About approval of the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030

For the purpose of determination of the priority directions of system reforming of the higher education in the Republic of Uzbekistan, raisings on qualitatively new level of process of training of independently conceiving highly qualified personnel with modern knowledge and high spiritual and moral qualities, upgrades of the higher education, development of the social sphere and industries of economy on the basis of the advanced educational technologies:

1. Approve:

a) According to appendix No. 1, having provided the concept of development of system of the higher education of the Republic of Uzbekistan till 2030 (further - the Concept) in it:

development of public-private partnership in the field of the higher education, increase in level of scope the higher education more than 50 percent on the basis of the organization in regions of activities of the public and non-state highest educational institutions, creations in the field of healthy competitive environment;

ensuring formation of National university of Uzbekistan and the Samarkand state university as leaders of the highest educational institutions of the country;

inclusion at least 10 highest educational institutions of the republic in the first 1 000 line items of the list of the highest educational institutions in the rating of internationally acknowledged organizations (Quacquarelli Symonds World University Rankings, Times Higher Education or Academic Ranking of World Universities), including National university of Uzbekistan and the Samarkand state university - in the first 500 line items of this list;

step-by-step transfer of educational process of the highest educational institutions into credit and modular system;

implementation of the advanced standards of the higher education, in particular phased transition from education which training programs are directed to receipt of theoretical knowledge, to the education system directed to forming of practical skills proceeding from the international experience;

raising of content of the higher education on qualitatively new level, adjustment of system of training of the highly qualified personnel capable to find the place in the labor market to make worthy contribution to stable development of the social sphere and industries of economy;

ensuring the academic independence of the highest educational institutions;

step-by-step implementation of the concept "University 3.0" providing close connection of education, science, innovations and activities for commercialization of results of scientific research in the highest educational institutions;

creation in the highest educational institutions of technoparks, the forsayt-centers, the centers of transfer technologies, startups and accelerators due to broad attraction of foreign investments, expansions of scale of paid services and other extrabudgetary funds, their removal on the level of scientific and practical organizations on forecasting and research of social and economic development of the corresponding industries, spheres and regions;

ensuring publication of Articles of professors-teachers, scientific job seekers, doctoral candidates, students of bachelor degree and magistracy of the highest educational institutions in authoritative international scientific magazines with high impakt-factor, increases in indicators of quoting of Articles, and also step-by-step inclusion of republican scientific magazines in the international base of scientific and technical data;

transformation of system of the higher education of the Republic of Uzbekistan to hub on implementation of the international educational programs in Central Asia;

increase in investment appeal of the higher education, attraction of foreign educational and scientific technologies;

implementation in practice of five initiatives including package of measures, directed to creation of additional terms for training and education of student's youth;

improvement of infrastructure and material and technical resources of the highest educational institutions, including due to broad attraction of preferential means of the international financial institutions, step-by-step transfer of the highest educational institutions into system of self-financing and ensuring their financial stability;

establishing mutually beneficial cooperation of education with production enterprises and research institutions;

increase in level of scope the higher education of the segments of the population needing social protection, including persons with limited opportunities, with improvement of infrastructure conditions for them;

b) "Road map" on realization in 2019 of the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030 according to appendix No. 2.

Determine that the step-by-step realization of the Concept is enabled by annually separately approved "Road map" proceeding from target parameters and the main directions for the corresponding period.

2. Agree with the offer of the Ministry of the higher and secondary vocational education and the State inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan about formation of Republican council of the higher education in the form of non-state non-profit organization (further - Council) based on Public council under the Ministry of the higher and secondary vocational education and Council of rectors of the highest educational institutions of Uzbekistan.

3. Determine the main objectives of Council:

development of offers on improvement of quality of the higher education, enhancement of training programs and implementation of modern pedagogical technologies by holding polls among professors-teachers and students, studying of opinion of the public and employers, and also the analysis of the best foreign practices;

objective efficiency evaluation of system of public administration by the higher education and the conditions created for professors-teachers, effectiveness of the training methods applied by them and education in educational process;

establishment of efficient public control over high-quality ensuring education, close cooperation of mass media and other institutes of civil society in this direction;

preparation of offers on development and realization of the package of measures aimed at providing openness, transparency and impartiality, elimination of the reasons and conditions of corruption manifestations in activities of the highest educational institutions;

development of offers and recommendations of the informative and target organization of activities for preparation, retraining and advanced training of personnel in system of the higher education, and also to development of scientific and innovative activities of teachers;

preparation of offers on carrying out the analysis of effectiveness of international backgrounds, to efficiency evaluation of joint programs, development of new forms of cooperation, involvement of foreign professors-teachers and compatriots abroad;

development of recommendations about application in the conditions of the highest educational institutions of the best foreign practices of efficiency evaluation and enhancement of activities of the highest educational institutions on the basis of its studying.

4. Determine that:

results of activities of Council, and also developed offers and recommendations are considered at meetings of board of the Ministry of the higher education, science and innovations of the Republic of Uzbekistan together with members of council at least two times within year and by results of consideration relevant decisions are made;

the offers and recommendations prepared by Council are considered without fail by the Ministry of the higher education, science and innovations of the Republic of Uzbekistan, the ministries and departments incorporating the highest educational institutions and also the highest educational institutions which render comprehensive assistance to Council in accomplishment of the tasks assigned to it and provide it the required necessary information;

Council quarterly enters information in Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers on developed offers and recommendations following the results of the activities, to development of system of the higher education.

To the Cabinet of Ministers of the Republic of Uzbekistan in two weeks to make the Government decision on the organization of activities of Council.

5. For the purpose of acceleration of processes of studying and implementation in practice of the best foreign practices directed to improvement of educational process to implement procedure for departure in official journeys of leading employees of the public highest educational institutions (except for the highest educational institutions of system of Service of state security, National guard, the Ministry of Internal Affairs, the Ministry of Defence, Customs committee under the Ministry of Economics and finance) to foreign countries with the notification of the relevant ministry and department of subordination.

At the same time leading employees of the highest educational institutions before departure in official journeys to foreign countries post on the website of the highest educational institution specification, in particular, the name of the country, the purpose and the plan of its visit, and by results of official journey - the report on the done work and expenses introduced in Council of the highest educational institution.

6. To the ministry of the higher education, science and innovations of the Republic of Uzbekistan:

till December 1, 2019 to develop and submit for approval in the Cabinet of Ministers of the Republic of Uzbekistan the actions plan providing inclusion till 2030 at least 10 highest educational institutions of the republic in the first 1 000 line items of the list of the highest educational institutions in the rating of internationally acknowledged organizations (Quacquarelli Symonds World University Rankings, Times Higher Education or Academic Ranking of World Universities), including National university of Uzbekistan and the Samarkand state university - in the first 500 line items of this rating, with implementation at the same time of modern mechanisms of the state support of data of the highest educational institutions;
