About procedure for the certificate of electronic request in the register of the population

Based on paragraph two of part one of item 4 of article 24 of the Law of the Republic of Belarus of July 21, 2008 No. 418-Z "About the register of the population" (further - the Law on the register) and subitem 9.4 of Item 9 of the Regulations on the Ministry of Internal Affairs of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 4, 2007 No. 611, the Ministry of Internal Affairs of the Republic of Belarus DECIDES:

1. Determine that:

1.1. the electronic request of state body, other organization (further - the organization), the notary about provision of the main and additional personal data of citizens of the Republic of Belarus, the foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus (further - physical persons), and also the documents this about details confirming the main and additional personal data of particular physical persons (further - personal data), from the register of the population according to the paragraph the second parts one of item 4 of article 24 of the Law on the register by means of the nation-wide automated information system (further - request) makes sure the digital signature of the authorized employee of the organization, the notary developed with use of personal key which certificate of open key is published in the State management system by open keys of verification of the digital signature of the Republic of Belarus (further - the State management system open keys);

1.2. the special part of request contains the corresponding digital signature and the certificate of open key of the authorized employee of the organization, the notary, and also:

in case of confirmation of powers of the employee of the organization, the notary on the certificate of request according to the requirements determined in Article part six 22, to article 26-1 of the Law of the Republic of Belarus of December 28, 2009 No. 113-Z "About the electronic document and the digital signature" (further - the Law on the electronic document), - the attribute certificate which includes data on powers;

in case of confirmation of powers of the employee of the organization on the certificate of request according to the requirements determined in Article part seven 22, the paragraph third part six of article 23 of the Law on the electronic document - the digital signature which owner of personal key is the organization, and the certificate of open key of the organization published in the State management system by open keys;

1.3. by provision of personal data from written consent of physical person general part of request contains data on the consent of physical person to obtaining by the organization, the notary of its personal data.

2. This resolution becomes effective since April 18, 2019.
