in organization of education "National children's technopark" (are applied).

2. Determine that:

2.1. financing of expenses on providing students with food:

getting the general secondary education, vocational education at the level of general secondary education, it is performed at the expense of means republican and (or) local budgets, means of legal representatives of minor students (further - legal representatives), and also other sources which are not prohibited by the legislation;

the exceptional children mastering contents of the educational program of additional education and youth in organization of education "National children's technopark", it is performed at the expense of means of the republican budget, and also other sources which are not prohibited by the legislation;

constantly (mainly) living in the territory of radioactive pollution, and also living in the territory which did not undergo to radioactive pollution, and getting the general secondary, vocational education at the level of general secondary education at elementary, basic, high schools, gymnasiums, lyceums, special schools in the territory of radioactive pollution, it is performed at the expense of the funds of the republican budget allocated for mitigation of consequences of catastrophic crash on the Chernobyl NPP proceeding from the established cash expense rates on food taking into account the raising coefficient and utilities expenses, including heating, the consumed electric power, according to the procedure, by the established budget legislation and the legislation on the order state-owned property;

2.2. planning of expenses republican and (or) local budgets for financial year on providing with food of students of elementary, basic, high schools, gymnasiums, lyceums, institutions of higher education in case of implementation of the educational program of general secondary education is performed proceeding from the students planned number, the sizes of cash expense rates on food in day taking into account the raising coefficient if its application is stipulated by the legislation in the field of catering services in organizations of education, and the number of days of food in year.

When calculating payment for food days when students did not receive food because of their absence in organization of education are not considered. Legal representatives shall the day before in writing or orally notify pedagogical employees of organization of education on the forthcoming absence of the student.

The payment for food of students is performed by legal representatives monthly no later than the 25th of current month on the current (settlement) bank accounts on accounting of budgetary and other public funds of the organizations determined by founders of organizations of education and (or) regional executive committees (The Minsk Gorispolkom) according to the budget legislation.

The debt on payment for food of students is collected according to the procedure, stipulated by the legislation.
