1. Approve the enclosed Rules of subsidizing of rates of remuneration when crediting and financial leasing for acquisition of cars and locomotives.

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic view on official publication in periodic printed publicity materials and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also the Republican center of legal information within five working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of subsidizing of rates of remuneration when crediting and financial leasing for acquisition of cars and locomotives

Chapter 1. General provisions

1. These rules of subsidizing of rates of remuneration when crediting and financial leasing for acquisition of cars and locomotives are developed according to subitem 34-27) of Item 2 of article 14 of the Law of the Republic of Kazakhstan "About rail transport" and determine procedure for subsidizing of rates of remuneration when crediting and financial leasing for acquisition of cars and locomotives.

2. In these rules the following terms and determinations are used:

1) the operator of cars (containers) - the person owning cars (containers) on the property right or other legal causes, participating on the basis of the contract with carrier in transportation process by rendering services of the operator of cars (containers) and specified in carriage documents;

2) the operator of locomotive draft in passenger traffic - person owning on the property right or other legal causes by the traction vehicle (locomotive) used for passenger traffic, the content providing it, operation;

3) financial institutions - legal entities, the organizations performing separate types of banking activities;
