About approval of the Instruction on air search and rescue service of the state aircraft of the Republic of Kazakhstan

1. Approve the enclosed Instruction on air search and rescue service of the state aircraft of the Republic of Kazakhstan.
2. To provide to management of the commander-in-chief Silami of air defense of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;
3) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1) and 2) of this Item within ten calendar days from the date of state registration.
3. To impose control of execution of this order on heads of controls of the state aircraft of the Republic of Kazakhstan.
4. Bring this order to service employees in the part concerning them.
5. This order becomes effective after ten calendar days after day of its first official publication.

1. This Instruction on air search and rescue service of the state aircraft of the Republic of Kazakhstan (further – the Instruction) disaggregates questions of the organization of search and rescue flight servicing of the state aircraft and is developed according to the subitem 24) of Article 15 the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft".
2. Search and rescue flight servicing of the state aircraft consists in the organization and implementation of the actions directed to reliable distress alert, achievement of outstanding performance of use of search and rescue forces and means, readiness of flight personnel for actions in emergency situations and to survival in the conditions of autonomous existence.
3. Search and rescue flight servicing of the state aircraft includes:
1) organization of search and rescue flight servicing of the state aircraft;
2) organization of watch of search and rescue forces and means and controls flights;
3) the organization of acceptance and transmission of messages about the air vehicles which are in distress or the victims;
4) special training of flight personnel;
5) crew effects of the air vehicle which is in distress or the victim;
6) crew effects of the air vehicle after forced landing or landing with parachute on the land;
7) crew effects of the air vehicle in case of forced landing on water or splashdown with parachute;
8) organization of search and rescue works;
9) emergency notification;
10) search and rescue forces and means when carrying out search and rescue works;
11) crew effects of the search and rescue air vehicle by search of the victims disaster;
12) search-and-rescue helicopter crew effects in case of assistance and evacuation, injured disaster;
13) preparation for work of staff of rescue paraborne groups and ground search and rescue crews;
14) management of search and rescue forces and means.
4. The operational body of the state aircraft providing coordination of actions of services when carrying out search and rescuing crews and passengers of air vehicles of the victims disaster within search and rescue areas of the Republic of Kazakhstan is the Auxiliary coordination center of the state aircraft (further - VKTs GA) the state aircraft which is formed based on control center.
5. In the territory of the Republic of Kazakhstan regions of responsibility for search and rescue flight servicing in which coordinators of search and rescue works according to Rules are appointed are established.
6. The decision on urgent sorties of the air vehicle for accomplishment of search and rescue works, assistance in case of accidents, catastrophic crashes and natural disasters is accepted by controls of the state aircraft.
Permission is issued without delay with receipt of request for use of airspace.
7. The issuing the command right to departure to guard search and rescue air vehicles and exit to ground search and rescue crews in case of receipt of the distress call, and also when checking their readiness is represented:
1) to the commander-in-chief Silami of air defense of Armed Forces of the Republic of Kazakhstan;
2) to the commander of the Air Force of Sil of air defense of Armed Forces of the Republic of Kazakhstan;
3) to the director of Air service of Committee national safety of the Republic of Kazakhstan;
4) to the commander-in-chief of National guard of the Republic of Kazakhstan;
5) to chiefs of search and rescue and paraborne services of controls of the state aircraft;
6) to the operations duty officer of VKTs GA;
7) to the coordinator of search and rescue around responsibility;
8) to control center of base airfield of aviation search and rescue aids on duty;
9) to control center (to control center flights) air units;
10) to commanders (chiefs) from whom search and rescue forces on duty and means are appointed.
When checking readiness of guard search and rescue air vehicles their departure is approved previously with VKTs GA and district air traffic control center.
8. Special training of crews of search and rescue air vehicles, rescue paraborne groups, ground search and rescue crews and their LOC ARM to carrying out search and rescue works is assigned to commanders of air units, (the chief of military institute), the relevant authorized bodies and public institutions.
9. The organization of search and rescue of crews and passengers of the air vehicles which were injured disaster in the terminal area is assigned to the senior aviation chief of airfield with attraction of forces and means from air units (military institute), public institutions which are based on this airfield irrespective of their departmental accessory.
10. The organization of search and rescue of crews and passengers of air vehicles, in distress in the water area of the seas and internal reservoirs, is assigned to commanders (captains) of the ships (courts) in interaction with search and rescue sea powers on duty.
11. The head of search and rescue works around responsibility, in case of disaster of the air vehicle is the coordinator of search and rescue works, and by long search and in particular cases (in case of natural disaster, rescue of crews and passengers of many-placed air vehicles, teams and passengers of ocean and river crafts, staff of the ships) when attraction of significant amount of forces and means of one or several authorized bodies, public institutions, the organizations is required, the coordinator of search and rescue works is appointed according to Rules.
12. Commanders of air units (the chief of military institute), and also heads of the public institutions and organizations having the flight divisions of the state aircraft which are based around search and rescue flight servicing irrespective of their departmental accessory concerning the organization of watch of search and rescue forces and means submit to the commander of the Air Force of Sil of air defense of Armed Forces of the Republic of Kazakhstan.
Allocation of search forces and means of the state aircraft in airfields is determined by the duty roster approved with heads of the public institutions and organizations having flight divisions of the state aircraft.
13. Medical support of search and rescue works will be organized by chiefs of health services of air units. The management of the organization and work on delivery of health care to crews and passengers of the air vehicle, injured disaster, is performed by the chief of health service of air unit, the organization which is carrying out search and rescue works, and in case of lack of those, the chief of health service of the nearest garrison. First aid to members of the crews and to passengers of the air vehicle which were injured disaster is performed by medical personnel of the rescue paraborne groups and ground search and rescue crews which are part of search and rescue forces on duty.
14. For ensuring search and rescue of the victims disaster will be organized watch of search and rescue forces and means:
1) the air vehicles allocated by air units of the state aircraft;
2) life preservers if necessary, search and rescue air vehicles in all airfields of the state aircraft, for accomplishment of flights;
3) calculations of control centers of authorized bodies and public institutions;
4) radio engineering means of authorized bodies and public institutions for joint acceptance and direction finding of the distress calls transmitted by crews of the air and ocean ships which were injured disaster.
15. Crews of search and rescue air vehicles keep watch according to Rules and this Instruction.
The search and rescue air vehicles allocated for watch are equipped with sets of rescue property and equipment according to Rules.
16. For carrying out search and rescue works in all airfields and aviation polygons regular and freelance ground search and rescue crews, emergency rescue crews which part 8-10 people inzhenerno - maintenance personnel are (including, the health worker and the radio operator) are formed. Ground search and rescue crews are appointed by the order of the commander of air unit (the chief of military institute). For transportation of ground search and rescue crews to the area of search and rescue works motor transport of high passability or the special search equipment is allocated. In case of their long stay far from settlements it is allocated transport - the household cross-country vehicle. The car is equipped with compartment for accommodation of staff and compartment for property of ground search and rescue crews.
