RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

of July 10, 2019 No. 689

Questions of carrying out monitoring of narcotic and alcoholic situation in Ukraine

Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of Health concerning implementation of monitoring of narcotic and alcoholic situation in Ukraine.

2. Approve the Procedure for carrying out monitoring of narcotic and alcoholic situation in Ukraine which is applied.

3. Determine that financing of the actions connected with carrying out monitoring of narcotic and alcoholic situation in Ukraine is performed in the expense limits provided in state and local budgets for the corresponding year for the ministries, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations and also at the expense of other sources which are not forbidden by the legislation.

Procedure for carrying out monitoring of narcotic and alcoholic situation in Ukraine

1. This Procedure determines the mechanism of carrying out monitoring of narcotic and alcoholic situation in Ukraine (further - monitoring) and determines rules and tasks for subjects of monitoring.

2. Monitoring is carried out on purpose: identifications of negative tendencies of development of the situation in the sphere of drug trafficking, psychotropic substances and precursors, alcohol, new potentially dangerous psychoactive agents (further - psychoactive agents) connected with forming of drug and alcoholic addiction at the population; identifications of the new threats for homeland security arising owing to illicit trafficking in psychoactive agents and determination of factors which cause them; preparation of offers on prevention of distribution of illicit trafficking in psychoactive agents.

3. Monitoring carries out the Center of mental health and monitoring of drugs and alcohol the Ministry of Health (further - the Center) on the indicators determined by the European monitoring center for drugs and drug addiction, Commission on drugs under the UN, the International committee on control of drugs.

Monitoring provides regular observation of development of the situation in the sphere of turnover of psychoactive agents, counteractions to their illicit trafficking, prevention of not medical use of psychoactive agents, treatment, resocialization, diagnostics and rehabilitation (medical and social) dependent persons which is performed taking into account requirements of the legislation in the sphere of personal data protection.

4. The main objectives of monitoring are:

continuous receipt and carrying out information analysis about condition of processes and the phenomena in the sphere of turnover of psychoactive agents, and also counteractions to their illicit trafficking, prevention of not medical use of psychoactive agents, treatment and resocialization of dependent persons;

timely identification of negative tendencies of development of the situation, the drug and alcoholic addiction connected with forming at the population, the new threats of homeland security arising owing to illicit trafficking in psychoactive agents and also determination of factors which cause them;

forecasting of development of narcotic and alcoholic situation in Ukraine, preparation of offers on prevention of distribution of illicit trafficking in psychoactive agents.

5. Objects of monitoring are:

state statistical information;

information/data of subjects of monitoring according to the indicators specified in Item 8 of this Procedure;

information and analytical documents of subjects of monitoring;

data of scientific and social researches on the questions concerning turnover of psychoactive agents and also counteractions to their illicit trafficking, prevention of their not medical use, treatment, resocialization of persons dependent on the use of psychoactive agents.

6. Subjects of monitoring are the Ministry of Health, MON, Minmolodsport, Minsotspolitiki, Ministry of Justice, the Ministry of Internal Affairs, the Ministry of Defence, National police, GFS, Administration of State frontier service, Gosleksluzhba, Gosstat, Gosfinmonitoring, the MFA, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city state administrations, and also in coordination the Supreme Court, the SSU, the Prosecutor General's Office of Ukraine, National academy of medical sciences, Public administration by cases, JSC Ukrzaliznytsya, public organizations.

7. Subjects of monitoring provide representation of the Center annually till May 1 of information/data and information and analytical documents according to the indicators specified in Item 8 of this Procedure.

In case of need the Center can send in addition to subjects of monitoring requests according to necessary information on narcotic and alcoholic situation in Ukraine.

8. Monitoring is carried out on the following indicators:

1) the general population researches conducted among persons on age groupes of 15-16 years on prevalence, forms of the use of psychoactive agents (with indication of their class, type, use consequences).

The indicator contains these questioning / poll of persons on age groupes of 15-16 years which testify to scales, prevalence and forms of the use of psychoactive agents (with indication of their class and type, motives, factors causing their uses), the frequency, availability and the place of the use of psychoactive agents by youth.

The Ministry of Health, MON, Minmolodsport (with involvement, in case of need, of public organizations) represent these questioning / poll of persons on age groupes of 15-16 years in form according to appendix 1;

2) the general population researches conducted among persons on age groupes 15-64 years on prevalence, forms of the use of psychoactive agents (with indication of their class, type, use consequences).

The indicator contains these questioning / poll of persons on age groupes 15-64 years which testify to scales, prevalence and forms of the use of psychoactive agents (with indication of their class and type, motives, factors causing their uses), the frequency, availability and the place of the use of psychoactive agents among the population.

Minsotspolitiki, the Ministry of Health (with involvement, in case of need, of public organizations) is represented by these questioning / poll of persons on age groupes 15-64 years in form according to appendix 2;

3) the request for treatment, prevalence of frustration of mentality and behavior owing to the use of psychoactive agents.

The indicator contains information/data on subjects of managing which perform economic activity on medical practice and give mental health services to the population, quantity and the characteristic of persons who addressed for treatment in connection with mental and behavioural disturbances owing to the use of psychoactive agents, types of the medical care provided to them.
