About approval of the strategy of development for personnel potential for the nuclear and energy program of the Republic of Uzbekistan

In the Republic of Uzbekistan in 2018 the start of implementation of the nuclear and energy program providing inclusion of nuclear power in overall energy balance of the country, construction in the territory of the republic of nuclear power plant with ensuring its safe operation for the term of at least 60 years is given.

Uzbekistan has scientific base in the field of use of atomic energy in the peace purposes. So, in the republic scientific researches with use of the research nuclear reactor are conducted since 1959.

One of the most important elements of national nuclear infrastructure is training of qualified personnel in the field of use of atomic energy in the peace purposes taking into account the international experience of development of nuclear power, and also recommendations of International Atomic Energy Agency.

In pursuance of the resolution of the President of the Republic of Uzbekistan of February 7, 2019 No. PP-4165 "About approval of the Concept of development of nuclear power in the Republic of Uzbekistan for 2019 - 2029", and also for the purpose of timely and full providing the nuclear and energy program of the Republic of Uzbekistan with the qualified personnel conforming to requirements of safe use of atomic energy:

1. Take into consideration that:

according to the Presidential decree of the Republic of Uzbekistan of July 19, 2018 No. UP-5484 "About Measures for Development of Nuclear Power in the Republic of Uzbekistan" at National university of Uzbekistan of Mirzo Ulugbek new specialties of magistracy "Physics of atomic nucleus and elementary particles, the accelerating equipment", "Nuclear physics and nuclear technologies (on scopes)", and also at the Samarkand state university - "Physics of atomic nucleus and elementary particles, the accelerating equipment" are open;

according to the resolution of the President of the Republic of Uzbekistan of July 20, 2018 No. PP-3875 "About creation and the organization of activities in the city of Tashkent of branch of Federal public autonomous educational institution of the higher education "The national research nuclear university "MEPhI" in the city of Tashkent is formed branch of Federal public autonomous educational institution of the higher education "National research nuclear university "MEPhI" (Russian Federation) which is basic highest educational institution in the field of training for nuclear industry, with the organization of training of students for the "Nuclear Power Engineering and Thermophysics", "Nuclear Physics and Technologies", "Power System and Heating Engineer" and "Power Industry and Electrical Equipment" directions;

the Theoretical Bases Heating Engineers department of the Tashkent state technical university of Islam Karimov is transformed to "Energy Is Warm Also Nuclear Power Plants" department based on which training of students in "Power (nuclear power)" is organized;

On October 19, 2018 in the city of Tashkent the Memorandum of understanding between Academy of Sciences of the Republic of Uzbekistan, Agency on development of nuclear power in case of the Department of Energy of the Republic of Uzbekistan is signed (further - the Uzatom Agency) and ROSATOM State Corporation (Russian Federation) about cooperation in education and training in the field of nuclear power of the Republic of Uzbekistan according to which from 2018/2019 academic years training of students from the Republic of Uzbekistan in Federal public autonomous educational institution of the higher education "National research nuclear university "MEPhI" (Russian Federation) is begun.

2. Determine the basic principles of development of personnel potential for the nuclear and energy program of the Republic of Uzbekistan:

unconditional priority of safety when using atomic energy;

permanent maintenance of high level of culture of safety at employees of the organizations participating in construction and operation of nuclear power plant (further - the NPP);

providing the admission to work on the NPP of the managerial, engineering, operation and maintenance force having the qualification and experience required for the corresponding position;

the system approach to training based on recommendations of International Atomic Energy Agency (further - IAEA) and the best international practice;

continuity of preparation, retraining and advanced training of personnel, ensuring compliance of programs of preparation to the current stages of lifecycle of subjects to use of atomic energy, to safety requirements of specially authorized body of state regulation of safety of use of atomic energy.

3. Approve:

The strategy of development for personnel potential for the nuclear and energy program of the Republic of Uzbekistan (further - Strategy) according to appendix No. 1;

The action plan on strategy implementation of development of personnel potential for the nuclear and energy program of the Republic of Uzbekistan (further - the Action plan) according to appendix No. 2.

To provide to the Uzatom agency, the State committee of industrial safety, Academy of Sciences, the Ministry of Health, the Ministry of Emergency Situations, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan timely and full implementation of the actions provided by the Action plan.

4. Determine that realization of the tasks and actions provided in Strategy and the Action plan is financed by the means of the Government budget of the Republic of Uzbekistan, off-budget funds and other sources which are not forbidden by the legislation by reasonable calculations of the Uzatom Agency and other ministries and departments participating in the nuclear and energy program.

5. To Al Yurtas of Umida fund for training of specialists abroad and to dialogue with compatriots (further - Al Yurtas of Umida Fund):
