1. Approve the enclosed Technique of cost determination of the services which are purchased for carrying out the state information policy in mass media at the expense of means of the republican budget.

2. Declare invalid the order of the Minister of information and communications of the Republic of Kazakhstan of May 24, 2017 No. 199 "About approval of the Technique of cost determination of services of the mass media which are purchased for carrying out the state information policy at the expense of means of the republican budget" (it is registered in the Register of state registration of regulatory legal acts for No. 15174, it is published on May 29, 2017 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. To provide to department of state policy in the field of mass media of the Ministry of information and social development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of information and social development of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-minister of information and social development of the Republic of Kazakhstan.

5. This order becomes effective after day of its first official publication.

Technique of cost determination of the services which are purchased for carrying out the state information policy in mass media at the expense of means of the republican budget

1. This Technique of cost determination of the services which are purchased for carrying out the state information policy in mass media at the expense of means of the republican budget (further - the Technique), determines the cost of services of the mass media which are purchased for carrying out the state information policy at the expense of means of the republican budget according to the subitem 2) of Item 5 of the Rules of placement of the state order on carrying out the state information policy at the republican level approved by the order of the Minister of information and communications of the Republic of Kazakhstan of February 28, 2017 No. 75 (it is registered in the Register of state registration of regulatory legal acts for No. 14886).

2. The technique is developed for the purpose of establishment of methods of cost determination of production (preparation and creation) and placement of information materials in mass media within implementation of the state information order at the expense of means of the republican budget.

3. In this Technique the following basic concepts are used:

1) the information and analytical program - format TV, radio program in which the generalized, systematized information and the analysis of the taken place events for the certain period bearing socially significant interest for audience is provided;

2) the information program - format TV, radio programs, periodically broadcast by broadcasting companies and containing information on the current events and the facts;

3) audioroller - the information messages, short on time, information, advertizing or social content reproduced on radio channel;

4) the comic program - TV, radio program of comic genre (sketches, jokes, dialogs on the set subjects, musical parodies);

5) the video - the art sequence of personnel of information, advertizing or social content, short on time, reproduced on television;

6) the musical program - entertaining and/or cognitive TV, radio program about the different musical directions, tendencies and persons;

7) entertaining show - interactive TV, the radio program, musical and/or comic orientation, has entertaining character, may contain game elements, tenders, quizes and draws;

8) reality show - entertainment program where plot is demonstration of actions of group (or groups) people in situation, approximate to life;

9) series - art and/or documentary screen or radio the work, with several subject lines, consisting of two and more episodes (series), timing from 20 to 60 minutes;

10) the television program - the set of periodic audiovisual messages and materials having single appointment and some integrity (plot), shown on television;

11) talk-show - TV, radio program during which on the set subject there is free exchange of opinions between leaders/speakers, guests and TV viewers/radio listeners.

4. Within carrying out the state information policy at the expense of means of the republican budget the production cost (preparation and creation) and placements of information materials in mass media (further - Service), is determined depending on the basic prices for services which are purchased for carrying out the state information policy in mass media at the expense of means of the republican budget for each type of mass media according to appendix to this Technique.

5. The cost of Service in production (preparation and creation) and to placement of information materials in periodic printing editions is determined:

1) for newspapers on formula Pn=Bn x V x Kq, where:

Pn (price) - the cost of placement of information material in newspapers including tax on value added;

Bn - the basic price for one cm2 of the information material placed in the newspaper;

V - the amount of the information material placed in the newspaper, calculated in cm2;

Kq - correction coefficient on newspaper circulation:

to 200 000 copies - 1,3;

to 100 000 copies - 1,15;

to 50 000 copies - 1;

to 30 000 copies - 0,9;

to 20 000 copies - 0,8;

to 10 000 copies - 0,65;

to 5 000 copies - 0,5;

2) for logs on formula Pm=Bm x V x Kq, where:

Pm (price) - the cost of placement of information material in logs including tax on value added;

Bm - the basic price for one cm2 of the information material placed in the log;

V - the amount of the information material placed in the log, calculated in cm2;

Kq - correction coefficient on log circulation:

to 15 000 copies - 1,2;
